The ending reflects actions across the playthrough—not one final dialogue choice. The exact score and cutoff below come from an unofficial guide; Konami has not published an official formula.
How the Justice ending is determined
Writer and director Jon McKellan says the endings are determined by actions throughout the playthrough rather than a simple binary choice at the end, in an official PlayStation Blog interview. Konami producer Motoi Okamoto also says all three main endings are available on a first playthrough; the secret ending becomes accessible after clearing the game once.

The numerical model is less certain. The unofficial Silent Hill Memories ending guide reports that a score of 20 or more yields Justice. Neither that cutoff nor the formula has been confirmed by Konami, so treat the figures as a route-planning estimate rather than a guaranteed threshold.

Find documents and clues
Search rooms and environments carefully for documents and clues. The unofficial guide calls these items “discoveries” and credits each one toward the reported ending score. It lists 85 documents and clues as the maximum.
#1 Best Overall
- Experienced entirely in first person, explore, evade, and survive using a limited set of weapons and tools, including a pocket television used to tune into unstable signals. Evasion is tense; combat is frenetic, while narrative driven puzzles reveal a truth that refuses to stay submerged.
- SILENT HILL: Townfall is a full-length, self-contained psychological horror set against the cold, isolated backdrop of Scotland, 1996
Avoid counted kills as Simon
When practical, evade rather than kill the Lunger, Sorrowful, and Motionless enemy types. The guide says those Simon kills count against the score. It says kills by Zoe and Richard do not count toward that score, although they appear in the displayed end-of-game stats.
Save IV bags for when you need them
The guide reports a penalty when an IV bag is used to revive Simon. Avoid unnecessary revivals, but do not assume that refusing a needed revival is worth risking a failed run.

- Simon Ordell is called back to the island of St. Amelia to ‘put things right’, encountering a town lying quiet beneath a heavy fog, seemingly abandoned but not at rest
- Venturing deeper, and driven to understand his connection to the place and its inhabitants, Simon begins to discover fragments of a past rising to the surface
- Experienced entirely in first person, Simon must explore, evade, and survive using a limited set of weapons and tools, including the CRTV, a pocket television used to tune into unstable signals. Follow Zoe’s surgery instructions precisely
Pay close attention to the requested vital-sign readings, pump setup, and intubation steps. According to the guide, specified surgery mistakes lower the score, and an incorrect pump setup can trigger additional deductions as its timer runs.

- Day One Edition Bonus: CRTV Style: Rusted, CRTV Style: Beach Edition
- When Simon Ordell is called back to the island of St. Amelia to "put things in order", he meets a city lying quietly in dense fog, seemingly abandoned, yet anything but dormant
- After venturing further to understand his connection to this place and its inhabitants, he gradually discovers fragments of the past rising to the surface
- Simon must explore, evade and survive from a first-person perspective. It uses a limited arsenal of weapons and tools, including the CRTV: a portable TV to receive unstable signals
- The dodging is tension, the battles are hectic and the story-based puzzles reveal a truth that does not want to remain hidden
| Action or ending | Guide-reported value | Qualification |
|---|---|---|
| Each discovery found | +1 | The guide lists 85 documents and clues as the maximum. |
| Counted enemy killed by Simon | −2 | The guide identifies Lunger, Sorrowful, and Motionless. |
| IV-bag revival | −4 | Applies to reviving Simon, according to the guide. |
| Specified Zoe surgery mistake | −3 | The guide also reports an additional −3 for every five seconds the timer runs after incorrect pump setup. |
| Abandoned | Below 0 | Guide-reported threshold. |
| Forever | 0–19 | Guide-reported threshold. |
| Justice | 20 or more | Guide-reported threshold. |
Under that guide’s model, the calculation is: discoveries found − (counted Simon kills × 2) − (IV-bag revivals × 4) − (Zoe’s specified surgery mistakes × 3), with the reported pump-timer deductions also applying when relevant. The game does not provide an in-game tracker for this score, and the formula’s accuracy is not officially established. No specific collectible count or kill limit can therefore guarantee Justice.
Saving before the ending
The ending guide suggests keeping a save before the last puzzle if you want to preserve an opportunity to pursue a different ending. Townfall Field Notes describes manual saves at chapter transitions as useful checkpoints, but cautions that a later checkpoint cannot necessarily recover discoveries missed earlier. A save can preserve options; it is not a way to guarantee that a Justice run can be repaired at the end.
