To enter the CEG Tower in Silent Hill Townfall, open the parking gate, find the Generator Key in the Manager’s Office, set and start the exterior generator, then ride the construction elevator up and enter through the opening beside the scaffolding. This route begins outside CEG in Part 5, Chapter 12, “Richard: Getting Inside.”
Open the parking gate and reach the Manager’s Office

From the starting position outside CEG, turn around and go through the open gate on the right. Enter the small yellow security booth and press its button to open the gate behind it.

Go through the gate into the parking lot. Head to the building on the left and raise its garage shutter. You can read the “Notice of Protest” inside if you wish; it is optional for this route.

Use the door at the back right of the building and climb the stairs. At the top, turn left into the Manager’s Office.

Open the small wall cabinet beside the office door and take the Generator Key.
Set the exterior generator and restore elevator power

Leave through the open fire exit and go around to the fenced yellow generator. At the rear, set the three controls to these positions:

Return to the front of the generator. Insert the Generator Key into the right-hand slot, then pull the red lever on the left. This starts the generator and restores power to the construction elevator.

Go to the construction elevator attached to the tower, activate it, and choose Up.

At the upper platform, follow the scaffolding. Crouch through the open window or opening to enter the building; this is the route into the CEG Tower.
Make sure you’re following the Part 5 route
This exterior generator sequence is Richard’s Part 5 progression. It is separate from Simon’s earlier Part 4 Security Room sequence, which involves a keypad, Richard’s employee information, printing an Access Card, and using that card for elevator access. The access-card steps do not replace the Generator Key and generator setup described here.
