A signed B2B contract confirms a commercial commitment; it does not put money in the supplier’s bank account. Businesses may need to pay for labor, materials, subcontractors, or tooling well before they can deliver, invoice, and collect. Whether a deal can support financing depends on that cash-flow gap, the supplier’s ability to perform, and the buyer’s ability to pay—not just the contract’s headline value.
Why a signed deal may not solve a cash shortage
The value in a contract is not the same as cash available to meet expenses. A supplier might have to spend on production, freight, or other costs before a delivery is accepted or a valid invoice can be issued. Payment may come later still, according to the buyer’s terms and payment process.

That timing matters to a lender or financing provider. It needs to assess whether the business can complete the work, when a claim for payment will arise, and what funds cover expenses until collection. For federal contracts, DFARS 232.072-3(a) states: “A contractor must be able to sustain a sufficient cash flow to perform the contract.” A large award alone does not establish that cash-flow capacity.
Federal rules offer a useful illustration, but they are not a general rule for private contracts. Under FAR 32.104, contracting officials consider factors including the contractor’s need, access to private financing, the effect of predelivery expenditures on working capital, and risk to the government. The applicable conditions vary; an award does not by itself promise advance or progress payments.

What evidence helps show the financing need?
A useful financing case shows when money leaves and when it is expected to return. DFARS guidance calls for cash forecasts when cash sufficiency is in doubt, covering the contract’s duration and showing material sources and uses of cash period by period, with supporting assumptions. See DFARS 232.072-3.
Build the forecast around the actual performance schedule, rather than spreading the contract value evenly over time. Include the following:

- Labor, materials, subcontractor costs, tooling, freight, and fixed charges, timed to when they are due.
- Billing milestones, invoice submission dates, expected acceptance, and estimated collections.
- Existing debt payments and other cash sources available during performance.
- The assumptions and records supporting each estimate, retained so forecasts can be compared with actual cash flow.
This makes the size and duration of the gap visible. It also helps distinguish a temporary need before billing from a deeper shortfall that persists even if the buyer pays on schedule.

Which financing route fits the contract’s stage?
The key distinction is whether the business is still waiting to perform an order or already holds a payment claim for completed work. These are different financing states, and neither guarantees approval.

Before delivery: purchase order finance
Purchase order finance is a category to investigate if a defined fulfilment obligation creates costs the supplier cannot comfortably fund. A provider will need to consider whether the supplier can deliver as promised and whether the buyer can pay upon delivery. Do not treat every purchase order as collateral or assume funding will cover the full cost of production.
After delivery: factoring or receivables discounting
Factoring generally concerns an existing payment claim, not a promise of future work. The CFPB describes factoring as the business-to-business purchase, transfer, or sale of a legally enforceable claim for payment for goods already supplied or services already rendered. World Bank guidance describes receivables discounting as early payment against invoice details, with the buyer paying the provider when the invoice falls due. The exact structure, eligibility, fees, and recourse depend on the offer.

Federal contracts: check the actual financing terms
For federal work, FAR 32.104 directs contracting officials to consider prudent contract financing where appropriate and gives special attention to small-business financing needs. Eligibility depends on the applicable conditions, including business size, contract value, and expected delay before first billing. Check the current FAR provision and the clauses in the contract rather than assuming the award includes financing.

How to assess an offer and the risk of a delayed payment
Compare offers against the cash gap and the underlying transaction, not simply against the contract’s total value. Request the provider’s transaction-specific terms and check:
- Whether the financing is supported by a future order or an existing receivable.
- When funds would be advanced relative to production, delivery, acceptance, and invoicing.
- How the provider assesses your capacity to perform and the buyer’s ability to pay.
- All fees or discounts, recourse obligations, security, and assignment requirements.
- Whether the business can cover costs if delivery, acceptance, invoicing, or collection is delayed.
Published sources cited here do not establish generally applicable approval rates, advance percentages, fees, or funding speeds for private B2B financing. Those terms must be obtained from current, transaction-specific offers. A forecast can clarify the need, but it cannot remove the buyer’s payment risk or the supplier’s delivery risk.
