Showback makes cloud costs visible to the teams responsible for them; chargeback records those allocated costs against official business-unit budgets or profit-and-loss accounts. The choice is about financial treatment and organizational policy—not a ladder every company must climb. Many organizations start with showback, agree on how costs should be allocated, and introduce chargeback only if finance processes and stakeholder decisions support it.
What is the difference between showback and chargeback?
Both approaches assign cloud costs to the teams, products, departments, or other groups associated with their use. The difference is what happens to the allocation in the organization’s financial records.

| Aspect | Showback | Chargeback |
|---|---|---|
| Financial treatment | Allocated costs are reported for visibility; the expense typically remains in a centralized budget. FinOps Foundation | Allocated costs are entered into official budgets, cost centers, or business-unit P&Ls through finance processes. FinOps Foundation |
| Purpose | Help teams understand the costs associated with their usage and support accountability. | Reflect allocated expenses in formal financial records as well as reporting. |
| Operational implications | Can provide cost visibility without adding a formal billing step. | Needs an agreed allocation approach and a fit with finance systems and accounting processes. Microsoft Learn |
So a report alone does not make a process chargeback: the defining question is whether the allocation is posted through formal accounting. Neither model is inherently more mature. The FinOps Foundation describes chargeback as an organizational choice rather than a universal target. FinOps Foundation

Choose showback when visibility is the immediate need
Showback suits organizations that want teams to see the cloud costs associated with their usage while Finance continues to manage the expense centrally. Reporting can be organized around the groups that need to act on it, such as teams or products. It can also help establish whether the underlying allocation data is useful and understood before costs affect official budgets.

Choose chargeback when costs must enter formal accounts
Chargeback is appropriate when stakeholders need allocated costs recorded against official budgets, cost centers, or business-unit P&Ls, and the organization has an agreed method for doing so. It also needs to fit the organization’s accounting and close processes; a chargeback report that cannot be reconciled with those processes risks creating disputes rather than clarity. Microsoft Learn
Formal chargeback may not be worth the added process when costs already map to one or a small, easily assigned set of cost centers. Whether it is needed depends on accounting policy and organizational preference, not a blanket rule that every company should progress from showback to chargeback. FinOps Foundation

How does cost allocation support both models?
Allocation is the foundation of showback and chargeback: costs need to be connected to the people or organizational units that should see or account for them. The FinOps Foundation describes allocation as identifying, categorizing, and assigning cloud costs to users, departments, projects, or other groupings. Organizations commonly use structural hierarchies, tags, and labels to make those connections. FinOps Foundation Cloud Cost Allocation Guide
Those mappings need owners and agreed definitions. If a resource has no usable ownership metadata, or its tag does not match the organization’s reporting structure, the resulting allocation may not identify the right team or cost center. In showback, that weakens the report; in chargeback, it can affect formal budget entries. Work with technology and business teams to define metadata and ownership rather than treating tags as a purely technical setup task.

How should shared costs and discounts be handled?
Not every cloud cost belongs cleanly to one team. Shared services, support charges, and commitment-related costs may require an explicit choice about what stays central and what gets allocated. There is no single allocation formula established for every organization; the method should reflect its accounting policy and stakeholder agreement. FinOps Foundation: Managing Shared Cloud Costs
Microsoft Learn advises: “Use the organizational cost allocation strategy that factors in how stakeholders agreed to account for shared costs and commitment discounts.” Microsoft Learn, Invoicing and chargeback

How do we move from showback to chargeback?
Microsoft recommends showback as the usual starting point, followed by allocation and chargeback implementation where appropriate. That is a practical sequence, not a requirement to adopt chargeback. Microsoft Learn
Quick Recap
- Begin with showback. Report costs to the teams or other groups responsible for the related usage, while the expense remains centrally managed.
- Build the allocation map. Connect cloud costs to organizational reporting structures using resource hierarchies, tags, and labels. Agree who owns the metadata and how it is defined. FinOps Foundation Cloud Cost Allocation Guide
- Set policy for shared items. With Finance, business, and technology stakeholders, decide which shared services and costs remain central and which are allocated, including how commitment discounts are treated. Microsoft Learn FinOps Foundation
- Document the operating rules. Specify the reporting granularity, cost-center mappings, allocation decisions, and timing needed to work with the finance close. Align reporting with existing finance tools and maintain the rules as organizational needs change. FinOps Foundation
- Introduce chargeback if the policy and data support it. Move allocations into official budgets or P&Ls only when the mapping and stakeholder decisions are ready for that accounting treatment. Otherwise, keep using showback.
