Put a photo inline when it belongs in the message’s reading flow; attach it when the recipient should receive and handle the image as a separate file. In either case, keep essential information in text and add concise alt text, because images may not display for every recipient.
Inline photo or attachment: which should you choose?
| Option | Choose it when | What the recipient gets |
|---|---|---|
| Insert the photo inline | The image illustrates a point and should appear beside the relevant text. | The image appears within the message body. Add alt text and keep essential information in the text. |
| Attach the photo | The recipient needs the image as a separate file to open, save, or handle independently. | The file is separate from the message body. Outlook places attachments above the body. |
| Use several images in a designed message | The images form a sequence or visual explanation. | Keep the message understandable without the images, avoid decorative clutter, and check the layout in relevant email clients. |
Outlook supports both inline pictures and separate attachments: inline images can be placed in the body, while attachments appear above it. The choice is about how the recipient should use the image, not a universal rule that one placement is always better. Microsoft’s Outlook instructions describe both options.

Make the message understandable if images do not display
Do not make a photo or text embedded in an image the only way to communicate something important. Gmail normally displays images automatically, but may withhold them when it considers a sender or message suspicious. Some recipients may also use assistive technology or settings that prevent images from rendering.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Write useful alt text. Briefly describe the image and its purpose; a few carefully chosen words are often enough. Google recommends alt text in branded email layouts when an image does not render and for screen-reader users.
- Repeat essential wording in the message. If an image contains a date, instruction, offer, or other important text, include that information in the email body too. Microsoft advises against using text in images as the sole way to convey important information.
- Keep decorative images to a minimum. They can distract from the message and add file size without adding useful information.

When you are creating a designed email with multiple images
Gmail’s branded email layouts have feature-specific limits: Google says images in those layouts cannot exceed 25 MB in total, and the layouts allow up to 40 images. These are limits for Gmail’s branded layout feature, not general caps for every Gmail or Outlook message or mail server. Google’s instructions for customized Gmail layouts also recommend alt text for images.
Check the finished message in the email clients your audience uses if its layout matters. Google notes that some Outlook versions use Word to render HTML email layouts, so a design may look different in Outlook than in Gmail. For normal one-to-one messages, the key decision remains whether the image belongs in the body or should be delivered as a separate file.

Choose an image format and size with care
There is no established, cross-client rule in the cited guidance naming one best image format or one universally safe file size for email photos. Do not assume JPEG, PNG, GIF, or another format is always the right choice. If compatibility or size is critical, check the current requirements of the sending service and the recipients’ email clients.

For accessibility, Section508.gov’s checklist, reviewed or updated in September 2024, calls for a 4.5:1 contrast ratio for normal-sized text and images of text. That criterion applies to text contrast, not to photographs generally. The checklist also advises against using an image of text as the only way to convey content. See Section508.gov’s accessible email checklist and its accessible email guidance.
