The Tool Desk

It does not supply the tools, permissions, live data, sandbox, or delegation capability. Those come from the MCP servers, the runtime, and the API configuration around the skill. If the skill’s instructions name a tool the runtime does not have, the workflow cannot run as written.
What a skill actually is
OpenAI describes skills as reusable instructions and supporting resources for agents. In its Skills documentation, a skill is a directory or bundle anchored by a SKILL.md manifest, with optional references, scripts, templates, and other assets. The file is a procedure. It is not a service, a connector, or a process that runs on its own.

The word “orchestrator” describes what a skill’s instructions do, not a separate kind of object. An orchestrator skill is a procedure whose steps coordinate other capabilities. The mechanics are the same as any other skill: the text is read by the agent, and the agent can act only through what the environment exposes.

Where live data and actions come from
OpenAI’s plugin documentation draws the boundary most clearly. In its plugin skills concepts page, an MCP server provides live information and controlled actions. The skill supplies the workflow guidance: how to combine those tools, what order to use them in, and how to handle incomplete results.

Ordering tool calls
A skill can say “look up the account record first, then check the open ticket, then draft a reply.” That sequencing is the skill’s real contribution. It makes the procedure repeatable across tasks, which is useful even when the tools are simple.
Handling incomplete results
A skill can also define what happens when a lookup returns nothing or only part of the data it needs. It can specify a fallback tool, a narrower query, or a stop-and-report step. These branches are only as good as the tools behind them. A fallback to a tool the runtime lacks is still a broken step.
Rank #2

- NEW STRATEGIC ELEMENTS: Introduces new mechanics and a more direct gameplay loop, while maintaining the core tension of the original game.
- HIGHLY REPLAYABLE: With a variety of items, allies, and locations, every mission feels fresh and challenging.
What the runtime must provide
The Agents API guide describes the managed Codex harness as agent infrastructure. It lists the functions that sit in the execution environment and API rather than in the skill file:
- Running commands in a sandbox
- Applying instructions and skills
- Connecting to external data through tools or MCP
- Managing context
- Delegating subtasks
Read as a dependency list, this means a skill can assume none of these items. Each one must be configured for the deployment you are building.

- CRAFT INSTRUMENTS for patrons such as Mozart, in the golden age of music, using a unique blend of hidden bidding & worker placement.
- HEAVILY THEMATIC Strategy Game rooted in authentic music history. Immerse yourself in the golden age of music, with historical patrons like Bach, Mozart, and Beethoven influencing your journey as an instrument maker.
- MECHANICS: Hidden bidding worker placement, engine building, recipe fulfillment, resource management, and area control.
- MULTIPLE PATHS TO VICTORY: Choose your strategy between building instruments, performing music, training apprentices, expanding your workshop, and increasing your reputation, each leading to different ways to win.
- DEEP STRATEGIC DEPTH: Suitable for 1-4 players, Luthier offers a high level of strategic decision-making with a game duration of 90-150 minutes, making it perfect for those who enjoy long, immersive gaming sessions.
Can a skill spawn subagents by itself?
No. The multi-agent API page describes delegation to independent subagents as a beta capability. It covers supported models and configuration, and it states feature limitations. As of October 2026, that page is the reference for what is available; availability is version-sensitive, so check it before you design around delegation.
A skill can specify when and how to delegate. The application still has to enable multi-agent support, and the active runtime and model configuration have to support it. Instructions in a file cannot switch on a disabled feature.
Rank #4
- EXPAND YOUR CONSPIRACY: Adds 6 brand-new playable Conspirators to the game, providing fresh strategies and new ways to coordinate your team’s efforts.
- THREE UNIQUE MODULES: Customize your gameplay with the Red Orchestra (missions for rewards), Horst Kopkow (increased investigative pressure), and the Kreisau Circle (powerful allies).
- ADAPTIVE DIFFICULTY: Modules can be used individually or combined to scale the challenge from a supportive mission-based crawl to an intense, high-stakes investigation.
- PREMIUM COMPONENTS: Includes high-quality cards, new investigation and ally boards, and 3D stands for Hitler and his deputies, making it easier to track the movement of your targets.
- SEAMLESS INTEGRATION: Designed to work perfectly with the Black Orchestra 2nd Edition base game, allowing you to mix and match new Conspirators with original content.
Evaluating an orchestrated workflow
When you compare ways to build an orchestrated workflow, judge each design against these dimensions rather than assuming the skill file is the execution engine.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems| Dimension | Question to answer | What the skill controls | What must be provided elsewhere | Source |
|---|---|---|---|---|
| Workflow guidance | Is the procedure reusable and clearly scoped? | Steps, order, and handling of incomplete results | Nothing beyond the skill bundle | Skills documentation; plugin skills page |
| Tool access | Are the required MCP servers or tools configured, authorized, and available? | Which tools the steps refer to | MCP connections, tool configuration, and permissions | Plugin skills page; Agents API guide |
| Execution environment | Is a sandbox or other runtime available, and what can it access? | Nothing directly | Sandbox and runtime access, as described for the managed harness | Agents API guide |
| Delegation support | Is multi-agent enabled for the model and API in use, and do documented limitations apply? | When and how to delegate | Enabling and configuring multi-agent support; supported runtime | Multi-agent API page (beta) |
| State and lifecycle | Where do session state, context, and skill files live, and what persists across tasks? | Its own instructions and bundled files | Not stated in the general sources; the documentation for your specific deployment must answer this | Skills documentation; Agents API guide |
These are evaluation axes, not a claim that one implementation is best for every workflow.

When the tool the skill describes is missing
The sources do not document a specific error message for this case, so treat the following as a diagnostic order based on the layering above:
Quick Recap
- Confirm the tool is actually exposed to the runtime, either as a configured tool or through an MCP connection.
- Confirm the agent has permission to use it. A configured tool that is not authorized is still unavailable.
- Check the naming in the skill. If the steps refer to a tool by a name the runtime does not expose, the agent cannot match them.
- Check whether the skill defines a fallback. If not, the workflow should stop and report the gap instead of improvising a result.
- If the workflow depends on delegation, confirm multi-agent support is enabled and supported for the model and API configuration in use.
Design rules that follow
- Write the skill as a procedure. Do not describe capabilities the runtime may not have.
- List the tools each step depends on at the top of the skill, so a missing dependency is visible before the run starts.
- Define the fallback for every step that can return incomplete data.
- Keep delegation optional in the skill’s logic unless you have confirmed the feature is enabled in your deployment.
- Recheck the official guides before shipping, since API configuration, model support, and beta status change.
