Leave it off if you don’t use those features, share the PC with others, or don’t want message and notification content reachable from the computer. The umbrella setting and Phone Link’s per-feature switches are separate decisions, so you can enable only what you use and change your mind later.
What the setting is, and what Microsoft documents
Windows 11 groups phone connections under Cross-device experiences, where the Mobile device access option lives. Microsoft’s support pages document the related controls in detail: the Phone Link app on the PC, the Link to Windows app on an Android phone, per-feature toggles, Android permission prompts, and the Mobile devices section of Windows Settings. The pages do not define one fixed meaning for the umbrella toggle across every Windows 11 release, PC, and rollout stage. Do not assume that turning it on grants one universal list of permissions or syncs all phone data. Check what is actually enabled on your own PC and phone.

How Phone Link is set up
Phone Link is available by default on most Windows 10 and Windows 11 PCs, according to Microsoft. The phone side uses the Link to Windows app. You approve permissions during pairing, and those prompts are the first place you decide what the phone can share.
Setup steps that keep access limited
- Confirm the account. Phone Link does not support work or school accounts, according to Microsoft, so this is a hard limit for organization-managed PCs.
- Pair only the phone you intend to use. Install Link to Windows on the Android phone, open Phone Link on the PC, and follow the pairing steps.
- Read each permission prompt on the phone before accepting it. Message and notification permissions carry the most sensitive content.
- On the PC, open Phone Link, then Settings, then Features. Turn on only the functions you plan to use.
- Open Windows Settings, then Bluetooth & devices, then Mobile devices, and review the device-specific integrations listed there.
Menu labels can change as Microsoft updates Windows and Phone Link, so match the wording to what your screen shows.

What each feature exposes
Phone Link can expose several experiences, including notifications, messages, calls, and photos. Each one has its own toggle. Turning a feature off does not remove the others, so the feature list is the main tool for limiting exposure.
Messages and two-factor codes
Message access has a specific privacy consequence. Microsoft warns that sensitive information, such as two-factor authentication codes sent by SMS, can be visible on the PC once message permission is granted. If your bank or email account sends login codes by text, weigh that before enabling messages.
Notifications
Notification access shows phone alerts on the PC. It is the feature many people want for convenience, but it also surfaces the content of alerts, so it carries similar sensitivity to messages on a shared screen.

Shared PCs
On shared computers, Microsoft strongly recommends separate Microsoft accounts for each user. This protects Phone Link data and other PC data from being seen by the next person who signs in. If several people use one Windows login, the phone integration becomes a shared-data decision rather than a personal one.
Feature-by-feature requirements
Features have device and version requirements, and they do not all work the same way. The table lists what Microsoft documents for the features covered here.
| Feature | Documented requirement | Data and mobile-data behavior | How to enable or manage |
|---|---|---|---|
| Phone Link (general) | Available by default on most Windows 10 and Windows 11 PCs; Link to Windows on the phone; permissions approved at pairing | Feature-specific; set per function in Phone Link | Phone Link, then Settings, then Features |
| File Explorer phone access | Android 11 or later; Link to Windows 1.24072.258.0 or later; Windows 11 PC | Supports browsing, opening, copying, moving, renaming, deleting, and wireless file transfer | Settings, then Bluetooth & devices, then Mobile devices, then Manage Devices; enable “Show mobile device in File Explorer” |
| Cross-device copy and paste | Text and images; minimum phone model and OS version not stated in Microsoft’s copy-and-paste page, and support is feature-specific | Images above 1 MB are resized. If mobile-data syncing is enabled and Wi-Fi is unavailable, copy and paste uses mobile data; otherwise both devices must be on Wi-Fi | Enable within Phone Link feature settings |
The Android 11 and version 1.24072.258.0 thresholds are Microsoft’s documented requirements for File Explorer access. Do not treat them as the requirement for every Phone Link feature.

Copy and paste and mobile data
Cross-device copy and paste moves data between the PC and the Android phone. The mobile-data rule matters if you pay for metered data. With mobile-data syncing enabled and no Wi-Fi, the transfer uses your cellular connection. Without it, the feature works only when both devices are on Wi-Fi.

Features in preview
Microsoft’s July 24, 2025 Windows Insider Blog post described refreshed Link to Windows features, including sending files to a PC, remotely locking a connected PC, and mirroring a phone screen. Microsoft said the company had reimagined the app as “a connected PC experience hub — a central place where you can access, share, and control content between your Android phone and Windows PC.” That post described preview steps that required Windows Insider builds and minimum app versions. It does not prove these features are generally available to every user today. Check your own build and app version before relying on them.

You are not locked in. You can disable individual features in Phone Link, or unlink the phone entirely. Be aware of one side effect: disabling Link to Windows file access also removes access to phone photos and file sharing through Phone Link or Windows PC. Exact menu labels for unlinking can vary by version, so look for the unlink or remove-device option in Phone Link’s device settings.
Should you enable it? A decision framework
- Enable it if you regularly use phone photos, calls, messages, or notifications on the PC, you use one personal Microsoft account, and you are comfortable with the content each feature exposes.
- Enable only parts of it if you want file access but not messages, or notifications but not photos. Turn on only the toggles you need.
- Leave it off if you do not use the features, share the PC without separate accounts, or receive sensitive SMS codes you do not want visible on the computer.
- Leave it off or skip it if you are on a work or school account, because Phone Link does not support those accounts.
- Check first if you have a metered phone plan and plan to use copy and paste, since mobile data may be used when Wi-Fi is unavailable.
In most cases, the right answer is to enable only the features you will use, on a personal account, after reviewing each permission prompt.
