What has—and has not—happened in the City case
The Premier League said an independent commission found charges against Manchester City proved and that sanctions would be dealt with separately. The allegations concern financial rules over 2009–2018. The commission’s findings, City’s appeal and any eventual sanction are separate stages. Possible sanctions reported by AP include a reprimand, fine, points deduction or expulsion; none should be described as imposed on the basis of the cited report. Why voluntary disclosure is reasonable
Burnham’s public comments concern the owners’ contribution to Manchester, while the club is contesting serious findings in an ongoing process. A concise, relevant record would help residents and readers assess the background to those comments without assuming that the comments reflect improper influence.
A useful disclosure would identify:
- Relevant official and private meetings with the owners or their representatives, including dates, attendees and stated purpose.
- Hospitality accepted at the Etihad, with the date and nature of the invitation or event.
- Whether the information is drawn from official records or another documented source.
The scope should be limited to matters relevant to Burnham’s public role and remarks. Unrelated personal information need not be published. Independent documentation would make the account easier to assess.

What disclosure would not prove
Publishing a register would not establish that Burnham acted improperly, just as a political request for transparency does not establish a breach of an ethics or legal duty. The available reporting does not provide a complete record of his meetings or hospitality, or establish what formal disclosure requirements apply to him. Nor does the reported appeal resolve the underlying case or determine its eventual sanction.
Premier League chief executive Richard Masters called the case and decision “the most significant in Premier League history,” as quoted in AP’s 28 September 2026 explainer.
