Use CBR for a YouTube Live stream, including one that runs 24/7. YouTube’s live encoder guidance specifies constant bitrate (CBR). Its separate recommendation for variable bitrate (VBR) applies to uploaded videos, not live ingestion. A continuous schedule does not create a different published bitrate-mode rule; it makes stable encoding and reliable upload capacity especially important.
CBR or VBR: which should you choose?

This is a workflow distinction, not a claim that VBR is technically impossible in every ingest configuration. For YouTube Live, CBR is the supported choice. CBR does not mean there is one bitrate that suits every stream: the target depends on codec, resolution and frame rate.

Choose a live bitrate for your format
The figures below are YouTube’s recommended video bitrates for live ingestion, not upload settings. Choose the row for your resolution and frame rate, and the column for your codec.

YouTube also publishes minimum rates: for 1080p30, 4 Mbps for AV1/H.265 and 5 Mbps for H.264; for 1080p60, 4 Mbps for AV1/H.265 and 6 Mbps for H.264. Minimums are not the recommended targets. For other formats, consult YouTube Help’s Choose live encoder settings, bitrates, and resolutions table rather than extrapolating from these examples.

Plan upload capacity, including failover
Your available outbound upload bandwidth must exceed the total bitrate you send. YouTube recommends leaving 20% headroom beyond the combined bitrate of the primary and backup streams. For example, if both streams are configured at the same target, plan against their combined rate, then add the recommended headroom; do not size the connection using only the primary stream.
- Check outbound upload capacity, not just download speed. A download speed test does not establish what your connection can reliably send.
- Allow for normal variation in the connection; a measured peak is not a dependable continuous capacity guarantee.
- If you use a backup encoder, include its stream in the bandwidth calculation and deliberately test failover.
Set up and test a 24/7 stream
- Select the live format. Set the resolution, frame rate and codec you intend to ingest, then choose the corresponding YouTube-recommended video bitrate.
- Set the encoder to CBR. Use the same target you planned for when checking outbound capacity. YouTube’s live encoder settings identify CBR as the bitrate encoding mode.
- Check the complete connection. Confirm that reliable upload capacity covers the primary and backup stream bitrates plus YouTube’s recommended 20% headroom.
- Run a representative preflight. Test with audio and movement similar to the intended program. A static test image alone may not reveal how the full content and audio behave.
- Monitor the stream during testing. Check stream health and messages, and verify the encoder preview in YouTube Live Control Room before relying on the feed for a continuous schedule.
- Test recovery paths. If a backup encoder is part of the setup, trigger a deliberate failover test. If recording a local archive, confirm that the file is intact and continues to grow.
YouTube recommends RTMPS for Live. Its HLS guidance describes HLS as an option for HDR or codecs unsupported by RTMP and notes that HLS has higher latency because it sends video in segments. That protocol context does not establish a VBR exception: YouTube’s general live encoder settings still specify CBR.

Keep the encoding choice separate from upload advice
If a guide or encoder preset tells you to use VBR, check whether it is talking about uploading a finished video or sending a live feed. YouTube’s upload settings recommend VBR; its live encoder settings specify CBR. The recommendation for the upload workflow should not be carried over to a 24/7 live stream.
