False positives—valid traffic incorrectly flagged as malicious—can interrupt real workflows and make teams reluctant to enforce rules. There is no universal false-positive-rate figure that applies across WAF deployments, so the practical goal is to observe your own traffic, investigate specific matches, and tune narrowly.
What a false positive means for a self-hosted WAF
A WAF inspects web requests using an engine and a set of rules. When a rule mistakes a legitimate request for an attack, the result may be a logged alert, a challenge, or a block, depending on configuration. A match is not automatically a false positive: operators need to establish that the request is legitimate in the context of their application and determine whether the match actually disrupted it.

OWASP’s Core Rule Set (CRS) is a generic detection ruleset designed for ModSecurity and compatible WAFs. Its stated aim is to protect applications from common attack classes with a minimum of false alerts—not to guarantee that false positives never occur. Application-specific traffic and context matter; OWASP’s ruleset-management material notes that rule scores may not reflect the context of a particular application. The operational consequence is straightforward: if a legitimate request is blocked, a user or application workflow may fail. OWASP’s DevSecOps guidance also identifies false positives as one reason teams can leave a WAF in log-only mode rather than move to blocking. That explains the operational concern; it does not establish a universal rate or quantify effects on revenue, abandonment, or other business outcomes. Why there is no universal “low” rate to target
False-positive rates depend on the application’s traffic, the rules and engine in use, and how the deployment is configured. The official sources covered here do not establish a generally applicable percentage for self-hosted WAFs. A number without a defined measurement method and deployment context would not tell you whether a WAF is suitable for your application.
Instead, assess whether your team can identify disruptive matches, correct them without weakening unrelated protections, and maintain those corrections as the application and ruleset change. Treat a low false-positive rate as an operational objective to verify in your own environment—not a vendor-style guarantee.

Roll out rules without disrupting normal traffic
1. Start by observing
Where your engine and ruleset support it, begin in detection-only mode and capture relevant audit events while representative application traffic passes through the WAF. Include the normal workflows you expect to protect. Detection-only mode lets you review matches; it is not blocking protection.

For a suspicious event, record the rule ID, the matched variable or input, the route, the processing phase, and what the application did. Check whether the request was actually blocked or otherwise disrupted, rather than assuming every alert represents a user-facing failure. ModSecurity’s tuning guidance recommends using audit events to investigate a match before changing rules. ModSecurity: Rule exclusions and safe tuning

3. Confirm the request is legitimate
Verify the affected input and behavior against the application’s intended use. There is no universal automatic test that establishes whether a request is legitimate for every application; this determination depends on the route and expected data.
4. Enforce and keep reviewing
After reviewing traffic and addressing genuine false positives, move to enforcement in a controlled way and continue checking audit events. OWASP describes anomaly scoring, in which rule matches contribute to a request score and enforcement occurs when a configured threshold is reached. The DevSecOps guidance gives example thresholds of 5 for inbound requests and 4 for outbound responses. These are illustrative configuration values, not universal defaults or recommended targets; check the configuration for your specific engine and CRS version. Tune the smallest thing that fixes the problem
Once a match is confirmed as a false positive, prefer a targeted exclusion—for example, excluding one parameter from one rule on one route where appropriate. A broader exclusion may be justified if the affected protection genuinely does not apply, but it should be a deliberate scope decision, not a shortcut for one troublesome request.
Disabling an entire rule or a wide range of rules can remove protection for inputs and routes unrelated to the incident. Avoid turning off the WAF or broadly removing rules to resolve a single match. After a change, verify that the legitimate workflow succeeds and that other protections remain active, then continue reviewing logs as traffic and application behavior evolve. ModSecurity’s guidance discusses event-led investigation and narrow rule exclusions. ModSecurity: Rule exclusions and safe tuning

Choose an engine your team can operate
Engine choice does not, by itself, establish a low false-positive rate. OWASP identifies ModSecurity-compatible engines including Coraza, which is a Go WAF framework supporting ModSecurity SecLang and CRS compatibility. The available sources do not establish a universally superior engine or a controlled comparison of their false-positive rates. OWASP Coraza Web Application Firewall
Compare candidates against the work your deployment requires:
- Integration: Does the engine fit your web server, reverse proxy, or deployment environment?
- Ruleset compatibility: Can it run the CRS version and rule language you intend to maintain?
- Useful audit logs: Can operators identify the matched rule, affected input, route, and enforcement result?
- Maintainable exclusions: Can application-specific tuning be reviewed and carried through upgrades?
- Operational capacity: Does your team have time and ownership for log review, tuning, and ongoing maintenance?
A WAF that fits your integration and review capacity is more useful than one selected on an unsupported assumption about comparative accuracy.

A practical way to judge whether tuning worked
- The previously affected legitimate request completes its intended workflow.
- The exclusion is limited to the rule, input, and route that need it, where the engine allows that precision.
- Audit review shows whether unrelated matches and protections remain in effect.
- The team records the reason for the exception so it can be reassessed when the application, ruleset, or engine changes.
