IBM Bob, JetBrains Air and Qodo 3.0 address different challenges in agent-assisted software development: where AI runs, how developers work with agents, and how teams add codebase context and quality controls. In its October 1, 2026 roundup, SD Times covered announcements spanning those three parts of the workflow; they are not direct substitutes, and the reports do not provide a like-for-like product test.

IBM Bob: self-hosted deployment for greater infrastructure control
IBM’s September 30, 2026 announcement says IBM Bob’s self-hosted deployment option is generally available. It is intended for organizations that need to run the platform in customer-managed environments, including on-premises, private-cloud, sovereign-cloud or air-gapped settings. IBM describes supported self-hosted and hybrid model configurations, with access to supported models provided by the customer. Where inference takes place therefore depends on the selected deployment and model configuration; self-hosting should not be read as a promise that every model runs locally.
The announcement also describes optional licensed Premium Packages for Java Modernization, IBM i and IBM Z. Their availability is subject to applicable licensing and deployment requirements, and the announcement does not establish that they are included with every Bob configuration. For organizations evaluating Bob, the practical question is whether a supported deployment and model setup meets their requirements for data handling, connectivity and operational control.
IBM frames the launch around sensitive code and regulated data. In the SD Times roundup, Neel Sundaresan, IBM’s general manager of AI and Automation, said, “The future of enterprise AI will depend on security, governance and sovereignty,” and added that organizations need AI operating in environments they control, particularly when handling sensitive code and regulated data. That is IBM’s rationale for the deployment option, not an independent security assessment.

JetBrains Air: bringing agents into development and review workflows
The roundup reports that JetBrains opened an early-access IDE program for Air in JetBrains 2026.3 EAP builds and as a JetBrains Marketplace plugin. JetBrains describes Air as a way to connect agents developers already use and to review their changes in the context of an IDE, with workflows that can span IDE, browser and command line.
A notable access detail is that a JetBrains AI subscription is not required for every Air workflow: the roundup says developers can use subscriptions they already have for supported agents. That does not mean every agent or subscription is necessarily compatible; the available connections and access terms depend on JetBrains’ current offering. The EAP route is specifically an early-access IDE announcement, while JetBrains’ product page may describe other Air experiences beyond that dated IDE program.

Qodo 3.0: context and checks around agent-generated code
Qodo positions version 3.0 as quality infrastructure for organizations building agentic software factories. Its announced capabilities include the following:
- Wisdom Base: organizational knowledge drawn from codebases, standards, architecture and pull request history, intended to give agents and reviewers relevant team context.
- Pre-pull-request quality review: checks intended to identify issues before a change reaches the pull-request stage.
- Software Map: repository mapping and assessment of a proposed change’s blast radius.
These are Qodo’s descriptions of product capabilities, not evidence that the tools prevent defects or incidents in every organization. Teams considering them should evaluate how the features fit existing review practices, repository structures and governance requirements.

Why quality and governance are part of the story
Qodo’s 2026 State of AI Code Quality page says its survey covered 500 U.S. developers and 300 engineering leaders. It reports that 89% of organizations had experienced an AI-related production incident and that 3.7% of engineering leaders said their existing processes were sufficient to maintain quality and governance as agents take on more work. These are Qodo-reported survey results, not universal rates or independently validated measures.
SD Times separately says that 91% of engineering leaders fear losing control of their codebase, attributing the figure to a recent industry study. The roundup excerpt does not provide enough detail about that study’s date, sample or exact measure to compare it directly with Qodo’s incident figure. The two percentages describe different reported claims and should not be treated as interchangeable.

How to distinguish the three offerings
- Start with the constraint you need to address. IBM Bob’s announcement centers on deployment location and model control; JetBrains Air centers on agent access and developer workflow; Qodo 3.0 centers on organizational context, review and repository-level governance.
- Check the scope of availability. IBM called its self-hosted option generally available, with model and package configurations subject to requirements. JetBrains’ cited IDE path was early access. Qodo’s capabilities are announced features, not independently tested outcomes.
- Validate fit in your own environment. Confirm supported models, agents, IDE workflows, licensing and deployment requirements with the respective vendor. The cited announcements do not establish a common benchmark or prove that one product replaces another.
