What are the Scottish Government’s council reform plans?
The Scottish Government proposes exploring a two-tier structure: a smaller number of regional authorities for strategic decisions and a larger number of community authorities for local decisions, with tailored arrangements for island communities.
Proposed authority numbers
The proposal gives a starting range of 6–10 regional authorities and 120–160 community authorities. These are proposed counts, not final boundaries or a description of a model already in operation.
A proposal, not a decision
The Government says the paper is intended to establish discussion about “the scale and the broad shape that reform could take” and that it enters the dialogue “with an open mind”. That makes the authority ranges an invitation to debate, not a commitment to implement those exact numbers.

Will council reform solve the housing crisis?
The proposal gives an institutional rationale for changing how powers, resources and decisions are organised. In principle, regional coordination or more local decision-making might influence housing-related choices. But the proposal does not show that either tier would increase the number of homes completed, nor does it estimate how much any governance change could affect delivery.
That distinction matters: a possible route to influencing decisions is not evidence of a housing outcome. The proposal is therefore not demonstrated to be a solution on its own. That does not prove that reform could have no housing effect; it means the housing effect remains unestablished in the proposal.

How does the reform proposal differ from housing investment?
The Scottish Spending Review 2026 sets out a separate housing programme. The figures below describe planned investment and intended delivery, not homes already built or proof that council restructuring causes housing output.

The Spending Review describes the Affordable Housing Supply Programme as supporting social rent, mid-market rent and low-cost home ownership. The two strands address different things: reform concerns who makes decisions and how resources are organised; the housing programme sets out investment and delivery goals. The published figures do not establish a causal link between the proposed authority structure and the homes targeted by the programme.
What does the council-tax consultation tell us?
Council-tax reform is part of the wider governance discussion, but consultation responses are not a measure of how many homes a new authority structure would produce. The Scottish Government’s final analysis, published on 11 September 2026, reports 1,291 validated responses after moderation and data cleaning.

The Scottish Government and COSLA’s March 2026 joint statement describes work on locally led approaches, stronger community planning, regional collaboration and greater fiscal empowerment. It also says council-tax engagement findings will inform future consideration by the next Parliament. These are strands of policy development, not evidence that a replacement authority model is already operating or building homes.

The Local Governance Review’s stated purpose is to consider how powers, responsibilities and resources are shared across national and local government and communities. The September proposal continues that debate; it does not settle boundaries, implementation or housing outcomes.
For readers asking whether reorganising councils will build more homes, the evidence-based answer is that it might change how relevant decisions are made, but Scotland’s proposal does not establish that it will increase housing completions or resolve the crisis. The housing investment programme is a separate commitment, and its targets should not be mistaken for proof of what governance reform will achieve.
