His remarks set out a policy position; they do not establish a legal right.
What evidence did Scindia cite?
Scindia pointed to changes in call and data prices, alongside growth in internet use. The figures below are his historical comparisons as reported by Press Trust of India (PTI) in Business Standard’s 5 October 2026 report. That report does not provide an underlying dataset or methodology for them.

| Measure | Comparison attributed to Scindia | What the figure establishes |
|---|---|---|
| Voice calls | ₹16 per minute in the 1990s, falling to free | A price comparison cited by the minister; the report does not specify the period or service conditions behind “free.” |
| Mobile data | ₹287 per GB in 2014 to about ₹8 per GB at the time of his remarks, described as a 97% reduction | A comparison attributed to Scindia, not an independently audited price series in the report. |
| Internet users | Around 250 million earlier to more than 1.1 billion at the time of the remarks | The report calls these people “users”; they should not be treated as subscriber or connection counts. |
| Broadband | More than one billion connections at the time of the remarks | The report describes connections, a measure distinct from individual users. |
How do official subscriber figures compare?
A Press Information Bureau (PIB) release dated 5 October 2026 reports more than one billion internet subscribers and 1.01 billion broadband subscribers. These are subscriber measures, not a confirmation of the minister’s separate claim about more than 1.1 billion internet users.
PIB’s February 2026 release gives additional context: it reports internet subscribers rising from 250 million in 2014 to more than one billion, and internet penetration increasing from 20% to nearly 71.8%. Subscriber totals and penetration are useful indicators of connectivity, but they do not by themselves show whether access is affordable, reliable, or equally available to all communities.

What did Scindia mean by making access a right?
Scindia said: “Access with affordability has to be a right in every vertical, in every industry across the length and breadth of our country. And telecom has shown the path, has shown the way.” In context, this was an argument for treating affordability as a broad policy goal and using telecom as an example. The reported remarks do not announce a new legal entitlement or explain how such a right would be defined or enforced.
He also framed the idea through quality, intent, innovation, technology, and self-reliance. The report attributes to him the view that technology is an amplifier: its multiplier effect depends on the quality of the input or “signal.” That qualification matters to his argument—lower prices and wider access are not, by themselves, a complete account of the quality or outcomes of a service.

What the figures do—and do not—show
The price and user comparisons offer a concise case for Scindia’s claim that telecom has expanded access as costs fell. They are not a detailed evaluation of why prices changed, how service quality varied, or whether access is affordable for every household. The cited report also does not compare providers, plans, geographic availability, or policy alternatives. Those questions require evidence beyond the figures presented in the remarks.
Business Standard identifies the item as a PTI-syndicated report and notes that it may have reworked the headline and picture; its body is attributed to the syndicated feed. No official transcript of the symposium remarks is identified in the cited material, so the quotations here are attributed to Scindia as reported by PTI.
