SCADA Security: How to Reduce Exposure Before It Reaches Operations

SCADA systems are not automatically compromised, but exposed assets and weak cyber hygiene can create paths into industrial operations. Here’s how to reduce risk while protecting safety and availability.

SCADA systems are not all compromised or destined to fail, but internet exposure, weak credentials, outdated software, and poorly controlled remote access can create routes into systems that operate physical processes. Reducing those routes—and planning changes around safety and availability—is the practical way to lower risk.

What makes SCADA security an operational issue?

SCADA, or supervisory control and data acquisition, is part of the broader industrial control systems (ICS) and operational technology (OT) environment. That environment can also include distributed control systems (DCS), programmable logic controllers (PLCs), control networks, and the physical processes they manage. A security decision that affects one component may affect how the larger operation behaves.

That is why OT security cannot simply copy an office IT playbook. NIST’s Guide to Industrial Control Systems (ICS) Security emphasizes that industrial systems have distinctive performance, reliability, and safety requirements. A change intended to improve security may also interrupt monitoring or control if it is not assessed, tested, and approved for the facility.

How can a SCADA system become exposed?

An internet-accessible control system or remote-access service can give an attacker a path to an industrial environment. CISA’s Internet Exposure Reduction Guidance, published June 4, 2025, warns that exposed weaknesses can include misconfiguration, default credentials, and outdated software. It states: “Many organizations unknowingly leave common vulnerabilities and weaknesses exposed to the internet, making them easy targets for exploitation.” This is a warning about a risk pattern, not evidence that every facility has those weaknesses.

Connectivity between IT and OT can create additional paths that organizations need to understand and manage; connectivity alone does not mean a plant is unsafe. The relevant questions are which assets are reachable, by whom, through what route, and with what safeguards. NIST NCCoE’s work on protecting information and system integrity in ICS environments addresses the challenge of manufacturing organizations integrating OT and IT.

Remote access deserves particular attention

Remote access may be necessary for maintenance or operations, but any permitted route should be deliberate, limited to its purpose, and reviewed as part of the site’s risk and change-control process. Identify external connections and remote-access technologies, confirm who needs them, and review whether their configuration and credentials remain appropriate. Do not remove or alter an access path in a way that could strand operators or disrupt a safety-critical function.

What could happen if an attacker reaches ICS or SCADA?

CISA’s May 6, 2025 bulletin, Primary Mitigations to Reduce Cyber Threats to Operational Technology, reports increased awareness of unsophisticated actors targeting ICS/SCADA in U.S. critical infrastructure. It highlights oil and natural gas, energy, and transportation. CISA warns that weak cyber hygiene and exposed assets can raise the risk of unauthorized configuration changes, operational disruption, and, in severe cases, physical damage.

The possible consequences depend on the systems involved, the attacker’s access, and the processes under control. A cyber incident may affect availability or the integrity of control information; it does not follow that every intrusion will cause physical harm. The safety and operational impact must be evaluated for the particular facility.

How should an organization reduce SCADA exposure?

Start with visibility and controlled decisions rather than a single product purchase. CISA’s exposure guidance supports reducing internet exposure and identifying publicly exposed assets. The following steps translate those aims into a site-specific work plan; coordinate them with the people responsible for operations, engineering, safety, and security.

  1. Build an accurate asset and access inventory. Record relevant SCADA, ICS, IIoT, and remote-access assets, their owners, and how they connect to external networks. Identify which assets are publicly reachable and which connections support legitimate operations.
  2. Review exposure and configuration. Investigate unnecessary internet reachability, misconfiguration, and default credentials. Correct findings through the facility’s approval and testing process, and document the change and its operational impact.
  3. Control necessary remote access. Keep access tied to an approved operational need. Review accounts, credentials, routes, and configuration; remove access that is no longer required only after confirming that doing so will not interrupt essential work.
  4. Plan vulnerability remediation. Use a documented patch-management process to assess vulnerabilities and schedule updates. Before applying patches or changing configurations, evaluate effects on availability, reliability, and safety, and follow site testing and approval requirements.
  5. Use layered safeguards. Apply defense-in-depth so that exposure reduction is not the only barrier. Choose safeguards and monitoring arrangements that fit the facility’s architecture and operating constraints rather than assuming that one control suits every site.
  6. Prepare to respond and recover. Establish an incident-response process that identifies who makes operational and safety decisions, how incidents are escalated, and how the facility will restore affected systems. Review the plan with relevant teams so actions are understood before an incident occurs.

CISA maintains ICS-specific recommended practices covering defense-in-depth, patch management, remote-access configuration, and incident response. These are complementary parts of a coordinated security program, not substitutes for understanding a facility’s own processes and constraints.

How can teams make security changes without disrupting operations?

Treat security work as a controlled operational change. Before a patch, access-rule change, credential reset, or monitoring deployment, identify the affected systems and dependencies, assess safety and availability implications, and use the facility’s approval and testing procedures. Set out how the change will be validated and what operators should do if expected behavior changes. The specific method and acceptable maintenance window depend on the system and site.

When a change could affect a safety function or essential process, involve the appropriate operations, engineering, and safety personnel before implementation. Security urgency does not remove the need to understand operational consequences; equally, operational complexity is not a reason to leave exposure unexamined.

Which guidance should teams consult?

NIST’s publication record for SP 800-82 Rev. 2 says it was withdrawn on September 28, 2023, and superseded by Rev. 3. Because publication status can change, consult NIST’s publication page for the current version rather than treating Rev. 2 as current or assuming which revision is latest. CISA’s ICS Recommended Practices collection provides control-system-specific material on exposure reduction, remote access, patch management, defense-in-depth, and incident response.

For organizations without sufficient internal OT security expertise, a qualified specialist may help review external exposure, assess risks, or plan monitoring. Any assessment or monitoring approach should be checked for fit with the facility’s geography, architecture, safety obligations, and change-control requirements.
