An Associated Press of Pakistan (APP)-credited report says proposals are invited in four areas and gives November 30, 2026 as the application deadline. Because SBP’s linked announcement PDF was not directly available, applicants should confirm the deadline and submission instructions on the SBP announcement page before applying.
What the second cohort is seeking
The APP-sourced report identifies three named themes and one open theme. It says proposals must fit within the announced themes to be considered.

- AI in Financial Services
- Innovations in Payments
- Technology enabled Inward Remittances
- NextGen Financial Services, identified as the open theme
The open-theme label distinguishes the fourth area from the three specified themes; it does not mean that proposals outside all four themes are eligible, according to the report.
How to apply and when
The APP-sourced report says applications are accepted by email through November 30, 2026, and directs applicants to SBP’s portal for the application form and step-by-step procedure. The precise current submission process and email address are not confirmed in the accessible official announcement, so use SBP’s current portal rather than relying on an address reproduced elsewhere.

- Open SBP’s official Regulatory Sandbox announcement listing and locate “Regulatory Sandbox-Second Cohort,” dated October 2, 2026.
- Follow the linked current form and instructions, checking that the proposal addresses one of the four reported themes.
- Confirm the active submission channel and deadline in those instructions before sending an application. The November 30, 2026 date is reported by APP, rather than independently confirmed from the linked SBP release.
What a sandbox does—and does not establish
A regulatory sandbox is a programme for testing proposed financial services or technologies in a controlled setting. Being invited to apply is not the same as being selected, receiving a licence, or securing unrestricted approval to operate commercially. The accessible material does not establish the second cohort’s testing duration, regulatory conditions, consumer limits, or any special relief; applicants should not assume these match an earlier cohort.
SBP’s indexed Regulatory Sandbox framework PDF describes a cohort approach and preliminary screening by the Innovation Hub. It also discusses proposals that may be excluded, including those without material value beyond solutions already deployed, with unclear testing objectives, from insolvent applicants, or involving offerings prohibited by law. The surfaced document is labelled “Draft Regulatory Sandbox Framework,” so treat it as background rather than definitive current rules and check the official instructions for binding requirements.

How this differs from the first cohort
SBP’s January 6, 2026 announcement said six applicants had been shortlisted for the first cohort. Its themes were technology-enabled inward remittances, open banking, and remote onboarding of merchants. The shortlisted participants were to test in a controlled live environment for up to six months, subject to approval conditions.
The second cohort’s reported themes differ, and the first cohort’s duration and conditions should not be carried over to the new intake. The six-applicant figure is a count of shortlisted first-cohort applicants, not an outcome or impact measure.
What is confirmed about the announcement
SBP’s official “What’s New” listing records “Regulatory Sandbox-Second Cohort” on October 2, 2026. The specific themes and November 30 deadline in this article come from an APP-credited report published the same day; the linked SBP release PDF was not directly accessible for confirmation. No second-cohort participant list or impact figures are established in the accessible sources.
