There is no documented, independent head-to-head evidence establishing a universal winner. Compare SAP SuccessFactors Talent Intelligence Hub (TIH) and Workday Skills Cloud by how each platform gathers and governs skills, connects them to HR workflows, and fits your tenant’s implementation and reporting needs. The names describe different product scopes: TIH is SAP’s attribute framework and employee portfolio, while Skills Cloud is Workday’s skills database, ontology, and matching capability.
How do the products differ?
| Comparison point | SAP SuccessFactors Talent Intelligence Hub | Workday Skills Cloud |

| Primary records and workflows described | Attributes Library and Growth Portfolio, with connections to Opportunity Marketplace, performance, and learning workflows. (SAP Help) | Worker and candidate profiles, job profiles and requisitions, learning courses, gigs, and other records. (Workday Administrator Guide) |
| Documented skill suggestions and inference | Inference from job profiles and requisitions, and AI-assisted skills inference from learning descriptions. (SAP Help) | Machine-learning suggestions and duplicate or synonym resolution for skills associated with profiles, jobs, requisitions, and learning. (Workday Administrator Guide) |
| Administrative choice highlighted in documentation | Administrators govern attributes and proficiency scales; Learning suggestions require administrator review and approval before use. (SAP Help) | Skills Cloud is an innovation service that requires opting in; Workday says enablement cannot be disabled and recommends starting in non-production. (Workday Administrator Guide) |
What should you compare in a demo?
Skills inputs, inference, and human review
Ask the vendor to trace a skill from its source text to the record where it appears. Have the presenter distinguish an explicitly entered skill from an inferred one, show what evidence or source a user can inspect, and demonstrate whether an employee, manager, or administrator can correct the result.

For SAP, request a walk-through of skills inferred from job profiles and requisitions into the Attributes Library and their mapping to job roles. For Workday, test how Skills Cloud suggestions are applied to worker and candidate profiles, job profiles, and requisitions, and how users interpret those suggestions in the tenant’s skills-fit workflow.

Ask who owns the skills vocabulary, how organization-specific terms are handled, and how proficiency levels are defined and maintained. In SAP, see how an administrator standardizes a skill under a proposed name, retains an alternate display name, or keeps a custom skill. SAP’s Skills Governance workflow makes published skills available in the attribute picker across SuccessFactors modules.
#1 Best Overall
For Workday, ask how general Skills Cloud skills, maintained skills, and worker-contributed skills coexist. Demonstrate what happens to reporting and integrations when the service resolves duplicate or synonymous skills, and identify which taxonomy settings administrators can change.
Connections to the work employees actually do
Ask each vendor to show the complete path from skills data to a decision or action, rather than only a profile screen. In SAP, the documented connections include completed performance forms synchronizing skills and competencies to Growth Portfolio, Continuous Performance Management inferring recommended skills from achievements, feedback, or activity text, and TIH skills flowing to Opportunity Marketplace.
Rank #2
For Workday, request demonstrations of the specific proposed modules and licenses that use skills for internal mobility, development, and talent decisions. The product materials describe broad placement of skills across records, but your buying decision depends on which workflows are included and configured in your proposed tenant.
What are the implementation and rollout risks?
SAP Learning inference prerequisites
SAP’s AI-assisted skills inference in Learning can derive skills and ratings from learning item or program titles and descriptions. Before relying on it, verify the AI units license, feature enablement, required permissions, and shared-tenant setup. A TIH administrator must review and approve each suggested skill before it is associated with learning content. SAP documents requests of up to 500 entries and says inference may take up to one hour depending on volume.
Workday Skills Cloud enablement
Workday’s setup guide describes Skills Cloud as an innovation service that must be opted into. It says enablement cannot be disabled and recommends enabling the service first in a non-production environment. Confirm this behavior with Workday for the exact tenant and release, and document the tenant-specific rollout and validation plan before enabling it.
How should you evaluate skills fit and outcome claims?
Workday documents a skills-fit analysis that compares a selected workforce subset with a job profile or selected skills. A job profile’s skills can combine explicitly required and optional skills with machine-learning-inferred skills. In a demo, ask how the workforce subset is selected, how inferred and explicit requirements are distinguished, and whether users can inspect skill evidence and proficiency when reviewing gaps.
Rank #4
Workday’s 2026 Skills Cloud datasheet reports a repository of more than 73,000 skills. It also reports an average 26% higher internal hire rate and an average 5% lower voluntary turnover rate, based on product-level analysis across customers with available data from July 2023 through June 2025. These are Workday-reported figures, not an independent comparison with SAP or proof that Skills Cloud caused those outcomes. The cited materials do not establish a comparable SAP outcome measure.

Use a consistent procurement scorecard
Score both platforms against the same evidence standard. Ask for a live demonstration, the responsible role, and a written answer for each item rather than treating a roadmap statement or generic product description as proof of tenant capability.
Best Value
- Inputs and inference: Which HR, learning, job, and employee text sources feed skills? Which values are entered, inferred, or imported?
- Review and correction: Who can approve recommendations, and can employees or administrators inspect and correct them?
- Taxonomy and reporting: How are synonyms, custom skills, proficiency levels, and organization-specific names governed and represented in reports?
- Workflow coverage: Which recruiting, performance, learning, mobility, and analytics workflows consume the data in the proposed configuration?
- Prerequisites: Which licenses, AI units, innovation opt-ins, permissions, or modules are required?
- Rollout and reversibility: What can be tested in a non-production tenant, and what is the documented rollback or disablement path?
- Evidence and outcomes: Can users trace recommendations to source evidence, and are outcome claims vendor-reported, customer-specific, independently evaluated, and comparable?
Which platform is the better fit?
Choose based on the workflows and governance model your organization needs, not on the product labels or a single vendor metric. TIH is worth evaluating where a managed attribute library, employee Growth Portfolio, and connections among SuccessFactors workflows are central. Evaluate Workday Skills Cloud where its skills ontology, normalization, and skills-fit capabilities align with the organization’s Workday workflows. In either case, make the decision contingent on a tenant-specific demonstration, verified licensing and prerequisites, and a documented rollout plan.
