A three-member San Antonio Ethics Review Board panel found Councilman Jalen McKee-Rodriguez violated two city ethics-code provisions over a Facebook post that exposed a constituent’s personal email address. On September 28, 2026, the panel imposed $1,000 in civil fines and issued two letters of reprimand. The finding is an ethics-board determination, not a criminal conviction or court ruling.
What prompted the ethics complaint?
The case followed a Facebook exchange between McKee-Rodriguez, the District 2 councilman, and San Antonio resident Trisha Thatcher-Garza. Thatcher-Garza criticized his response to a request for help involving an elderly woman and referred to him as a “monkey.” McKee-Rodriguez said the remark was racist and posted a screenshot showing that his District 2 office had previously replied to her. The screenshot also displayed Thatcher-Garza’s personal email address.
Juan Rider Mireles II filed a sworn ethics complaint in June 2026 after seeing media coverage. He alleged that publishing the email violated Section 2-46 of the city ethics code, which bars city officials from disclosing confidential information. The complaint also raised Section 2-44, concerning the use of office to unfairly advance or impede private interests, as well as other conduct and First Amendment claims.
Why did the panel find violations?
An outside attorney, Frank Garza, initially recommended that the board proceed only with the Section 2-46 allegation. He concluded the complaint did not identify an official action meeting Section 2-44’s threshold, and that the other claims fell outside the board’s jurisdiction. The panel later chose to consider Section 2-44 as well. McKee-Rodriguez acknowledged posting the email and said he should have redacted it, describing the disclosure as inadvertent. Mireles later said he could not support proceeding under Section 2-44.

After about an hour of deliberation, the three-member panel found violations of both provisions. In its motion, the panel said McKee-Rodriguez had used his “official office and position to intimidate and impede the constituent’s participation” by disseminating her personal email address. The motion also said Thatcher-Garza and her family were harassed and threatened as a result.
The panel’s reasoning focused in part on the account’s public association with his office. Although the Facebook page described itself as personal, it identified McKee-Rodriguez as a council member and included posts about representing District 2. Board Chair Phillip Ryan Garza said the panel believed McKee-Rodriguez’s office and social-media following could amplify the post: “It’d be one thing if he did not identify himself as a council member on his personal page.”

What penalty did the board impose?
The panel assessed a $500 civil fine and a letter of reprimand for each violation, for a total of $1,000 and two reprimands. The reported $500 penalty was the maximum fine the board could impose for one individual violation. A reprimand is the most severe of the board’s three types of disciplinary letters. If the fine stands, the money goes to the city’s general fund.
Can McKee-Rodriguez appeal?
The councilman could appeal in district court within 20 days after the board issues its written opinion. The opinion’s issuance date and any subsequent appeal or court disposition have not been established in the report published September 29, 2026. The board’s finding should therefore be understood as its ethics determination, with later procedural status unverified.

How this differs from his earlier ethics matter
This Facebook-disclosure case is separate from a 2025 ethics matter involving a Doggett Freightliner zoning dispute. That proceeding ended in January 2025 with a letter of admonition and ethics training; it was not part of the 2026 panel’s decision.
