Section 6 instead sets a conditional, functional rule: in certain transfers of a User Product containing GPLv3-covered object code, the distributor must provide the Corresponding Source and, if the distributor or a third party can install modified object code, the information needed to install and execute that modified code. The rule concerns access to a modification path; it does not certify that a modified vehicle is safe or require the manufacturer to keep supporting it.
When does GPLv3 section 6 apply to a car?
GPLv3, version 3 of the GNU General Public License, was published in 2007. Section 6 governs conveying object code. Its special User Product rule applies when object code is conveyed in, with, or specifically for use in a User Product as part of a transaction that transfers the right of possession and use, whether permanently or for a fixed term.

The license defines a User Product as tangible personal property normally used for personal, family, or household purposes, or something designed or sold for incorporation into a dwelling. It directs that doubtful cases be resolved in favor of treating the product as covered. A car can fit the ordinary-personal-use category, but that does not mean every car or every piece of its software is automatically subject to GPLv3. The rule applies to the covered work and the relevant conveyance; the software must be GPLv3-covered object code, and the transaction and retained-installation conditions must be met.
For a qualifying transfer, the Corresponding Source must be accompanied by Installation Information if the distributor or a third party retains the ability to install modified object code. Section 6 says this Installation Information must suffice to ensure that continued functioning of the modified object code is not prevented or interfered with solely because it has been modified. If neither the distributor nor any third party retains the ability to install modified object code, the User Product Installation Information requirement does not apply.

What information must be provided—and does that mean publishing signing keys?
The license defines Installation Information by function. It can include methods, procedures, authorization keys, or other information required to install and execute a modified version of the covered work from its modified Corresponding Source. The particular information depends on how the product and its software are designed.
A signing key is therefore not automatically required. If a key is genuinely necessary to install and execute a modified version, it could fall within the definition; if another method provides the required installation path, GPLv3 does not state a categorical rule that the vendor must publish its production signing key. The GNU Project and Free Software Foundation’s A Quick Guide to GPLv3 explains that necessary information can vary by hardware and may include a key or a way to bypass an integrity check. The practical question is what information is actually needed to install and execute modified covered code, not whether a particular cryptographic secret exists.

The central boundary is the license’s own wording: “The information must suffice to ensure that the continued functioning of the modified object code is in no case prevented or interfered with solely because modification has been made.” This is not a promise that a modified program will work correctly with every vehicle component, preserve every original feature, or meet safety requirements. It prevents modification alone from being used as the reason the modified object code cannot continue functioning.

These are separate GPLv3 obligations, even though the information may overlap. Corresponding Source is the source code needed to generate, install, run (for an executable work), and modify the object code, along with scripts that control those activities, subject to the license’s stated exclusions. Installation Information is the additional information required in the qualifying User Product situation to install and execute modified object code.

Providing source code does not necessarily explain how to replace a protected binary on a device. Conversely, a method to install modified code does not by itself provide the source required by the license. The Software Freedom Law Center’s A Practical Guide to GPL Compliance (2008) treats build and installation details as system-dependent and offers practical guidance for giving a reasonably skilled person a clear path to build and replace covered binaries. That guidance is not a court ruling.
What the car-focused presentation proposes
In Safely Copylefted Cars: Reexamining GPLv3 Installation Information Requirements, Bradley Kuhn of Software Freedom Conservancy and Behan Webster of Converse in Code Inc. address the objection, “But that means you have to publish your signing keys, doesn’t it?” Their presentation argues that the license’s functional test does not itself dictate publication of a production key, and considers other ways to install modified firmware.

Their vehicle example assumes GPLv3-covered software in a low-level operating system for an in-vehicle infotainment unit or head unit. Such a unit may connect to vehicle systems without typically controlling drive-by-wire functions directly. The authors discuss an approach that would permit modified software in a development-board mode, visibly indicate that the software has been modified, and limit access to safety-critical vehicle functions. They also consider deleting proprietary software during a transition and a one-way transition that may not restore stock firmware.
These are design and compliance arguments in a presentation, not a judicial ruling, a universal legal safe harbor, or a reported production test. In particular, a visible modified-state indicator or a restriction on access to vehicle systems should not be treated as proof that a modified car can safely be operated.

How the 2018 governance proposal differs
Mark Shuttleworth and Eben Moglen’s 2018 essay, Automotive Software Governance and Copyleft, proposes a package-based approach using Ubuntu Core and snap technology. It describes signed assertions and fine-grained software interfaces as ways to manage which packages may access in-vehicle networks and functions, with auditable software states and rollback options. The authors present this as a governance concept for preserving opportunities to modify software while managing safety and liability concerns; it is not an established automotive standard or independently validated deployment result.

The two approaches have no comparative performance data established in these sources. Neither demonstrates a universally suitable technical solution for all vehicle architectures.
What GPLv3 does not settle about safety, warranty, and networks
Section 6 does not require a distributor to continue support, warranty coverage, or updates for a modified work or modified User Product. It also permits denial of network access when the modification itself materially and adversely affects network operation or violates the network’s rules and protocols. These provisions do not decide separate questions under vehicle-safety regulation, vehicle approval, product-liability law, or warranty law.

The GNU Project and Free Software Foundation describe the broader concern as “Tivoization”: a device may include free software while technical restrictions prevent users from installing their modified versions. GPLv3’s Installation Information rule addresses that installation barrier within the license’s defined conditions. It should not be read as requiring unsafe operation, erasing other legal obligations, or guaranteeing that a modification will preserve the vehicle’s original behavior.
