A bootkit is defined by where and when it acts: it targets the boot process and can run before the operating system loads. The terms overlap—a bootkit can use rootkit-like concealment—but they are not synonyms.

These descriptions reflect MITRE ATT&CK’s rootkit technique, its bootkit technique, and Microsoft’s Windows boot-process overview.
What is a rootkit?
A rootkit is a stealth technique or tool used to hide malicious activity or components from the operating system’s normal view. It can intercept or modify information the system reports, making a process, file, network connection, service, or driver harder to detect. MITRE describes rootkit behavior at user or kernel level and also at lower layers such as a hypervisor or system firmware. NIST glossary definitions likewise emphasize covert access, concealment, or stealthy alteration of host functionality. See NIST’s rootkit glossary entry.
The name alone does not tell you where a rootkit lives or whether it starts before the OS. It describes concealment, not one specific installation point.

What is a bootkit?
A bootkit is malware that targets the boot process, modifying part of the chain that starts the computer so its code can run before the OS. On legacy BIOS systems, that can mean boot sectors such as the MBR or VBR. On UEFI systems, it may involve creating or changing files in the ESP. These are different boot architectures, but the security concern is similar: the malicious code gets an opportunity to execute before ordinary OS protections are fully running.
MITRE notes that bootkits reside below the OS and can make complete remediation harder if they are not suspected. Microsoft describes bootkits as replacing the OS bootloader so the PC loads the bootkit before the OS. That makes “bootkit” a boot-focused category; it does not mean every bootkit is technically identical.

How the terms overlap
Think of the labels as answering different questions. “Rootkit” asks how the threat conceals itself; “bootkit” asks what part of startup it targets and when it can execute. A bootkit may hide its files or activity, so both descriptions can apply to the same malware. Conversely, a rootkit can operate without changing the boot process.
What protects the boot process?
On supported and correctly configured Windows devices, multiple checks can help protect startup. Microsoft’s boot-process documentation describes the roles as follows:

- Secure Boot checks bootloader signatures as the system starts.
- Trusted Boot checks subsequent startup components.
- Early Launch Anti-Malware (ELAM) checks boot drivers before they load.
- Measured Boot records startup measurements so they can be assessed.
Availability and behavior depend on device hardware, firmware, configuration, and software. These protections reduce risk; they do not prove that every device is immune to boot-level compromise.
Why Secure Boot is not an absolute guarantee
Microsoft documented a Secure Boot bypass associated with BlackLotus and CVE-2023-24932. Microsoft says mitigations were included in Windows security updates released July 9, 2024 and later, while warning that boot-manager revocations can affect some boot configurations and complicate recovery with existing media. Before changing boot settings or applying revocations, check Microsoft’s current CVE-2023-24932 guidance and the device maker’s instructions.

What to do if you suspect one
A normal scan inside an infected OS may not show the full picture: rootkit techniques can interfere with what the system reports. Treat suspicious findings seriously, but do not conclude that a low-level infection is present—or ruled out—solely from an ordinary in-OS scan.

- Keep protections current. Apply operating-system and security updates, use caution with suspicious websites and email, and keep regular backups, as Microsoft advises in its rootkit guidance.
- Use an offline scan if appropriate. Microsoft identifies Microsoft Defender Offline, launched from Windows Security, as an option for devices that may be infected. It scans from a trusted environment outside the usual Windows session; consult Microsoft’s instructions for your version of Windows.
- Escalate suspected boot-chain compromise. If a bootkit is suspected—especially on a managed or organizational device—seek qualified incident-response help. Avoid improvised boot-record or firmware changes, or disabling Secure Boot, without device-specific official guidance.
- Reinstall if removal fails. Microsoft strongly recommends reinstalling the OS and security software, then restoring backed-up data, if rootkit removal fails. Follow current vendor recovery instructions and use trusted recovery media.
