Short answer: A ROM hack modifies an existing game, while a standalone fan game is built as separate software. The terms overlap because some academic writing uses fan game as an umbrella that includes ROM hacks; many gaming communities use fan game more narrowly for a non-ROM-based game. To classify a particular project, look first at how it was made and distributed, then at what files and software it requires.
The practical difference at a glance
| Question | ROM hack | Standalone fan game |
|---|---|---|
| How is it built? | It changes data or files in an existing game. | It is developed as a separate game program. |
| What do you usually download? | A patch, commonly in BPS or IPS format, plus instructions for a compatible original file. | A separate application or game package. |
| Do you need the original game? | Usually yes. The patch records changes and is applied to a matching base file. | Not inherently. Its requirements depend on the project and target platform. |
| Is an emulator required? | Often, when the modified game targets older console hardware; the exact setup depends on the system. | Not inherently. It may run directly on a computer or another supported platform. |
| How is the term classified? | Always a fan-made modification in the ordinary sense. | Called a fan game by most communities, although some definitions use the term broadly enough to include ROM hacks. |
These are typical patterns, not promises about every project. A particular hack can be distributed as a complete file instead of a patch, and a fan-made game can require an emulator or a specific runtime. The production route remains the most reliable distinction.

James Newman’s 2018 scholarly discussion describes ROM hacks as commonly shared in patch form that records the differences between an original and modified game (Newman’s article). Nils Singh’s 2025 thesis defines fan games broadly as fan-made works that retain properties of an institutionally designed game and treats ROM hacks as fan games made through ROM hacking (Singh’s thesis). A community glossary, by contrast, reserves “fangame” for an unofficial standalone game and defines a ROM hack as a modification of an official game (Essentials Docs glossary). Both usages are legitimate; identify which one you mean when precision matters.
What a ROM hack is
It edits an existing game
A ROM hack starts with a game image or other original game data and changes that material. Depending on the project, the author may alter maps, text, graphics, music, rules, levels, encounters, scripts or other data structures. The result still follows the technical framework of the original title: its file format, memory limits, graphics system, game logic and target hardware shape what the author can change.

That relationship is why a hack is not normally a self-contained game download. A patch is a compact record of differences rather than a replacement copy of every original byte. The patching guide from SMS Power! describes common BPS and IPS workflows: a patching utility combines the patch with a compatible original file to produce the modified game (SMS Power! patch guide).
Its base file matters
“Compatible” does not mean merely the same title. A project may require a particular regional release, revision, translation, dump, file extension or checksum. Applying a patch to a different revision can fail, create a corrupted output or produce subtle glitches. Project documentation should identify the required base version. Use a lawfully obtained source file; do not use unauthorized download sites.
It may still be a substantial new experience
Calling something a modification does not imply that it is small or uncreative. A hack can replace most levels, add original writing and art, rebalance mechanics or create a new campaign while remaining dependent on the original game’s technical structure. “Modified” describes the construction method, not the amount of new content or the author’s effort.

What a standalone fan game is
It is separate game software
A standalone fan game is built as its own project rather than by applying a patch to an existing commercial game file. It may include its own executable, data directory, installer, archive or browser build. Because it is separate software, it can use a different engine, asset pipeline, save system, display resolution and input model from the game that inspired it.
Its dependencies vary by project
Some projects run directly on Windows, macOS, Linux, a browser or a mobile device. Others need an engine runtime, a compatibility layer, a particular version of a framework or an emulator. “Standalone” means that the original ROM is not an inherent dependency; it does not guarantee one-click installation or support for every operating system.

Academic discussion of Pokémon fan development describes one route using RPG Maker XP together with a fan development framework (Singh’s thesis). That is an example of a toolchain, not a requirement or definition. Other creators use general-purpose engines, custom code or entirely different authoring systems.
Standalone does not mean official
A separate executable can still be an unofficial fan project. “Standalone” describes packaging and technical dependence, not endorsement, licensing or ownership of the characters, names and settings it uses.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhy the labels overlap
There is no single authority that fixes the vocabulary for every community. In scholarly writing, fan game can mean any fan-made game that retains recognizable properties of an existing institutional game, including a ROM hack. In everyday forum and documentation usage, fan game often means a non-ROM project, while ROM hack is treated as a separate category. A useful article or project description should state its convention explicitly: “fan game in the broad sense” or “standalone fan game.”
The overlap is about category levels. “Fan-made” describes authorship and relationship to an established game or intellectual property. “ROM hack” describes a technical production route. “Standalone fan game” describes a different production route and packaging model. A ROM hack can therefore be both a ROM hack and, under the broad definition, a fan game.
How to identify a project in practice
Check the distribution files
- Patch plus base-file instructions: This strongly indicates a ROM hack. Look for BPS, IPS or another patch format and a statement of the exact original file required.
- Executable, installer or complete game archive: This usually indicates a standalone fan game, especially when the download contains its own data files and does not ask for a ROM.
- Both a patch and extra tools: It may be a ROM hack with optional launcher or enhancement software. Read the project’s installation notes rather than inferring from the file name.
Check what the instructions require
If the first step says to select an original game file in a patching utility, classify the project as a ROM hack. If it asks you to install or unzip an application and launch it directly, classify it as standalone unless it separately requires a ROM or emulator. A project’s readme is more authoritative for its own requirements than a label in a forum post.

Check the target platform
A hack targeting a cartridge-based console often needs an emulator after patching, although hardware flash cartridges and other methods may exist. A standalone game may run natively on a desktop, in a browser or through an engine runtime. Platform support is project-specific, so do not infer compatibility from the words “hack” or “fan game” alone.

- Read the project documentation. Record the required game title, region, revision, file format and checksum, plus the recommended patch format and emulator or hardware.
- Obtain the base game lawfully. The patch is not the original game and normally cannot run by itself. Do not download a copyrighted ROM from an unauthorized source.
- Choose a compatible patching utility. Follow the project’s instructions for BPS, IPS or another specified format. A utility designed for one format may not apply another correctly.
- Make a working copy of the base file. Patch the copy so the untouched source remains available if you need to retry with a different revision.
- Apply the patch and name the output clearly. Keep the original extension unless the project says otherwise, and save the result in a separate folder.
- Open the patched output in the documented emulator or on compatible hardware. Configure controls, video and save locations according to that platform’s instructions.
- Test the opening area before investing hours. Confirm that the title screen, graphics, audio and first save operate normally. A failure at this stage usually points to a wrong base file, wrong patch format or emulator setting.
Common patching failures
| Symptom | Likely cause | What to check |
|---|---|---|
| The patching tool rejects the file | Wrong format, region, revision or checksum. | Compare the file details with the project’s exact base-file requirements. |
| The game boots to a blank screen | Incompatible base file, bad patch output or unsupported emulator. | Recreate the patch from an untouched copy and use the documented emulator version or settings. |
| Graphics or text are corrupted | Patch applied to the wrong revision or a tool mishandled the format. | Verify the patch type and base checksum; do not mix patches from different releases. |
| Saves do not work | Emulator save-path, permissions or save-type settings. | Check the emulator’s documentation and the project’s notes before deleting the save. |
A patching workflow explains why “Do I need the original game?” usually has a yes-or-no answer only after the project’s documentation is read. You need a compatible original file to create the patched output, even if the resulting file is later treated like a normal game image.
Playing a standalone fan game
- Confirm the supported operating system and architecture. A Windows build may not run natively on macOS or Linux, and a 32-bit or 64-bit requirement can matter.
- Read the included instructions and license notices. Note required runtimes, engine components, fonts, controller drivers or command-line options.
- Install or extract it into a user-writable folder. Avoid locations where the operating system blocks save-file creation unless the documentation specifically directs otherwise.
- Launch the supplied executable or browser build. Do not add an emulator unless the project explicitly targets emulated hardware.
- Back up saves before updating. Fan projects can change save formats between releases; keep a copy when installing a new build.
When a standalone project fails to launch, the useful questions are different from ROM-hack troubleshooting: Is the required runtime installed? Is the build for your operating system? Are antivirus or permissions blocking files? Does the project require a particular engine version? The original commercial ROM is not automatically the solution.
Production, tools and design trade-offs
ROM-hack development
Authors work within the original game’s code and data conventions. That can preserve the feel, timing and hardware behavior of the source, but it also imposes technical limits. Development may involve specialized editors, disassembly or reverse-engineering knowledge, and careful management of the original game’s memory and file structures. The patch format then lets the author distribute changes without redistributing a complete copy of the original game.
Standalone development
Creators can choose an engine, write custom systems and organize assets without matching the original ROM’s internal layout. That flexibility may make new interfaces, save systems or modern display support possible, but it introduces ordinary software concerns such as runtime packaging, operating-system compatibility and larger downloads. Tool choice alone does not tell you the project’s quality, scope or legal status.

Do not infer universal winners
Neither format is automatically better, easier, safer, more powerful or more compatible. A specific ROM hack may be polished and widely supported, while another may be fragile. A standalone fan game may run smoothly on current computers, while another may depend on an old runtime. Compare named projects and documented requirements rather than categories.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Copyright, distribution and endorsement
The technical distinction does not settle legal questions. A patch-only release, free download or fan-made label is not a blanket permission to copy, modify or distribute protected material. Laws differ by country and by the facts of a particular project, including the assets used, how files are distributed and whether the rights holder has acted.
Nintendo’s support FAQ states: “The uploading and downloading of pirate copies of Nintendo games is illegal.” That is Nintendo’s published position on piracy, not a court’s universal ruling on every fan work or modification (Nintendo’s Intellectual Property & Piracy FAQ).
Nintendo’s game-content guideline says it does not object to certain gameplay videos and screenshots when creators follow its rules, while other uses of Nintendo intellectual property remain subject to applicable jurisdiction’s law. It also says creators must not imply official Nintendo affiliation or sponsorship and that Nintendo may object to or remove content it considers unlawful, infringing, inappropriate or outside the guideline (Nintendo’s Game Content Guidelines). That guideline concerns use of game content on sharing platforms; it is not a general license for fan games or ROM hacks.

A quick decision framework
Use these questions when a listing is unclear:
- Does it modify an existing game file? If yes, it is a ROM hack in the technical sense.
- Is a specific original file required before play? If yes, you are dealing with a patch-based or otherwise ROM-dependent project.
- Can it be launched as its own application without that file? If yes, it fits the usual community meaning of a standalone fan game.
- Does the author use “fan game” broadly? If the project description calls a ROM hack a fan game, that is the umbrella usage rather than a contradiction.
- What does the documentation say about platform and runtime? Use those instructions to decide whether an emulator, engine runtime or native build is needed.
Common misconceptions
“Every fan game is a ROM hack.”
No. A standalone fan game is built as separate software. Only the broadest definitions include it alongside ROM hacks under the general fan-game category.
“A ROM hack is just a new game file.”
Its playable output may look like a game file, but the usual distribution model is a patch that must be combined with a compatible base file.
“Patch-only distribution makes it legal.”
No. A patch can avoid distributing a complete original file, but that packaging choice does not decide whether the project’s assets, modifications or uses are lawful.

No. Standalone describes technical independence from the original ROM. It says nothing about a rights holder’s permission or endorsement.
“An emulator is always required for a fan game.”
No. Emulation is common for hacks targeting older consoles, but a standalone project may run natively or in a browser. Follow the named project’s platform instructions.
Bottom line
Use the production route as your first test: ROM hack = an existing game modified through its files; standalone fan game = a separate build. Then check the distribution package and dependencies. A patch and a required compatible base file point to a ROM hack; an independent executable or package points to a standalone fan game. Because “fan game” is sometimes an umbrella term, a ROM hack can also be called a fan game in broad academic usage. Neither label by itself establishes compatibility, legality, official status or endorsement.
