Roku Without Internet: Use HDMI, USB, or an Antenna

Roku streaming apps need internet. A set-up Roku TV may still display HDMI, USB, or antenna content, depending on its model, software, and source.

Roku streaming apps—including Netflix and other online channels—need an internet connection. You may still be able to use a Roku TV for content from an HDMI device, a compatible USB drive, or an antenna, but setup, device compatibility, and software version matter. A separate Roku player or Streaming Stick is not an offline video source by itself.

What “using Roku without internet” actually means

There are two different questions: can Roku’s online streaming services work offline, and can a Roku device display content supplied by another source? The answer to the first is no: streaming channels cannot fetch online video without internet. The second can be yes, chiefly on a Roku TV that has already completed setup and can select an external input.

Roku’s unlinked-mode guidance says streaming services, including apps from the Store, are unavailable in that mode. Offline playback from a drive or external device is not the same as streaming through a Roku channel.

Can you set up Roku without internet?

Do not count on setting up an unopened Roku streaming player or Streaming Stick without internet. Roku’s standard player setup instructions include connecting to Wi-Fi or, on some models, Ethernet, downloading software updates, and activating a Roku account.

Roku says its branded TVs need internet to complete setup. Some Roku TV systems offer a “Connect to the Internet Later” option or unlinked mode, but availability depends on the system; it is not a general workaround for every TV. Roku’s Roku TV overview and unlinked-mode guidance describe these limitations.

If the TV or player is already set up, disconnecting it from the internet does not turn online apps into offline apps. It may, however, leave other inputs available on a Roku TV. If setup or an update is blocking use, a temporary connection may be necessary before trying offline sources.

Which offline viewing options can work?

Source What supplies the content What you need to check
HDMI device A connected laptop, game console, Blu-ray/DVD player, cable box, or satellite box A Roku TV with completed setup, the correct input, and content available on the external device
USB media Personal photos, music, or video stored on a USB drive A compatible Roku device with a USB port, Roku Media Player availability, and supported, non-DRM files
Over-the-air antenna Local broadcast signals received by an antenna A Roku TV, antenna reception, and current model/software behavior; offline access has had a reported software issue
DLNA media server Files served over a local network The Roku and media server on the same network; this is local networking, not offline access to streaming apps

Use a Roku TV with an HDMI source

A Roku TV can act as a display for a device connected to one of its HDMI inputs. The external device—not a Roku streaming channel—provides playback. Roku’s unlinked-mode instructions mention game consoles, Blu-ray/DVD players, and cable or satellite boxes. A laptop with locally stored video is another general HDMI-source example; playback and file support depend on that laptop and the TV.

  1. Connect the playback device to an available HDMI port on the Roku TV.
  2. Turn on the external device and start content that is stored locally or otherwise available to it.
  3. Use the TV’s Input or Source control to select the matching HDMI input. The label and control location vary by TV and remote.

A separate Roku player or Streaming Stick is itself an HDMI source. It cannot make a non-Roku TV display content from a laptop or console connected to that television; select those devices using the television’s own input controls.

Play personal media from a USB drive

Roku Media Player can play personal photos, music, and videos from USB on compatible Roku hardware with a USB port. Roku’s media-player instructions say that inserting a drive can prompt installation of the app if it is not already installed. That creates a practical snag: if you plan to remain offline, the app may not be available to install. Some Roku devices have no USB port at all.

  • Check the exact Roku model for a USB port and whether Roku Media Player is installed or can be installed before you lose internet access.
  • Check the media format against the device’s supported formats. Compatibility varies by model and firmware; unsupported file types may not appear.
  • Do not expect DRM-protected files to play through this method; Roku says protected content is unsupported.

A USB flash drive can be a useful way to carry personal media, but buying one does not establish that a particular Roku can read it or play every file on it.

Use an antenna or cable box, with the right caveat

Roku’s TV overview describes using a Roku TV after setup for Live TV via antenna, and its cable and antenna guidance covers the TV’s coax input and Live TV features. Antenna viewing depends on local signal reception, not Roku streaming apps.

There is a software qualification: on April 1, 2026, TechRadar reported an issue affecting offline antenna-channel access after an interface change and said Roku expected a fix. The sources do not establish the resolution across all Roku TV models and software versions. Treat antenna viewing as a documented capability, not a guarantee that every set currently tunes channels while offline. If it fails, connect the TV briefly and check for an update or model-specific guidance.

With cable or satellite, the provider’s box supplies programming through HDMI. Roku’s streaming apps are not required to display that input, though any provider equipment, service, or subscription requirements remain separate.

Does a local network let Roku stream without internet?

Roku documents personal-media playback from a DLNA server on a local network. The Roku and server must be on the same network. A router can create a local network without an internet connection, but this does not make internet streaming channels work offline, and the available sources do not verify one no-internet configuration for every Roku device.

What to try when offline playback fails

  1. Identify the hardware. Confirm whether you have a Roku TV or a separate player/Stick. HDMI display and antenna options described here apply to a TV with those inputs; USB playback depends on the exact device.
  2. Check setup status. If initial setup, activation, or an update is incomplete, connect temporarily to the internet using a supported method before relying on offline use.
  3. Select the source on the TV. For a connected device, use the TV’s Input or Source control and choose its HDMI port. For antenna, select the TV’s Live TV or antenna input as available.
  4. For USB, verify the whole playback path. Check the USB port, Roku Media Player installation, file format, and DRM status rather than assuming every drive or video will work.
  5. For antenna, account for software uncertainty. Check for a TV update or current model-specific guidance if channels are unavailable offline.

Can a hotspot get a Roku working?

A phone hotspot supplies internet over cellular data, so it can help with setup, activation, or updates; it is not offline viewing. Roku Support Australia explains how to connect Roku to the internet and cautions that streaming and updates may use substantial mobile data. Check your carrier plan before using a hotspot, especially for large updates or video playback.

Roku also documents a USB update process for some unconnected Roku TVs, while noting that some systems still require internet for setup. It is not a universal replacement for initial activation or a guarantee that a particular TV can be made ready offline.
