That is the picture Rob Nelson, Head of Development at Rockstar Games and Co-Studio Co-Head at Rockstar North, gave in an interview with TroisCouleurs, published August 27, 2026, after the magazine saw Grand Theft Auto VI running at the studio.
It is unusually concrete for a studio that rarely talks about its methods. It is still one executive’s account of the creative side. It does not disclose the engine, the budget, the headcount or the full production pipeline, and this article doesn’t guess at them.

The timeline Nelson gave
Nelson separated two milestones, and the difference matters:

IRIPLEZO Grand Theft Auto V
- STUNNING VISUALS — Enhanced levels of fidelity and performance with new graphics modes featuring up to 4K resolution, up to 60 frames per second, HDR options, ray tracing, improved texture quality, and more
- FASTER LOADING — Quicker access to the action as the world of Los Santos and Blaine County load in faster than ever before.
- ADAPTIVE TRIGGERS AND HAPTIC FEEDBACK — Feel every moment through the DualSense controller, from directional damage to weather effects, rough road surfaces to explosions, and more.
- TEMPEST 3D AUDIO — Hear the sounds of the world with pinpoint precision: the throttle of a stolen supercar, the rattle of neighbouring gunfire, the roar of a helicopter overhead, and more.
- Please note that although this game is Region Free or Region Unlocked and will work on all systems, this is the European version and may differ from the local version in age rating, labeling or instructions.
So 2015 is when he says development began, and 2018 is when most of the team moved over from Red Dead Redemption 2. That does not mean the whole studio worked on GTA VI from 2015, and it does not date the start of full production. He gave no headcount or cost.
Step 1: Choose the setting, then go there
Nelson’s description of the first step is plain: “The first thing we always do, once we decide where we want to set the game, is we’ll go there.”
- A small group goes first. They drive around, take photographs and talk about what feels distinctive about the place.
- A larger group may follow with consultants who take the team to places they wouldn’t have found alone.
- For GTA VI the place is Florida and Miami. Nelson also named the Everglades and towns outside Miami as areas the team wanted to bring in.
He framed this as observation, not replication. The team decides what to include, what to accentuate, and which people and places make sense for the game it is making. Read it as inspiration filtered through design, not a literal copy of every real location.

Step 2: Block out the map while the story takes shape
While the map is being blocked out, with areas and their rough geographic relationships, writers ask what kind of characters could credibly move through such varied environments. The narrative starts as a short outline: where the characters begin, what pushes them to another place, and how the major beats carry the player across the map.

- Modern weapons for players.
- Easy and smooth game controls.
- 4 thrilling grand gangster modes in the open world
- Drive, shooting, free mode, or challenge mode Full fledge gangster battle.
- Real gangster crime.
Nelson described these as proceeding together, so it would be wrong to picture a finished map handed to writers, or a finished script handed to world builders. Locations get built around missions and set pieces, and narrative beats influence how the player travels through the world. The game is organized into chapters, which give that movement structure.
Step 3: Let characters be the route through the world
Character choice, in Nelson’s account, is partly a way of covering the map. He said the studio considered a duo after reflecting on GTA V, with its multiple protagonists, and Red Dead Redemption 2, centered on one character. The aim was both deeper interaction with the world and a stronger emotional bond with the protagonists. Rockstar’s official page names those protagonists as Jason and Lucia, in a criminal conspiracy across the state of Leonida.
This is Nelson’s explanation of the decision, not a claim that it was the only reason for the pairing.

The team develops major missions and plot points, including catalyst missions that move characters from one part of the game to another. Then comes the question Nelson highlighted: how does the mission work, and can the team let a player do something different, or go off the rails? He described the result as building up in layers and seeing what works.

That is a statement of design mindset. It isn’t a published account of Rockstar’s prototyping, QA or production-management process, which the interview doesn’t cover.
Step 5: Use a mood reference to keep everything pointed the same way
Large teams need a shared sense of feel. Nelson called Tom Petty’s “Love Is a Long Road”, the song in the first trailer, “a real sort of mission statement” and a guiding light for how the game should feel while it was still taking shape. It is a small detail, but it shows that tone at Rockstar can be anchored to a single image or song, not only to documents.
Step 6: Performance capture and scenes that don’t take control away
Asked about acting, Nelson said the production uses full performance capture. He tied it to a long-running goal: making the handoff between play and story less abrupt.
- GTA IV and Episodes from Liberty City: where he traces Rockstar’s interest in softening the cut between gameplay and cutscene.
- Red Dead Redemption: explored the player walking into and out of a scene.
- Red Dead Redemption 2: his example was the gang riding to retrieve Jack, a scene with limited but meaningful player control.
- GTA VI: continues this approach, with moments where the player can move during a cinematic sequence without having full agency.
The stated goal is to keep the player involved in moments that might otherwise be passive.

Realism is a tool, not a rule
In remarks reported by GamesRadar from an interview with Love magazine, Nelson explained how the team weighs fidelity against playability: “Sometimes you need things to feel realistic to help with that sense of immersion, and conversely, sometimes you need to forego realism in favor of what will be most convenient for the player – realism can help greatly with immersion, but too much can feel tedious, so we try to find the right balance.”
This fits the research-trip approach. The real place supplies texture, and design decides how much of it survives into something that is fun to play.
Satire: chosen for the world, not just the news cycle
Nelson said satire is hard because the world can change between the moment an idea is conceived and the moment it has been written, cast, filmed and implemented. His answer is selectivity: “There will always be things to satirise, there are always ridiculous situations and behaviours that we can find, but we just have to be careful about what we pick.” Ideas have to work with the story and world, not hang on a passing trend, and he hopes players will later see the game as a time capsule of its era.

The process at a glance
| Stage | What Nelson described | What it feeds |
|---|---|---|
| Research | Small team visits the chosen setting; consultants guide a larger return trip | What to include, accentuate or leave out |
| Map and story outline | Map blocked out while writers sketch characters, motivations and major beats | Chapters, locations built around set pieces |
| Characters | Protagonists chosen partly for their ability to move through contrasting environments | Depth of interaction and emotional bond |
| Missions | Tentpole and catalyst missions first, then questions about alternative player behavior | Room for player agency |
| Performance | Full performance capture; semi-interactive scenes with partial control | Smoother handoffs between play and story |
| Tone | Mood reference (the trailer song), selective satire, realism balanced against convenience | Consistent feel and a game that ages well |
What the public record doesn’t show
Nelson’s interview, Rockstar’s official page and the publisher’s announcement don’t establish a GTA VI budget, total production headcount, engine architecture or performance figures. Anything stated about those as fact elsewhere needs a direct company or named-developer source. The Next Vice write-up of September 10, 2026 is a secondary summary that points back to the TroisCouleurs interview, which is the primary account.
Where the game stands now
Rockstar lists GTA VI for PlayStation 5 and Xbox Series X|S with a release date of November 19, 2026. In its pre-order announcement of June 24, 2026, Take-Two listed the Standard Edition at $79.99 and the Ultimate Edition at $99.99, and said pre-loading was scheduled to begin November 12, 2026. The physical version contains a download code in the box, so it should not be assumed to include a game disc. Prices and dates are as announced on that date and can change, so confirm them with Rockstar or your retailer before buying.
