Robotaxi Remote Helpers: What SAE’s New Training Plan Covers

SAE’s AVSC has published voluntary guidance for training and managing robotaxi remote assistants, covering system knowledge, assessment, recurrent training, and human factors.

Robotaxi remote assistants do not have one universal school or license. In August 2026, SAE’s Automated Vehicle Safety Consortium (AVSC) published a voluntary best practice for organizations that train and manage them. It lays out a program for learning the automated-driving system, practicing procedures, assessing performance, and managing human factors—not a standardized personal credential.

Who sets the training framework?

The guidance is AVSC Best Practice for ADS Remote Assistance Training and Human Factors (AVSC-I-07-2026), issued in August 2026 by the Automated Vehicle Safety Consortium, a program of SAE Industry Technologies Consortia. It is intended for automated-driving-system (ADS) developers, fleet operators, and other organizations involved in remote assistance. AVSC’s publication page describes the best practice and its scope.

It is voluntary industry guidance, not a government regulation and not proof that an individual has earned a universal remote-assistant credential. Organizations are expected to build and manage their own programs around the framework. SAE ITC’s August 25, 2026 announcement describes the aim as a shared framework for preparing assistants, evaluating performance, and applying human-factors considerations.

What does a remote assistant do?

Remote assistance is not the same as remotely driving a vehicle. AVSC’s earlier Best Practice for ADS Remote Assistance Use Case distinguishes assistance—such as guidance, suggestions, or recommendations—from direct vehicle control. In this model, the remote worker supports an ADS; they do not steer, brake, or accelerate the vehicle from a workstation. See the 2023 AVSC use-case guide for that distinction.

The difference matters for training: an assistant needs to understand what information the system needs and how to follow the organization’s procedures, rather than learn to operate the vehicle as a remote driver. The 2026 training best practice addresses preparation for that assistance role.

What should the training program cover?

AVSC’s published summary calls for organizations to establish baseline competencies relevant to their deployment. The main areas include:

Maisto 1:24 Scale Assembly Line 1957 Chevrolet Corvette Diecast Model Kit
  • Opening parts and rolling wheels
  • Easy assembly, pre-painted metal body
  • When finished the vehicles are fully functional
  • Rolling diecast replica
  • Skill level: intermediate
  • The ADS and its interface: how the automated-driving system works and how to use the remote-assistant interface.
  • Operations and safety: the organization’s procedures, safety protocols, tools, and communications.
  • Road-rule knowledge: applicable rules, including lane markings and dynamic signs. These practical examples are reported by Car and Driver’s August 30, 2026 account.
  • Human factors: interface and workplace design, workload, fatigue, alertness, and operator well-being.

Car and Driver reports that the guidance encourages organizations to teach assistants about the particular ADS they support, including how its sensors and decision process work. That is system-specific preparation, not a claim that every operator must master every automated-driving technology.

How are operators assessed and kept qualified?

The framework treats training as an ongoing organizational program, not a one-time class. It addresses post-training assessment, qualification tracking, remedial and recurrent training, performance monitoring, and continuous improvement. Organizations can use those elements to determine whether a person is ready for the role, keep records, identify performance issues, and update preparation when the job changes.

Car and Driver reports that AVSC encourages simulator-based training and assessment without driving controls. Scenarios can be constructed or drawn from playback of real events, according to that account. It also reports that retraining should reflect changes in skills, vehicle features or behavior, and interfaces. These are reported examples of implementation; AVSC’s public summary does not set a universal course duration, passing score, or simulator specification.

Does a robotaxi remote assistant need a driver’s license?

The public summary does not establish a universal license requirement. Car and Driver reports that the guidance leaves room for organizations not to require a driver’s license as a baseline, while a company may choose to require one and a clean driving record. That is a description of the framework’s flexibility, not a statement of the law in every jurisdiction or of every fleet’s hiring policy. Applicable local rules and an employer’s own requirements still matter.

What does the 2026 best practice leave unresolved?

AVSC’s stated scope excludes several engineering and policy questions. The document does not settle:

  • communication latency between an assistant and a vehicle;
  • how many vehicles one assistant may support;
  • cybersecurity requirements; or
  • where remote assistants must be geographically located.

Those limits help define what the guidance is: a training, qualification, performance, and human-factors framework—not a complete specification for remote-assistance system design.

How is this different from other standards work?

The 2023 AVSC use-case guide covers remote-assistance use cases and triggers, including the distinction between assistance and remote driving. AVSC-I-07-2026 instead concentrates on preparing, assessing, and supporting the people who provide assistance.

A separate draft, ISO/DTS 17691, was listed by ISO in the approval phase as of October 2026. It focuses on human remote support for low-speed automated driving, particularly remote-monitor and remote-assistant roles beyond line of sight. ISO describes it as excluding remote-driver duties and driver training, licensing, and fitness. It is related context, not the source of AVSC’s training recommendations: ISO/DTS 17691.

What organizations can use to evaluate a training plan

  • Does the curriculum explain the specific ADS and the interface operators will use?
  • Does it cover locally applicable road rules, operating procedures, safety protocols, and communications?
  • Can trainees practice and be assessed against realistic scenarios?
  • Are qualification records, performance monitoring, remedial support, and recurrent training part of the program?
  • Does the organization address workload, fatigue, alertness, interface usability, and workstation conditions?

AVSC’s public summary and contemporaneous reporting provide no named, dated outcome statistic showing how much this framework improves operator performance or safety. The document is a recommended program structure, not a published effectiveness result.
