Start with flexible content and layout, then add breakpoints only where the design needs to change. Test the result at narrow widths, enlarged text, and zoom—not just at a few familiar phone and desktop sizes.
What responsive web design means
Responsive design is an approach to making layout and content work across screen sizes and other device characteristics; it is not a separate technology or a requirement to build one fixed design per device. A responsive page can change its arrangement as space changes while keeping its content and controls available. MDN’s responsive design guide explains the core concepts.
Think in terms of the space the content has, whether text remains readable, which content deserves priority, and how people interact—such as with a pointer or touch. A phone, tablet, or desktop width can be a useful test condition, but device labels alone do not tell you where a layout should change.
Build a flexible foundation before adding breakpoints
Let content reflow
Keep meaningful content in the document flow and use flexible layout techniques so columns and components can use the available space. Avoid fixed page widths that force horizontal scrolling on narrow screens or leave excessive empty space on wide screens. Constrain text measure where necessary so paragraphs do not become uncomfortably long on wide displays.

Set breakpoints when the design needs them
Add a breakpoint when content, navigation, or controls no longer fit or work well in their current arrangement. For example, a multi-column layout might become a single column, or visible navigation might become compact. Use relative units for breakpoint conditions rather than tying the design to a list of specific device models. Flexible grids, relative units, and minimum or maximum values may handle a layout without any media query at all. MDN’s media-query guide covers conditions based on viewport dimensions and device features.
Media queries are useful when a real change is needed, not as a substitute for flexible layout. They can adjust columns, spacing, or controls for relevant conditions such as viewport size, orientation, or interaction features.
Set the viewport for mobile browsers

It tells the browser to set the layout viewport to the device width. Without it, a mobile browser may use a wider virtual layout viewport and scale the page down, leaving text too small and controls difficult to use. See web.dev’s responsive design basics.
Make images and media fit the layout
Choose image and media resources appropriate to their display context: different resolutions or crops may be suitable at different sizes. Avoid making every visitor download a large desktop asset by default when a smaller one is appropriate. Ensure media fits its container and does not introduce overflow.
Lazy loading can defer below-the-fold images until they are visible or nearly visible, reducing unnecessary early loading. Apply it with attention to each image’s role and loading behavior. CSS media queries can prevent downloads only for images loaded through CSS; they are not interchangeable with responsive image selection in HTML. MDN describes these considerations in its HTML performance guidance.

Include accessibility in responsive design
Check reflow, zoom, and enlarged text
Responsive layouts should preserve information and functionality when users enlarge content or use a narrow viewport. WCAG 2.2 Success Criterion 1.4.10 (Reflow), Level AA, requires presentation without loss of information or functionality and without two-dimensional scrolling at a width equivalent to 320 CSS pixels for vertically scrolling content, except for parts that require two-dimensional layout. This is a standards threshold, not a typical device-width target or a population statistic. Consult the WCAG 2.2 Recommendation for the criterion and its exceptions.
W3C WAI also advises checking that text enlarged by at least 200% does not cause clipping or horizontal scrolling. Prefer progressive enhancement: keep core content and functionality available across technologies, and layer on more complex presentation where supported. See WAI’s development tips.

Adapt layout without hiding essential content
A wider window may have room for multiple columns and visible navigation; a narrow window or enlarged text may call for a single column and compact navigation. Keep essential content and ways to reach it available as the arrangement changes. Provide alternatives for non-text media where appropriate, including captions, transcripts, descriptions, and text labels for icons. WAI’s design tips discuss these patterns.

WCAG 2.2 covers each responsive variation of a page within the full-page conformance scope. If assessing a multi-page task flow, review the pages and responsive states included in that flow rather than treating one desktop screenshot as the whole experience. W3C advises using WCAG 2.2 for current accessibility work and policies; see the Recommendation.

- Resize continuously. Review the page while gradually changing the viewport width. Note where text, controls, columns, and navigation stop working well; use those points to guide layout changes rather than selecting breakpoints from a device checklist.
- Test a narrow width. Check at a width equivalent to 320 CSS pixels for vertically scrolling content. Confirm that information and functionality remain available without two-dimensional scrolling, apart from the WCAG exception for content that requires a two-dimensional layout.
- Zoom and enlarge text. Look for clipping, overlap, lost controls, and horizontal scrolling, including at least 200% text enlargement.
- Review readability and navigation. Check line lengths and text size at narrow and wide widths, and verify that navigation remains understandable and usable when its layout changes.
- Check interaction conditions. Test touch controls and relevant device-feature variations where they affect use. Consider whether controls or spacing need a different treatment for touch.
- Inspect images and media. Confirm that media fits its containers, the delivered resource suits the display context, and below-the-fold images are not loaded earlier than needed.
- Review complete experiences. Check each responsive variation and, when making a conformance claim, the full pages and task flows in scope—not only an isolated component or desktop view.
For visual checks, a browser’s responsive viewport tools can help vary width and inspect layouts. A screenshot is useful for reviewing a captured state, but it does not replace checks of zoom, keyboard or touch interaction, content reflow, and functionality.
