One names the United States alone and alleges wrongful death under Minnesota law; the other names ICE officer Jonathan Ross and federal officials, alleging a conspiracy to interfere with civil rights. Those are claims in the complaints, not findings by a court.
What happened to Renee Good?
Good was shot and killed by ICE officer Jonathan Ross on January 7 while she was in an SUV in Minneapolis, according to the Associated Press. AP’s account of bystander video says the vehicle turned away from an officer in front of it as he fired, followed by two more shots from near the driver-side window. Federal officials said Ross acted in self-defense. The video description and the competing accounts do not, by themselves, establish intent or whether the shooting was legally justified. The claim against the United States
CBS Minnesota reports that the first complaint names only the United States and alleges wrongful death under Minnesota law, along with battery, assault, false imprisonment, intentional infliction of emotional distress, and negligence. The outlet says the claim proceeds under the Federal Tort Claims Act. The family’s attorney described the suit as seeking accountability for agents’ decisions and alleged violations of Department of Homeland Security policy.

CBS also reported that the government may take up to six months to decide its response. That is a reported procedural timeframe, not evidence that the government has responded or that a court has ruled on the claim.
The case against Ross and federal officials
The second complaint names Ross and officials including Stephen Miller, former Homeland Security Secretary Kristi Noem, Tom Homan, and Gregory Bovino, according to the reports. The family alleges that officials and agents conspired to interfere with civil rights and discriminatorily targeted Somali and Hispanic communities. MPR News reports that the complaint invokes the 1871 Ku Klux Klan Act; that invocation is the family’s legal theory, not a decision that the law applies or that the allegations are true.

The family’s complaint also frames the shooting as connected to Operation Metro Surge. That connection is an allegation in the complaint, not an established finding.
How the family distinguishes the cases
At the announcement, attorney Benjamin Berkman described the first case as addressing what happened on Portland Avenue on January 7, and the second as addressing why Ross and other agents were there. CBS Minnesota reproduced his distinction with an ellipsis in the quotation, so it is best understood as a reported summary rather than an uninterrupted verbatim statement. CBS Minnesota

Family attorney Antonio Romanucci said at the announcement, “Our government has become a grave and mortal threat to its own citizens.” Good’s brother Brent Ganger said, “The time is absolutely now for accountability for the deep damage done by ICE and others.” These statements express the family’s position, not a court’s conclusions. The reports describe the suits at the filing stage. A University of St. Thomas law professor quoted by AP called the cases complicated, said their outcome could not be predicted, and warned, “They’re going to face significant uphill battles.” The available reporting does not establish any later ruling or outcome.
