For PDFs, Adobe Acrobat Pro and Foxit PDF Editor both document workflows for permanently redacting visible content and separately removing hidden data. Those are two different jobs: a black box or highlight alone does not prove that text or images are gone, and applying redactions does not by itself address metadata, attachments, comments, or other document residue. Microsoft Document Inspector can help clean hidden data from supported Office files, but it is not a PDF redaction tool.
Redaction and sanitization solve different problems
Redaction permanently removes selected visible text or images from a PDF. A visual cover placed over content is not redaction: the covered material may remain selectable, searchable, or extractable. Adobe Acrobat Help describes redaction as permanently hiding sensitive information from a PDF; its guidance also treats hidden-data cleanup as a separate task (Adobe: redaction and sanitization).

Sanitization removes hidden information or document residue, such as metadata or embedded content. A release process may need both: remove visible sensitive content, then consider what hidden data should be removed from the output. Which hidden-data categories matter depends on the document and the organization’s release requirements.

Adobe Acrobat Pro
Adobe’s desktop workflow is to open the Redact a PDF tools, mark text or images, apply the marks, choose whether to sanitize hidden information, and save the output. Its search-and-redact instructions cover one or multiple words and phrases, as well as patterns, with a review step before applying the selected matches. See Adobe’s redaction instructions and its search-and-redact instructions for the documented sequence.
Foxit PDF Editor
The cited 2026.2 Mac guide separates mark-and-apply redaction from hidden-information removal. It describes removing all hidden data in one operation or selecting categories to remove. Foxit’s product page lists OCR, centralized administration, and optional AI-powered Smart Redact among its capabilities; those are vendor-described features, not independent evidence of detection accuracy or coverage (Foxit PDF Editor).

Use Document Inspector for Office files, not as a PDF substitute
Microsoft Document Inspector can find and remove hidden data and personal information in supported Word, Excel, and PowerPoint files. Microsoft’s examples include author and document properties, comments, and revisions. It can complement a release workflow when Office originals are shared, but the Microsoft guidance does not describe it as a full PDF redaction workflow (Microsoft Support: inspect documents for hidden data and personal information).

- Content coverage: Check support for visible text, images, whole pages, repeated terms, and pattern searches. Adobe documents search-and-redact for terms and patterns; Foxit’s cited guide documents redaction of text, images, and pages. Capabilities may vary by platform, version, and plan.
- Scans and OCR: Test representative scanned documents, including skewed or low-contrast pages, handwriting, and PDFs that mix scanned pages with selectable text. Foxit lists OCR as a capability, but the cited materials do not provide an independent OCR accuracy benchmark.
- Review and volume: Confirm how staff inspect search matches, apply repeated redactions, and control the final output. The documented workflows include review or mark-and-apply steps; they do not establish unattended bulk-redaction accuracy.
- Hidden-data cleanup: Identify which categories can be removed, whether users can choose categories, and how cleanup fits after visible redaction. Adobe and Foxit both document hidden-data removal separately from redaction.
- Administration and data handling: Validate identity controls, deployment, audit needs, retention, integrations, cloud processing, and security documentation for the exact plan and configuration. Foxit advertises administration and security features, which should be checked against the deployment in scope.
- Licensing and cost: Confirm current regional pricing, included features, seat counts, and contract terms directly for the plans under consideration. Foxit’s comparison page says its US comparison basis was current in July 2026; that information is region- and date-sensitive. No equivalent current Adobe price is established here.
Run a controlled pilot before rollout
- Assemble representative files. Include PDFs with selectable text, scans, repeated identifiers, images, comments, attachments, and metadata. Include Office files if those are also distributed.
- Test the exact product setup. Record the operating system, product version, subscription or plan, and any OCR or automated-detection settings used. Do not assume a feature available on one platform or plan is present in another.
- Apply visible redactions and review matches. Test manual marking and relevant search patterns. Have a second person check whether intended content was selected and whether nearby content was affected.
- Handle hidden data separately. Use the tool’s sanitization controls where appropriate, and check whether the selected categories match the organization’s release requirements.
- Preserve the original and inspect the output. Retain the unredacted source under the organization’s retention and access controls. Inspect the sanitized copy using the organization’s approved validation procedure before distribution.
This pilot is an evaluation method, not a guarantee of accuracy or regulatory compliance. Product documentation describes available operations; it does not establish a universal verification method or prove that a particular organization’s process meets its legal or regulatory obligations.
