Why is your Raspberry Pi YouTube live stream buffering? First find out whether the problem is at the encoder, on the upload path to YouTube, or only in viewers’ playback. Measure stable upload speed against the stream’s total bitrate, then check YouTube Live Control Room’s stream health. Increasing an FFmpeg buffer cannot create network capacity, and the right buffer depends on the protocol and direction involved.
1. Identify where buffering occurs
“Buffering” can describe different symptoms. The stream may fail to reach YouTube reliably, the Pi may struggle to encode the chosen settings, or YouTube may receive a healthy feed while some viewers experience playback stalls. Those cases call for different checks.

- Check YouTube’s Live Control Room. Look at stream health and any messages during a representative test. An encoder or ingestion warning points you toward the Pi, upload capacity, or connection stability.
- Ask whether the issue affects the broadcast or only viewers. If YouTube reports healthy ingestion but viewers report stalls, investigate latency mode and viewer network/player conditions; an FFmpeg publishing buffer is not automatically the cause.
2. Check upload speed against the whole stream
Download speed is not the relevant measure for a live encoder sending video. YouTube says the total stream bitrate must fit within available upload bandwidth and recommends leaving 20% headroom: “Leave a bit of room (20% recommended).” That is YouTube’s guidance, not a guarantee against interruptions. See YouTube’s streaming tips.
Compare a stable outbound upload result with the total configured bitrate—not just the video track if audio or another stream also uses bandwidth. Measure under normal conditions, including when other people or devices share the connection. A short speed-test peak does not establish sustained capacity, and a connectivity disruption can still break a stream.

3. Choose a target YouTube recommends—and the Pi can sustain
YouTube’s live encoder guide lists these H.264 ingest settings. The figures are service recommendations and minimums, not evidence that an unspecified Raspberry Pi can encode each mode successfully.
| Output | Minimum video bitrate | Recommended video bitrate |
|---|---|---|
| 720p30 | 3 Mbps | 8 Mbps |
| 720p60 | 3 Mbps | 8 Mbps |
| 1080p30 | 5 Mbps | 14 Mbps |
| 1080p60 | 6 Mbps | 17 Mbps |
These are YouTube’s published H.264 live-stream figures; do not substitute its video-on-demand upload recommendations. The guide also recommends constant bitrate (CBR), a 2-second keyframe interval (not more than 4 seconds), and monitoring stream health. Its preflight guidance calls for testing with audio and movement similar to the real event. Check the current YouTube live encoder settings guide.

If the stable upload path cannot support the configured total bitrate with headroom, lower the bitrate or reduce resolution or frame rate as a diagnostic—or address the connection constraint. If bandwidth is adequate but the Pi cannot sustain the encode, test a less demanding output. Without your Pi model, camera, operating system, FFmpeg build, and exact command, no single resolution or frame rate can be guaranteed.

4. Run a representative preflight test
- Set up a private or unlisted test stream using the intended camera, resolution, frame rate, audio, bitrate, and keyframe interval.
- Include movement and sound similar to the real broadcast; a static or silent test may not reflect the actual workload.
- Watch YouTube Live Control Room’s stream-health indicators while the test runs. Note whether warnings coincide with viewer reports or Pi-side problems.
- Repeat during normal network use. A configuration that works only when the household connection is otherwise idle may not have enough practical headroom.
5. Know what FFmpeg buffers can—and cannot—fix
FFmpeg documents RTMP as a streaming protocol over TCP/IP and defines rtmp_buffer as the RTMP client buffer time, with a documented default of 3000 milliseconds. That setting has a specific protocol scope; FFmpeg’s documentation does not say that increasing it fixes insufficient YouTube upload bandwidth or stalls in viewers’ playback. See the FFmpeg protocols documentation.

- 2 USB 3.0 ports; 2 USB 2.0 ports.
- Raspberry Pi standard 40 pin GPIO header (fully backwards compatible with previous boards)
The same documentation describes fifo_size and overrun_nonfatal for a circular buffer on a UDP receiving path. Those UDP input options are not interchangeable with an RTMP or RTMPS publishing path. Before changing flags, identify the protocol, whether the command is sending or receiving, and the FFmpeg build/version in use. Avoid copying a buffer option from a command that uses a different path.
6. If YouTube receives the feed but viewers still buffer
Review the stream’s latency mode as well as viewer playback conditions. YouTube says, “Lower latency may mean more playback buffering.” Normal latency has the lowest viewer buffering; low latency is intended for limited interaction, while ultra-low latency is intended for real-time interaction and may increase buffering. Low and ultra-low latency do not support 4K. A latency setting is one possible factor, not an explanation for every stall. Details are in YouTube’s latency guidance.

7. Raspberry Pi performance: what is known
Raspberry Pi’s H.264 encoding note evaluates software libx264 configurations on Raspberry Pi 5-series computers and describes a low-latency configuration intended for real-time uses such as live camera streaming. That establishes that Pi 5 software H.264 encoding has been evaluated for a live use case; it does not validate a particular camera, resolution, frame rate, temperature, operating system, FFmpeg version, or command. The note is available as a Raspberry Pi H.264 performance document. Buying a newer board alone does not establish that an upload or viewer-playback problem will be fixed.

1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute8. Troubleshooting: symptom to next check
| Symptom | Likely area to investigate | Next action |
|---|---|---|
| YouTube Live Control Room shows an encoder or ingestion warning | Pi’s ability to sustain the encode, total bitrate versus stable upload, or connection stability | Run a representative test, check upload under normal contention, and lower the target if it exceeds reliable capacity. |
| The stream works when other devices are idle but falters when the connection is shared | Insufficient upload headroom under normal network use | Repeat the upload check with typical competing use and compare it with the total stream bitrate. |
| YouTube reports a healthy feed, but viewers report stalls | Viewer playback conditions or a latency mode with greater buffering risk | Review latency mode and check viewer conditions before changing sender-side FFmpeg buffers. |
| A copied FFmpeg buffer flag has no apparent effect | The option may apply to a different protocol or direction | Check the installed command and FFmpeg protocol documentation; distinguish RTMP client buffering from UDP receive FIFO options. |
Or let it run in the cloud
If your goal is an always-on YouTube channel built from uploaded videos, StreamNeo is a cloud alternative: upload a recording or make a playlist, add your YouTube stream key once, and go live. The cloud keeps it looping without a computer, OBS, or home connection staying on. It does not go live from a camera.
