What does random access mean?
With random access, a system can go directly to the requested data location instead of searching records serially from the beginning. The U.S. Department of Justice glossary calls this “direct access” and defines it as access whose time does not depend on the location most recently accessed. That definition concerns how data is reached. It does not, by itself, say whether the storage is temporary or persistent, or specify a device’s performance.
How random access differs from sequential access

The distinction is about access order, not a blanket speed ranking. The glossary’s definition is not a benchmark and does not establish a particular response time for any device.

Is random access the same as RAM?
No. Random access describes a way of accessing data; RAM is a type of temporary memory. RAM can be read and changed while a computer is in use, and its contents are lost if the system loses power. NIST’s OSAC Lexicon gives that definition, citing ANSI/ASTM E1732 (2025). NIST OSAC Lexicon.
Persistent storage, by contrast, retains saved data when power is off. IBM distinguishes this storage from RAM’s working memory and discusses persistent storage arrangements such as file, block, and object storage. Why is RAM called random access?
RAM’s name reflects its ability to access locations directly rather than requiring data to be read in sequence. The word “random” does not mean the computer picks a location unpredictably. Nor does the label promise identical real-world latency for every request: the DOJ definition describes independence from the most recently accessed location, not equal timing under all conditions.
Can random-access data take different amounts of time to retrieve?
Yes. “Random access” identifies the access method, not a fixed response time. The DOJ glossary’s wording expresses a defining distinction from sequential access; it is not a performance guarantee or measurement. The evidence cited here does not establish a numeric latency or speed for a particular device.
