RAG and MCP are not competing ways to do the same job. Retrieval-augmented generation (RAG) retrieves relevant information and supplies it to a model; the Model Context Protocol (MCP) lets an AI application communicate with servers that provide context or capabilities, including tools. You can use them separately or together. Test retrieval and answer quality at the RAG layer, tool discovery and execution at the MCP layer, and permissions across the complete workflow.
What RAG and MCP each do
RAG supplies information for an answer
RAG is an application design pattern. A system searches a collection for relevant material, then includes the retrieved content in the model’s prompt so the model can use it when generating an answer. Its central testing questions are whether the right, authorized content was retrieved and whether the answer is supported by that content.

MCP connects an AI application to external capabilities
MCP is an interoperability protocol: an AI host or client communicates with servers that expose context and capabilities. Those capabilities may include access to information, structured data, or tools that perform actions. MCP defines communication and discovery mechanisms; it does not guarantee that retrieved information is relevant, that a model answers correctly, or that an action is safe.
The MCP project’s architecture overview, versioned 2026-07-28, states: “MCP focuses solely on the protocol for context exchange—it does not dictate how AI applications use LLMs or manage the provided context.”

How to decide whether to use RAG, MCP, or both
| Question | RAG | MCP |
|---|---|---|
| What problem does it address? | Finding relevant information and providing it to a model for generation. | Standardizing communication between an AI application and external servers offering context or capabilities. |
| What does it provide? | Retrieved content for the model to use in an answer. | A protocol for discovering and invoking server-provided resources or tools, depending on the implementation. |
| What should testing establish? | Retrieval relevance, coverage, access control, and answer grounding. | Discovery, compatibility, tool choice, argument handling, response handling, permissions, and workflow behavior. |
| When might you combine them? | When an agent needs to retrieve information and reach that retrieval capability through an MCP server, or needs both retrieval and other external tools. | |
Choose based on the task, not a claim that one is inherently more accurate or secure. If an application only needs to answer from a collection, focus on its retrieval-and-generation design. If it needs a standard way to connect an AI application to external capabilities, MCP may be relevant. If it needs both, test the boundaries between them as well as each layer on its own. OpenAI describes retrieval and other optimization methods as additive rather than exclusive in its LLM accuracy guidance.
How to test a RAG system
Exercise the real ingestion route
Send representative documents through the production-like path, including parsing, chunking, indexing, and metadata handling. A test that inserts a hand-written prompt or preselected passage skips the components where ingestion failures can begin.
Measure retrieval without relying on the model
For known queries, check whether the expected document or passage appears, whether irrelevant material crowds it out, and whether the result is current enough for the task. Verify that authorization is enforced when retrieval happens. OWASP notes that returning unauthorized chunks is a boundary failure even if the model does not go on to disclose them. Its AI security testing guide covers retrieval and authorization testing.

Evaluate answer generation separately
Given suitable retrieved context, assess whether the answer is correct and whether its claims are supported by that context. If the result is wrong, separate a retrieval miss from a model or instruction failure. OpenAI’s evaluation guidance likewise treats retrieval and generation as distinct places to diagnose quality problems.

Include hostile and cross-boundary cases
- Try cross-user and cross-tenant queries to check that one identity cannot retrieve another’s material.
- Include documents with indirect prompt-injection instructions and adversarial content to see how ingestion and retrieval affect the model.
- Test spoofed provenance metadata rather than assuming labels attached to a passage are trustworthy.
- Inspect retrieved results directly, not only the final answer, so unauthorized content is detected even when the model does not repeat it.
How to test an MCP integration
Test the actual workflow and servers
Run the intended agent workflows against the MCP servers the application will use. Check that the client discovers available capabilities, selects the appropriate tool, forms valid arguments, handles responses, and completes multi-step sequences. Include server errors, malformed or unexpected responses, and interrupted steps; assess whether the application recovers safely rather than silently proceeding on bad assumptions.
Enforce authorization and validate inputs at the server
Use least privilege, validate tool inputs on the server, and review which tools and resources are exposed to each user or workflow. Do not treat model instructions or a client-side decision as a substitute for server-side access checks. The MCP security policy describes trust boundaries and operator responsibilities.
Rank #4
Make capabilities and controls understandable
Check that users and operators can understand what connected servers can do, review configurations, and see applicable access restrictions. Where a workflow can perform consequential actions, test the application’s controls and consent experience as part of the system, not as an assumption about the protocol.

That does not mean every selection is appropriate: applications should test surprising choices and set controls at the application level. Test one end-to-end path that crosses both layers, then vary identity and content to expose boundary failures.
- Ingest a document through the actual pipeline, including parsing, chunking, indexing, and metadata processing.
- Query it through the deployed retrieval path and inspect whether the relevant, authorized material is returned.
- Expose the search or answer function through an MCP server and run the agent workflow that is expected to use it.
- Check tool discovery and choice, arguments, response handling, answer grounding, and completion of the task.
- Repeat with a low-privilege identity and adversarial documents. Verify both retrieval scope and any tool actions remain within permission boundaries.
NVIDIA provides an implementation example in which an MCP server exposes RAG functions, including search and answer generation as well as ingestion functions. That example shows the approaches can compose; it does not establish how every MCP client or RAG system behaves.
A passing RAG-only test does not establish that MCP tool use is safe, and protocol conformance does not establish that retrieval is relevant or answers are grounded. Keep those conclusions separate when diagnosing failures. The MCP documentation cited here is versioned 2026-07-28; check the applicable current specification when validating implementation requirements, since protocol guidance can evolve.

- Information quality: retrieval relevance, coverage, freshness, and whether generated claims are grounded in the retrieved material.
- Protocol and integration behavior: discovery, compatibility, request and response handling, and error behavior.
- Action capability: whether the workflow only reads information or can also change something in an external system.
- Security boundaries: authorization propagation, least privilege, tenant isolation, tool permissions, and treatment of untrusted retrieved content.
- End-to-end reliability: task completion, correctness, and locally measured latency, cost, and recovery from failure.
Do not infer comparative accuracy, security, speed, or cost from the labels RAG and MCP alone. Those outcomes depend on the implementation and workload; measure them under the conditions in which the system will actually run.
