Choose open-world exploration when curiosity and player-chosen progression are central to the puzzle experience. Choose handcrafted levels when the game depends on carefully controlled goals, sequence, and challenge. A hybrid can combine a world players explore with authored puzzle encounters—but it still takes design rules, iteration, and testing to make that combination work.
What changes when a puzzle game is open-world?
In an open-world structure, players can choose where to go and which mysteries to investigate instead of following a strictly assigned sequence. That structure suits games where discovery and self-directed investigation are rewards in themselves. It does not automatically make a game more enjoyable or every puzzle clearer; the design still has to give players enough clues to understand what they can pursue.

GDC describes Outer Wilds as aiming to motivate exploration through curiosity and player-determined progression rather than explicit missions or direct gameplay instructions. It is an example of a curiosity-led design goal, not evidence that all puzzle games benefit from an open world.
What do handcrafted levels make easier to control?
Hand-authored levels let a team shape the intended route through a challenge: what players encounter, when a goal becomes available, and how one puzzle prepares them for the next. This is useful when a game relies on a deliberate challenge curve or when a particular solution should be discovered in a particular context.

GDC’s Firewatch session description treats world structure, goals and gating, encounters, and technical tools as connected level-design concerns. These are useful dimensions for evaluating how much control a puzzle game needs, though the session description alone does not establish a universal formula for designing levels.
Authorship is not a guarantee of quality. Each bespoke level still needs to be understandable, solvable, and appropriately challenging for its place in the game.

Can exploration and designed puzzle sequences coexist?
Yes. A game can let players roam between destinations while using bounded, carefully designed puzzles at key locations. This works when the larger experience benefits from self-directed exploration but individual encounters need clear goals and intended solutions.

GDC’s interview with Chicory: A Colorful Tale illustrates the distinction between open-ended activities and puzzles with a solution. Director Greg Lobanov describes drawing freely in town as different from dungeon puzzles, where players solve challenges to progress. An exploratory game can therefore preserve creative freedom in some activities while making other encounters intentionally bounded.

How can a team combine authored content with variation?
One production approach is to create reusable, designed components and vary how they are assembled. Ubisoft describes Mario + Rabbids Sparks of Hope as separating exploration spaces from tactical battlefields. For battles, the team used ten hand-built levels per environment as source material, then tagged terrain and other layers and generated variants using rules for objectives, placement, navigation, and design intent.
Ubisoft reports that the game contained 30 handcrafted battles and 50 Layered Battle instances. Those are counts for this specific project, not a recommended content target or an industry benchmark. The example shows how variation can sit on top of authored material; it does not establish how puzzle players respond to that structure.

Generation does not eliminate design work. The team still needs to define valid objectives and layouts, set constraints, test outcomes, and refine the rules. If a generated result breaks navigation or weakens the intended challenge, the variation is not useful simply because it is different.

Procedural levels can offer unique maps, but they bring implementation trade-offs as well as potential benefits. GDC’s XCOM 2 session description frames the move from handcrafted levels in XCOM: Enemy Unknown to procedural levels in XCOM 2 in those terms. Because the page is a session description, it does not support a more specific claim about the project’s costs or results without the talk itself.
Before locking a structure into a production plan, test representative sections with the intended audience. Observe whether players find worthwhile leads, understand the goal of each encounter, and can tell what to try next. The published examples discussed here do not provide comparative statistics showing that one structure produces better puzzle-game satisfaction, completion, or retention.
What other games reveal—and what they do not
Different games can clarify design choices without serving as direct templates. GDC’s Baby Steps session page describes a fixed open world shaped by exploring and curating undesigned random levels, with route-finding and climbing challenges. That is an example of randomness in the creative process, not a recipe for procedural puzzle levels.
