The Stockholm Convention is a global treaty designed to control listed POPs. It entered into force on 17 May 2004, after France’s ratification brought the total to the required 50, according to Chemistry World’s 1 April 2004 report.
Why are persistent organic pollutants a concern?
POPs combine toxicity with persistence: they can remain in the environment for long periods and expose people and wildlife over time. They can also accumulate in organisms. Some substances biomagnify, meaning concentrations can increase at higher levels of the food chain, according to the Government of Canada’s Let’s Talk Green — Clean Air.

The problem can cross borders. Air currents may carry some POPs thousands of kilometres from where they were released, so a chemical used or emitted in one place can contribute to contamination elsewhere. The Canadian publication discusses PCBs and DDT as examples, and identifies dioxins and furans as byproducts.
How does the Stockholm Convention help stop them?
The Stockholm Convention is a global agreement for controlling chemicals that are listed as persistent organic pollutants. In its 1 April 2004 account, Chemistry World described the treaty as seeking bans on several pesticides and the eventual elimination of DDT, PCBs, dioxins and furans. That description reflects the article’s historical context; it is not a current inventory of treaty listings or legal requirements.

The treaty’s entry into force marked the point at which it became operative under its terms. Chemistry World reported that this happened on 17 May 2004, after France provided the fiftieth ratification. The publication also reported UNEP chief Klaus Töpfer’s welcome for efforts to end production and use of “highly toxic chemicals [which] have killed and injured people and wildlife by inducing cancer and damaging the nervous, reproductive, and immune systems”.
How does the Stockholm Convention fit with other POPs efforts?
International action did not begin with a single global treaty. The Government of Canada publication describes North American action plans as well as a regional protocol under the Convention on Long-Range Transboundary Air Pollution. The 1998 POPs Protocol aimed to control, reduce or eliminate emissions of 16 POP substances. That figure belongs to the protocol’s account, not to the Stockholm Convention’s current list.

The same Canadian publication describes a global agreement negotiated under the United Nations Environment Programme. The regional and global approaches address the same cross-border challenge at different scales; the applicable chemicals and measures depend on the particular instrument.
What this historical account does—and does not—establish
The 2004 Chemistry World article is useful for understanding the Stockholm Convention’s entry into force and the goals highlighted at the time. It should not be used on its own to determine which substances are listed today, what restrictions currently apply, or how a particular country implements them. The sources cited here do not establish a current total for Stockholm Convention listed substances. Current legal or compliance questions require consultation of up-to-date official treaty documents and the relevant national rules.
