Punjab Police has launched a Lahore pilot that assigns female officers as first responders to sexual violence, other crimes against women and children, and related emergency complaints. Calls to Police Helpline 15 about these incidents are intended to be routed to the unit. Lahore Police is assigned 22 mobile vehicles for the pilot, according to the launch report published on 2 October 2026.
What is the Women First Response Unit?
It is a Punjab Police pilot in Lahore, approved by the Punjab Inspector General, to send female police officers to respond to reported crimes against women and children. The stated scope includes sexual violence, other such crimes, and emergency complaints. The aim is a prompt, sensitive response at the scene; the launch report does not describe the unit as replacing existing police response services.
Punjab Police says relevant calls to Police Helpline 15 are to be routed to the specialized unit for immediate action. The report assigns Lahore Police 22 mobile vehicles for the pilot. It does not state the pilot’s duration, officer headcount, budget, deployment subzones, or evaluation measures, so those details cannot be confirmed from the launch announcement.

For an incident covered by the pilot, call Helpline 15. The launch report says these calls are to be routed to the Women First Response Unit. It does not explain a separate number, special menu option, or dispatch procedure, so callers should use the established helpline rather than wait for a dedicated pilot contact.

Use the Virtual Women Police Station’s digital channels
The Punjab Safe Cities Authority’s Virtual Women Police Station also accepts complaints through Helpline 15, the Women Safety App, and online chat. Its service page describes 24/7 reporting, women officers, and confidential handling. It says reports can be routed to first responders, gender-based-violence cells, or the relevant police station, and may proceed to FIR registration, investigation, victim support, witness protection, evidence support, and prosecution. How the pilot differs from existing services
The Women First Response Unit is a physical response pilot: its defining feature is female officers designated to attend relevant incidents, with Lahore Police assigned mobile vehicles. The Virtual Women Police Station is a digital intake and case-routing service. It can connect a complainant to responders or other police services, but it is not the same unit as the new Lahore pilot.

What is known—and not yet established—about the rollout
The launch announcement identifies the city, intended incident scope, Helpline 15 routing, and the 22 vehicles assigned to Lahore Police. It does not provide a timetable, geographic subzones, officer count, budget, or published service targets, so it is not possible to assess response times or coverage by neighborhood from the announcement alone.
The broader first-responder system has also received investment in scene handling and training: Punjab Police said on 10 March 2026 that crime-scene protection kits were supplied to vehicles at 747 police stations and that 500 master trainers had been prepared for first-responder training.
