For inspecting an Android app’s HTTP(S) requests and responses, use a debugging proxy such as Charles; for routing traffic or testing VPN behavior, use a VPN. They solve different problems, and neither makes an app’s transport secure by itself. Android Emulator also offers two distinct proxy modes: Android System Proxy for app debugging and Emulator Proxy for routing TCP traffic through a network proxy. The five entries below are practical tool choices and workflows—not a ranked or hands-on-tested “top five.”
Proxy or VPN: which should you use?

A debugging proxy is useful for examining traffic in a controlled development workflow. It does not replace HTTPS/TLS or make a release build secure. Android documents the emulator’s separate proxy mechanisms and their limitations in its emulator networking guidance.
Five tools and workflows for Android developers
1. Android Emulator System Proxy
Start here when you need to inspect app traffic in an emulator. Android System Proxy is the emulator mode intended for app debugging. Configure a debugging proxy through Android’s system Wi-Fi settings; for HTTPS inspection, install the test certificate and ensure the app trusts it. Some apps may ignore the system proxy, so a configured proxy does not guarantee that all app traffic will appear.
2. Charles Proxy
Charles is a debugging proxy with a documented Android SSL inspection workflow. Google’s Charles SSL certificate instructions cover certificate installation and configuring an emulator or physical device. Treat trust configuration as a required part of HTTPS inspection, not a one-click guarantee.

3. Android Emulator Proxy
Use this mode when an emulator needs to reach the internet through a proxy because direct connections are blocked, such as on a restricted network. Android Studio can supply emulator proxy settings at startup; other documented configuration routes include Extended Controls, a command-line flag, and an environment variable. A restart may be needed after changing settings through Extended Controls.
This is a routing mechanism, not an inspection proxy: it forwards TCP, tunnels HTTPS without decryption, does not support UDP redirection, and has no host bypass list. Android Studio’s IDE proxy settings can populate this mode when an emulator starts, but they do not configure Android System Proxy.

4. Proxyman desktop
Proxyman’s vendor documentation describes HTTP/HTTPS capture for Android emulators and physical devices. Consult its current Android emulator setup and physical-device setup before choosing it; supported versions, platforms, and commercial terms can change.
5. Proxyman for Android
Unlike a desktop debugging proxy configured as a device’s Wi-Fi proxy, Proxyman for Android’s announcement describes a local traffic-capture implementation that uses Android’s VPN capability. That product-specific design does not mean a generic VPN can inspect encrypted requests. The vendor notes that SSL-pinned apps may reject its test certificate; its guidance is to disable pinning only in a debug build of an app you own. See the Proxyman for Android announcement.

Configure HTTPS inspection without weakening release builds
HTTPS interception works only when the app accepts the test CA. Android’s XML-based Network Security Configuration lets an app define trust anchors and cleartext policy, among other TLS-related settings. Its debug-only overrides can add test trust for debuggable builds without applying that trust to release builds.
- Use a controlled debug environment. Install the debugging tool’s test certificate only on the device or emulator used for development.
- Scope trust to the debug variant. Use Network Security Configuration’s debug overrides where the app needs to trust a user-provided test CA. Follow the tool’s setup instructions for the specific device workflow.
- Check the release variant. Verify that the shipped artifact does not include test CA trust or weaken intended TLS protections. Keep the test CA’s private key and test environment controlled.
If the app uses certificate pinning, the test certificate may not be accepted. For software you own, any pinning change should be limited to the debug build and excluded from release; do not attempt to bypass protections in apps or services you do not control.

Set up emulator and physical-device testing
Emulator traffic inspection
- Choose Android System Proxy for app-level inspection, rather than Emulator Proxy.
- Configure the debugging proxy’s host and port in the emulator’s Android Wi-Fi settings.
- Install and trust the debugging CA as required, and configure the app’s debug trust policy if needed.
- Generate app traffic and check whether requests appear. If they do not, investigate proxy use, CA trust, and certificate pinning.
Emulator access through a restricted network
- Choose Emulator Proxy when the goal is to route emulator connections through a network proxy, not to inspect HTTPS.
- Configure it through Android Studio’s proxy settings, Extended Controls, the documented command-line flag, or the documented environment variable.
- Restart the emulator if a change made through Extended Controls has not taken effect.
Physical Android device
For Google’s documented Charles workflow, the computer running Charles and the test phone must be on the same Wi-Fi network. Set the phone’s Wi-Fi proxy to the computer’s local address and Charles port, then follow Charles’s certificate and app-trust instructions. See Google’s physical-device setup instructions; confirm the selected tool’s current steps for other products.
Troubleshoot when requests are missing
- Check the proxy mode. Android System Proxy is for debugging; Emulator Proxy routes traffic and does not decrypt HTTPS.
- Check whether the app honors the system proxy. Some apps can ignore it, so the system setting alone may not capture their requests.
- Check certificate trust. The app or device must trust the test CA for HTTPS inspection.
- Check for pinning. A pinned app can reject the test certificate. For an app you own, use a debug-only pinning change if appropriate and verify it is absent from release.
Google Play policy: when proxy features are part of the app
Google Play’s device and network abuse policy prohibits unauthorized access to or interference with a user’s device, other devices, networks, APIs, or services. It also says apps facilitating proxy services to third parties may do so only when proxy service is the app’s primary, user-facing core purpose. This is relevant to products that ship proxy-service functionality; it is not a blanket prohibition on developers using debugging proxies while testing their own apps.
