Progressive Web App Frameworks: How to Choose

A practical guide to choosing a PWA framework based on your offline requirements, target browsers, team experience, and service-worker maintenance needs.

Choose the framework that fits your team, rendering and routing needs, offline data requirements, target browsers, and capacity to maintain service-worker behavior. No framework makes an app a PWA automatically: a PWA is a website enhanced with web platform features, especially a web app manifest and, often, a service worker. Frameworks can help wire up these pieces, but your offline design and the browsers your users rely on determine the experience.

What makes a website a PWA?

A progressive web app is still a website. A web app manifest supplies information browsers use for installation, while service workers are commonly used for offline and background behavior. A service worker is optional for installation; it is not a substitute for deciding what the app should do when the network is unavailable. MDN’s PWA overview explains the distinction.

Installation is not a uniform capability across platforms. Browser support, installation routes, and available APIs vary by operating system, browser, and version. For example, MDN’s installability guidance describes manifest-based installation in Chromium desktop browsers, Add to Dock support in Safari on macOS Sonoma (Safari 17) and later, and no manifest-based PWA installation in Firefox desktop. Mobile installation paths also differ. Treat these details as a starting point, not a guarantee for every current device: check the browsers and operating systems your users actually have before making an install promise. Decide what your app must do

Before comparing frameworks, describe the user journeys and technical constraints. “Works offline” can mean anything from displaying a helpful offline page to supporting edits that synchronize later; those are very different engineering requirements.

Specify the offline contract

  • Offline startup: Which screen should appear if a user opens the app without a connection?
  • Offline reading: Which pages or records need to remain available, and how old may cached information be?
  • Offline writes: Can users create or edit data without connectivity? If so, how are queued changes retried, ordered, reconciled, or surfaced when conflicts occur?
  • Network failures: What should happen when a request fails after the app has already loaded?
  • Updates: How will the app tell users that a new version is available, and when is it safe to activate it?

MDN recommends at least a custom offline page; an app-like experience goes further by keeping some or preferably all functionality useful offline. The right target depends on the product, not the framework. MDN’s PWA best practices offer guidance on designing that experience.

Map browsers and installation paths

Write down the actual target matrix: operating systems, browsers, versions where relevant, and how users will install or launch the app. Check manifest requirements, installation routes, notification needs, and any advanced browser APIs the product depends on. “Installable” does not mean users get the same prompts or native-like capabilities everywhere.

Match rendering and routing to the product

Decide whether the application needs server rendering, static generation, rich client-side interaction, deep links, or a combination. A PWA does not have to be a single-page application. Also account for the deployment environment you can operate: framework rendering features and service-worker behavior must fit the way you build and serve the app.

Compare framework fit, not generic rankings

There is no universally best PWA framework. Start with the stack your team already knows and any existing application you can extend. Then distinguish the framework’s conveniences from the work your product still owns.

  • Team and codebase: An established stack may lower training and migration effort. Replacing an existing app is not automatically better than adding the needed web capabilities to it.
  • Rendering and deployment: Confirm that your chosen rendering model, routing, and deployment setup work together.
  • Manifest support: Find out whether the framework helps generate or serve a valid manifest, and what you must configure yourself.
  • Service-worker control: Check how the worker is registered, what caching it implements, how updates are handled, and whether you can express your data policy.
  • Offline complexity: A basic cache can suit a simple offline page or read-only content. Offline editing and synchronization need explicit application logic and may require direct browser APIs.
  • Long-term maintenance: Consider whether first-party tooling is actively suited to your requirements, whether it has stated limits, and who will maintain custom worker behavior.

What the documented framework examples show

Official guidance illustrates why “framework support” should be broken into separate capabilities: manifest generation, service-worker setup, caching, push notifications, and install UI do not necessarily come as one complete package.

Next.js

The Next.js App Router PWA guide documents built-in support for generating a web app manifest. It separately walks through service workers, push notifications, and adding an app to a home screen. The guide says a valid manifest and HTTPS are required for mobile home-screen installation. It also cautions that beforeinstallprompt is not cross-browser or cross-platform and does not work on Safari iOS, so install interfaces need platform-appropriate instructions and fallbacks. The guide identifies July 30, 2026 as its last-updated date.

Angular

Angular’s service-worker getting-started guide describes adding @angular/service-worker, enabling service-worker builds, registering the worker, linking a manifest, and adding app icons. However, Angular draws a clear boundary around its worker’s scope: “The Angular Service Worker is a basic caching utility for simple offline support with a limited featureset. We will not be accepting any new features other than security fixes.” For advanced caching or offline requirements, Angular recommends direct browser APIs. Review both the Angular service-worker overview and its getting-started guide before relying on built-in caching.

Other frameworks

Do not infer current PWA integration quality from a framework’s popularity or label. For any framework not covered above, check its current official documentation for manifest handling, worker registration, caching policy, update behavior, browser limitations, and maintenance status. Compare those findings against the same requirements you use for Next.js or Angular rather than assuming a plugin or default configuration meets your offline needs.

A practical selection and validation process

  1. Write down essential journeys. For each one, state whether it must work online, offline, or in degraded mode, and whether data may be stale.
  2. Define offline data behavior. Decide what is cached, what users can change offline, how queued work synchronizes, and how conflicts or failed retries are handled.
  3. Build the browser and operating-system matrix. Confirm the installation route and required APIs on the actual target devices.
  4. Shortlist frameworks that fit your team and architecture. Prefer a viable existing stack when it meets the requirements; check rendering and deployment constraints.
  5. Audit official PWA guidance. Evaluate manifest generation, service-worker registration, cache policy, notifications, install UI, and update handling separately.
  6. Prototype the riskiest requirement. For many products, that is offline startup, offline writes, or synchronization—not merely displaying an install prompt.
  7. Test recovery and updates on target browsers. Exercise first visit, installation, offline startup, navigation, failed network operations, worker update activation, and recovery after connectivity returns.
  8. Choose based on tested fit and maintenance. A framework is a good choice when the team can ship the required experience and own its ongoing service-worker and data behavior.

Test the user experience, not just installation

Keep the app useful as a website even where installation or advanced APIs are unavailable. A manifest and a successful install flow do not prove that offline routes, cached data, or synchronization behave correctly. Test on the devices and browsers represented in your support matrix, including a fresh first visit and a later visit with the network disabled. Confirm that users can understand what is available, what is stale, and what action will retry when they reconnect.
