Changying’s reported change was not simply the purchase of a few robotic tools. The World Economic Forum account said 60 robot arms were operating across 10 production lines at the mobile-phone factory.

Calling the change a 90% workforce replacement is a rounded description of the reported reduction from 650 to 60 employees. It describes the staffing change reported at that time, not a claim that every job or every factory activity had been automated.
What the productivity claim does—and does not—show
The reported 250% productivity increase is the headline operating result, but it cannot be independently reconstructed from the published account. It does not specify the baseline period, output measure, production mix, hours worked, or whether productivity means units per worker, units per line, or another factory metric.

The same limitation applies to the 80% defect reduction. The report presents it as an outcome of the automation project but does not identify the defect definition, sampling period, product configuration, or audit process. These are reported results, not independently audited benchmarks.
Was the factory later reduced to 20 employees?
The 2017 report attributed a possible future reduction to 20 employees to general manager Luo Weiqiang. That number was a forecast at the time. It is not evidence that Changying subsequently operated with 20 employees, so it should not be presented as a confirmed later headcount.
