You generally cannot—and should not—delete files directly from a Microsoft 365 Preservation Hold Library (PHL). It is a hidden, service-managed location that preserves SharePoint or OneDrive content when retention settings require it. An authorized Microsoft 365 administrator must identify every applicable retention policy, label, or eDiscovery hold; if preservation can be ended, release the governing hold and allow Microsoft’s delay and cleanup processes to run.
If you mean files visible in the OneDrive sync client on Windows, deleting the local or synced copy does not remove the Microsoft 365 retention requirement. The documented procedure concerns SharePoint and OneDrive, not a separate Windows-local Preservation Hold Library.

Why files appear in the Preservation Hold Library
When someone edits or deletes content covered by a retention setting, SharePoint or OneDrive may preserve a copy in the PHL. Users can continue working with the ordinary files while Microsoft 365 retains the required copy for compliance. Microsoft describes the PHL as a hidden system location that is not designed for interactive use, and says editing, deleting, or moving automatically retained files yourself is unsupported. See Microsoft’s SharePoint and OneDrive retention guidance and its retention overview.

That is why a file may be absent from its original folder yet still consume storage, or why an attempted deletion appears to have no effect. The PHL is not an ordinary library to clean up through a browser, synced folder, script, or third-party utility.

What “in Windows” means here
The Microsoft guidance relevant to this issue covers SharePoint sites and OneDrive accounts. A file shown in File Explorer through the OneDrive sync client is a Windows view of cloud content; deleting that local or synced view does not release a retention policy or eDiscovery hold. The available Microsoft sources do not establish a separate Windows-local PHL or a Windows file-system procedure for clearing one.
What an end user should do
If you are not a Microsoft 365 compliance or SharePoint administrator, do not try to open or manipulate the hidden PHL. Contact your organization’s Microsoft 365 administrator and provide the affected OneDrive account or SharePoint site, examples of the content, and the storage problem. The administrator can determine whether preserving the content is still required.

How an administrator should investigate
Identify every hold that applies
A retention policy, retention label, or eDiscovery hold may each preserve content independently. One remaining hold can prevent permanent deletion even after another policy or case hold has been changed. Microsoft identifies an active retention policy or eDiscovery hold as a common reason PHL content does not expire and recommends starting SharePoint and OneDrive hold checks with Invoke-HoldRemovalAssistant -Identity <siteUrl-or-userUPN>. This is an administrative check in the applicable Microsoft 365 PowerShell context, not an end-user cleanup command. Review the output and investigate organization-wide and location-targeted retention policies and any delay holds as appropriate. See Microsoft’s eDiscovery hold management troubleshooting guidance.

Decide whether preservation can end
Confirm with the responsible records, legal, or compliance owner that the content no longer needs to be retained before changing or releasing a hold. Storage pressure alone is not a reason to override a legal or operational preservation requirement. If the hold remains valid, leave the content preserved.

Release only the applicable hold, if authorized
When the responsible owner approves ending preservation, the administrator should change or release the policy or case hold that applies, following the relevant Microsoft 365 compliance workflow. Removing one hold is not enough if another policy, label, or case hold still covers the content. Microsoft documents a 30-day grace period after release of a SharePoint or OneDrive retention policy; during that period, content continues to be retained and PHL cleanup is suspended. Removing a site from an eDiscovery hold also invokes a 30-day delay hold. Details are in Microsoft’s retention policy and label guidance and eDiscovery hold creation guidance.
How long cleanup can take
Do not treat a release date as a guaranteed deletion date. The applicable 30-day policy grace period or eDiscovery delay hold must run its course, and another hold may continue to require preservation. Once retention obligations end, Microsoft 365 manages cleanup; additional service processing time may be needed.

For applicable SharePoint and OneDrive retention paths, Microsoft documents a 93-day period spanning the first- and second-stage recycle bins. This is a lifecycle detail, not a promise that every PHL item will be permanently deleted exactly 93 days after a user deletes or edits it. The actual path depends on the policy and whether another retention policy, label, or eDiscovery hold still applies. Consult the SharePoint and OneDrive retention documentation before estimating a completion date.

After the administrator confirms that all applicable holds have ended and the relevant delay period has passed, allow the service to complete its cleanup. If the items still appear or storage remains affected, continue through Microsoft’s official eDiscovery hold troubleshooting steps or escalate through your organization’s Microsoft 365 support process. Do not attempt direct deletion from the hidden library as a workaround.
