A scan might count reachable IP-and-port pairs, protocol-confirmed services, devices identified as FortiGate, or management and VPN interfaces. Those are different measures—not interchangeable counts of exposed devices.
So, why do FortiGate exposure numbers differ? They depend on the scanner’s coverage and identification rules, when it observed the internet, and whether the result counts ports, services, endpoints, or devices. No cited source provides a current census of all FortiGate devices exposed to the public internet.

What does an “exposed port” count actually measure?
A port is a numbered endpoint for network traffic. A scanner may report one as open after receiving a response, but that alone does not establish that an application or service is running there. Shodan draws this distinction explicitly: it describes a service as an open port plus an indication that an actual service is running behind it. Firewalls and honeypots can respond to connection probes even when no service is present. Shodan’s “Port vs Service” documentation explains the difference.
Even a confirmed service is not the same as a FortiGate device, a vulnerable device, or a compromised device. A report’s unit might be an IP address, an IP-and-port pair, an identified protocol service, or an application record attributed to FortiGate. One device could also have multiple addresses or interfaces, so a device count depends on how the dataset attributes and deduplicates them.

Common units in exposure reports
- Open port: a scanner observed a response on a transport port, according to its probing method.
- Service: the scanner identified evidence of a running protocol or application, potentially using a handshake or fingerprint rather than just a port number.
- Endpoint: a reachable address-and-service combination, which may represent one of several interfaces on a device.
- FortiGate application or device record: a dataset attributes an observed endpoint to FortiGate using its identification rules. This is not automatically a unique physical appliance.
- At-risk interface: a management, VPN, or other service whose accessibility and configuration create a security concern. This requires more context than an open-port tally.
Why do FortiGate exposure numbers differ?
Two reports can both be accurate for their own methods and still show different totals. Before comparing them, check what each counted and how it found the result.
Port and protocol coverage
A scan limited to common ports can miss services running elsewhere. Censys says its scanning includes all 65,535 IPv4 ports and automatic protocol detection. Its 2025 ACM SIGCOMM paper estimates that, under the paper’s sampled comparison methodology, Censys saw 98% of IPv4 services on the top 10 ports, 97% on the top 100 ports, and 62% across all 65,535 ports. These are study-specific estimates of service visibility, not a universal accuracy guarantee and not FortiGate-specific exposure rates. The 2025 paper describes the methodology and estimates.

The port number also does not always reveal the protocol. Censys reports that its scanner can detect many protocols on any port, so a service may be identified even when it runs on a nonstandard port. A scanner that checks only expected port-and-protocol combinations can produce a different count from one that probes broadly and identifies protocols from responses.
What the scanner treats as a service
Some methods count a port that answers a connection attempt; others require evidence of a protocol or application. The stricter rule can reduce false positives but may produce a smaller total. Identification can also depend on how a scanner handles unexpected responses, banners, handshakes, and application fingerprints.
Observation date and record freshness
Internet-facing services change: administrators can add or remove access, addresses can be reassigned, and configurations can be updated. Censys’s documentation, accessed October 7, 2026, says it checks the age of more than 3 billion services in its dataset daily, rescans unnamed services older than 24 hours, and reports an average age of about 16 hours for high-value service data. These are Censys-specific, vendor-reported figures, not a general guarantee about scanner freshness. It also says predictive scanning accounts for over 40% of the services it finds. Censys’s Internet Scanning documentation describes its scope and refresh approach.

Attribution and deduplication
A scanner must decide whether an endpoint belongs to FortiGate. A FortiGate-specific application fingerprint may identify an observed service, but attribution is not the same as independently verifying a unique appliance. Reports may count multiple interfaces or addresses separately, or group them together; unless the methodology says how it deduplicates, the device total is difficult to interpret.
Which FortiGate ports might appear in a scan?
A Fortinet Community technical tip published May 28, 2025 lists examples of ports and associated services that may be found on public FortiGate IPs. The list is guidance about possible exposure, not a claim that these services are enabled by default or are unsafe in every deployment. Fortinet Community’s technical tip discusses the examples and recommends auditing public interfaces.

| Port and transport | Example service in Fortinet Community guidance | Interpretation |
|---|---|---|
| 21/TCP | FTP | Check whether the service is required and who can reach it. |
| 22/TCP | SSH | Remote administration can be legitimate, but public reachability should be deliberate and restricted. |
| 23/TCP | Telnet | Verify whether it is needed; its presence warrants review of the intended access and configuration. |
| 80/TCP | HTTP | Identify the actual service and whether public access is intended. |
| 443/TCP | HTTPS / SSL VPN | The port alone does not tell you whether the endpoint is a management interface, VPN service, or another HTTPS application. |
| 179/TCP | BGP | Determine whether routing service exposure is required for the deployment. |
| 3389/TCP | RDP | Confirm what is listening and whether external reachability is necessary. |
| 5060/UDP and TCP | SIP | Check the relevant transport and intended service; a count should not merge UDP and TCP without saying so. |
| 2000/TCP | Cisco SCCP | Confirm whether this service is expected on the public address. |
Fortinet’s article notes brute-force attempts, denial-of-service risk, and increased attack surface as reasons to review exposed services. Its conclusion says, “Each unnecessary TCP/UDP port that is open/exposed represents a potential entry point for exploitation.” That is a warning to review unnecessary access, not proof that every responsive port is exploitable or that a device has been compromised.

- Population and address family: Is it scanning public IPv4, IPv6, named web properties, selected networks, or another defined population?
- Coverage: Which ports and transports are probed? Are nonstandard ports and unexpected protocols included?
- Identification rule: Is an open-port response enough, or does the scanner require a protocol handshake, banner, or application-specific fingerprint?
- Time: When was the observation made, how old can a record be, and how often are stale services rescanned or removed?
- FortiGate attribution: How does the source identify FortiGate, and does it count multiple interfaces or addresses as one device or several endpoints?
- Risk label: Is the report describing reachability, management-plane exposure, VPN availability, a vulnerable version, or an exploitable configuration? These are not equivalent findings.
If a report does not disclose one of these details, treat its total as a result under an incompletely described method—not as a definitive count of all internet-exposed FortiGate devices.
What does an exposure count say about risk?
A reachable service is a reason to ask what it is, why it is public, and whether its access is appropriately restricted. It does not by itself demonstrate a vulnerability or compromise. Risk depends on the service’s purpose, configuration, software version, access controls, and applicable threat context.

That is an illustration of the kinds of context an application record may provide, not a current population statistic or a claim about every observed FortiGate. Censys’s Platform Application and Endpoint Data documentation provides the example.
How to check and reduce unnecessary exposure
Fortinet’s May 28, 2025 guidance gives nmap <IP FortiGate> as an example for checking exposed ports. A scan is a view of what the chosen method can observe at that time; it does not replace reviewing the device’s intended configuration and current Fortinet guidance for its FortiOS version.
- Inventory required services. Identify what each public interface is meant to provide, including management access, VPN, routing, or other services.
- Check reachability from an appropriate external vantage point. Use an authorized scan against the intended public address and record the date, address family, protocols, and port coverage so the result can be interpreted.
- Verify the service and purpose. For each response, establish what is actually listening and whether public access is required; do not infer the application from the port number alone.
- Restrict what is unnecessary. Remove unneeded public access and limit required services to appropriate sources and interfaces, following current Fortinet guidance for the deployed FortiOS version.
- Recheck after changes. Confirm that the intended restrictions are visible externally and that necessary services remain available.
Is there a current total of exposed FortiGate devices?
The sources cited here do not establish a current global total. Censys’s global service figures describe its dataset and scanning methods, while its FortiGate record is an example; neither is a census of all FortiGate devices exposed to the internet. Any defensible total would need to state the dataset, observation date, population and address family, port and protocol coverage, service-identification rule, and deduplication method.
