The Commission will address sanctions at a separate hearing. The appeal is confidential, and no appeal date or decision timetable has been published, so neither a points deduction nor expulsion is a settled outcome.
What is Man City’s status now?
The independent Commission’s decision is part of a Premier League disciplinary proceeding, not a criminal court judgment. Manchester City filed its appeal at 7 p.m. on 1 October 2026; the Premier League confirmed it on 2 October. The league says the Appeal Board hearing will remain private and confidential until publication of the outcome is permitted. The league says the Commission will consider sanctions at a further hearing. Its published update does not say whether a sanction can be imposed before the appeal is decided, or which process will conclude first. The Premier League’s 29 September 2026 statement says it intends for the full process to conclude as soon as possible, but gives no schedule.
What did the independent Commission find?
According to the Premier League’s summary of the Commission’s decision, City was found guilty of all charges concerning serious financial-rule breaches over the nine seasons from 2009/10 through 2017/18, and of most charges concerning failure to cooperate with the league’s investigation.

The league says the Commission found that sham commercial arrangements and other arrangements funded by Abu Dhabi United Group Investment & Development Ltd (ADUG), which owned the club, inflated reported revenue and reduced costs. The Commission found that these arrangements artificially inflated revenue and reduced costs by more than £900 million over the affected period. That figure is the Commission’s finding as reported by the Premier League, not an independent calculation here.
The league’s summary also says the Commission found that City misstated its accounts, concealed the true state of its finances from auditors and football regulators, and would have breached Premier League and UEFA spending limits if its finances had been accurately reported. Three of the four alleged categories of breaches involving cooperation and utmost good faith were upheld.

What can happen to the verdict on appeal?
The Premier League says the Appeal Board, appointed by the Chair of the Judicial Panel, consists of three members; its chair should have held judicial office. The board may allow or dismiss the appeal, or make another order it considers appropriate, including varying the Commission’s order.

City says its position is that the Commission’s opinion contains “clear material errors, of law, principle and fact and is unsafe,” and continues to assert its innocence. That is the club’s appeal argument, not a finding by the Appeal Board. City’s statement gives its account of the challenge.
Could Man City face a points deduction or expulsion?
The Premier League says its rules give the Commission broad discretion over sanctions and lists fines, points deductions and other sporting sanctions as possibilities. The list is non-exhaustive; the Commission will decide after the sanction hearing. The league has not announced a particular sanction, and its published summary does not establish that any one outcome is likely.

When will the appeal and sanction decisions happen?
The Premier League has not published a date for either hearing or said in what order the appeal and sanction processes will conclude. Associated Press reported that the rules provide for an appeal hearing within 12 weeks of filing and that it cannot exceed five consecutive days. That is a reported rule-based window, not an announced hearing date or a published decision deadline. Associated Press’s 2 October 2026 report describes that timing.
The Premier League says the Commission’s hearing lasted 42 days and concluded in December 2024. In explaining the time taken to produce its decision, the Commission cited approximately 7,000 pages of witness and expert transcripts, as quoted in the league’s statement. Those figures describe the original Commission process, not a schedule for the appeal.
