The Pune Municipal Corporation (PMC) began an anti-encroachment demolition drive in Kausar Baug, Kondhwa, on October 1, 2026. Hindustan Times reported the next day that at least 100 structures were demolished. The action followed a Bombay High Court direction on residents’ complaints, but the court did not rule that the contested structures were illegal or order blanket demolitions.
What happened in Kausar Baug?
PMC’s anti-encroachment squad carried out the action on Thursday, October 1, in Kausar Baug, Kondhwa. Hindustan Times reported on October 2 that at least 100 structures were demolished. That is the newspaper’s reported count; the coverage does not establish that every structure named in residents’ complaints was removed.
PMC deputy commissioner Somnath Bankar told Hindustan Times that the civic body was acting under applicable rules and court directions, and that action would be taken against establishments found to be violating the rules. The report attributed the deployment of three special teams and around 60 police personnel to Kondhwa police inspector Santosh Khetmalas.
What did the Bombay High Court direct?
On September 10, 2026, the High Court was hearing a writ petition filed by the Kausar Baug Residents Forum. The reported bench comprised Chief Justice Mahesh Chandra Tripathi and Justice Advait M. Sethna. It directed authorities to decide the forum’s complaints in accordance with law, provide adequate notice before decisions or action, and conclude the corporation’s proceedings. The bench said, “We expect that the proceedings are to be finalised by the Corporation, in accordance with law,” as quoted by Hindustan Times.

The petition was disposed of without a decision on the merits of the allegations. In practical terms, the reported order required the authorities to process the complaints lawfully and with notice; it was not a finding that all named businesses or structures were unauthorised, nor an unconditional order to demolish them. What complaints prompted the action?
The Residents Forum’s petition raised allegations about roadside encroachments and unauthorised commercial activity. Reports described complaints concerning eateries, hotels, roadside vendors, temporary structures, marriage halls and other commercial establishments. The forum also raised concerns about roads and footpaths, open spaces and playgrounds, parking, rickshaw stands, emergency access, sanitation, waste, drainage and fire safety. These are issues raised by the petitioners; the court did not determine whether the allegations were true.

Is the demolition drive complete?
Residents welcomed the initial action but said follow-through was needed. Forum president Habib Patel described the drive as part of a three-phase crackdown and said residents expected the PMC to remove remaining encroachments. Another resident, Nisar Attar, told Hindustan Times that several encroachments remained after the initial step.
The October 2 report does not confirm that all three phases were completed, give a deadline for further action, or establish that every contested structure was removed. The latest account cited here is that October 2 report; completion beyond the initial drive is not established.
