Plug-in solar is a smaller, lower-entry option for homes with a sunny outdoor space but no suitable roof under the resident’s control; rooftop solar is the better fit when you control a suitable roof and want substantially more generation. Neither is automatically cheaper overall: useful savings depend on local rules, installed cost, sunlight, when you use electricity and what you can earn for exports. In Great Britain, compliant plug-in kits became available on 27 August 2026; rules in Germany and elsewhere differ.
What’s the difference between plug-in and rooftop solar?
A plug-in solar system typically combines one or more photovoltaic modules, an inverter, a cable and a mounting structure. The inverter changes the panels’ direct-current output into grid-compatible alternating current for use in the home. Germany’s Umweltbundesamt describes these small systems as a way for people in flats and rented homes to take part in solar generation; it also notes that one can be a first step toward a larger rooftop system. Rooftop solar is a fixed array installed on a building’s roof. It can be much larger: a 2025 report hosted by Boston University describes German plug-in systems commonly rated at 600–800 W and uses a 10 kW rooftop system as an example. Those are rated-power figures, not estimates of annual energy production. Boston University-hosted report, July 2025
Costs and savings: what can you compare?
The UK Department for Energy Security and Net Zero gives upper estimates of up to £110 a year in bill savings for plug-in solar and up to £480 a year for rooftop solar. These are government-stated maximum estimates, not guaranteed or personalized returns; they should not be treated as a direct comparison without shared assumptions about system size, use, location and export payments. For a historical, Germany-specific reference—not a current quote—a Boston University-hosted report published in 2025 cites an estimated 2023 cost of $15,160–$16,850 for a 10 kW rooftop system. The reviewed official sources do not establish a universal current upfront kit price or a comparable lifetime cost or payback period for both options. Obtain local quotes and compare the full installed cost, applicable export terms and any storage costs rather than relying on a generic payback claim. Boston University-hosted report, July 2025
How much electricity can each produce?
Plug-in solar
The UK government says each compliant plug-in kit can produce up to 800 W and may supply up to 20% of an average home’s electricity use. These are upper figures, not a yield guarantee. Sun exposure, orientation, shading, season, mounting position and household demand affect the useful output. UK government rollout announcement, 27 August 2026

Rooftop solar
A rooftop array can be sized well beyond a plug-in kit, which is why it is the more suitable route if your aim is substantially greater generation. Rated power alone does not tell you how many kilowatt-hours a system will produce in a year; that estimate requires local production assumptions such as roof orientation, shading and weather.

Power used while panels are generating can directly displace electricity bought from the grid. The value of electricity sent out instead depends on local arrangements and rules. Rules, permissions and safety depend on where you live
Great Britain
Compliant plug-in kits became available in Great Britain on 27 August 2026. The government said Amazon, Argos, Currys and Wickes had committed to stock them. Before buying, check the rules for your property: you may need permission from a landlord, building owner or freeholder, as well as planning permission or listed-building consent. UK government rollout announcement, 27 August 2026
A UK safety study published on 16 June 2026 found that representative systems it tested operated safely under the tested conditions, with protective devices working effectively and no evidence of sustained unsafe energisation or unacceptable thermal effects. It also found variation in export-limitation behaviour and electromagnetic compatibility. Those results apply to the systems and conditions studied, not every product or installation, and help explain the need for a UK-specific product specification. Germany
Germany has separate technical and registration requirements. The Umweltbundesamt says systems with up to 2,000 W total module DC capacity and an 800 W inverter AC capacity must be registered in the Marktstammdatenregister. The network operator checks whether an older meter needs replacing; the agency says temporary operation with a backward-running meter is allowed while awaiting replacement. For a standards-compliant connection, it says systems above 960 W module capacity require a special energy plug or a fixed connection by an electrician; ordinary Schuko connections are described only under stated conditions. Check current local guidance and product standards before purchase. Umweltbundesamt: plug-in solar systems

Which option suits you?
Choose plug-in solar if…
- You rent or live in a flat and cannot use a suitable roof.
- You have a sunny outdoor position and a safe, permitted way to mount the panels.
- A modest contribution to household electricity is worthwhile, especially if you can use power during daylight.
- You have checked local rules, property permissions, the required connection and product compliance.
Choose rooftop solar if…
- You control a suitable roof with adequate sunlight and sound structure.
- You want substantially more generation than a small plug-in kit can provide.
- You can fund and arrange a compliant grid-connected installation.
- You want to assess a larger system, potentially with battery storage, against local quotes and export terms.
How to compare quotes or a plug-in kit
Before committing, compare the factors that determine whether the system will work for your home and its real value:
- Permission and connection: Confirm property approvals, local rules and the permitted connection route for your country.
- Full cost: Include equipment, mounting, installation and any electrical work; for rooftop systems, compare itemized local quotes.
- Expected useful generation: Ask for an estimate based on your location, orientation and shading rather than converting rated watts directly into annual output.
- Self-use and export: Consider how much power you can use while the panels are generating and what local arrangements apply to surplus electricity.
- Safety and future needs: Check that the product and installation meet local requirements, and assess any storage option as part of the system rather than assuming it is included.
A plug-in solar panel kit can make sense when roof access is the barrier and a small daytime contribution is useful. If your goal is to cover a much larger share of household demand, compare rooftop options where you have a suitable roof and permission.
