Neither plant-based nor meat-based school meals are a universal winner. Nutrition depends on the actual foods, portions, preparation, and full meal; the sources available do not establish which type costs less or which students generally prefer. Federal guidance gives schools flexibility to include plant-based choices, and one small, older cafeteria study found that students bought the vegan items it tested. For schools and families, the useful comparison is between specific menus and local results—not labels.
What counts as plant-based or meat-based?
For this comparison, a plant-based meal is one built around foods such as beans, peas, lentils, grains, vegetables, or tofu, and may contain no animal-based protein. A meat-based meal includes meat as a protein. These labels do not, by themselves, tell you whether a meal meets school meal requirements, is nutritionally balanced, costs less to produce, or will be eaten.

USDA’s national School Nutrition and Meal Cost Study covers school meal operations, nutrition, costs and revenues, participation, dietary intake, and plate waste. Its overview is a broad program evaluation, not a direct, matched comparison of plant-based and meat-based meal costs. USDA School Nutrition and Meal Cost Study

Nutrition depends on the specific menu
A fair nutrition comparison looks at recipes, serving sizes, preparation, and how each meal fits into the full menu—not just whether it contains meat. USDA’s updated school-meal standards provide menu-planning flexibility that includes plant-based foods. For breakfast, beans, peas, lentils, eggs, and tofu can serve as meat alternates when used within applicable meal-pattern rules. An ingredient’s eligibility does not automatically make every recipe or serving compliant; schools must plan the meal to meet the standards.

One cafeteria study found that the vegan items it tested had less total fat, saturated fat, and energy, and more dietary fiber than the competing foods measured. That finding applies to those items in that study. It does not show that every plant-based meal has the same profile or that meat-based meals are necessarily higher in those nutrients. USDA school meal standards
For an actual menu decision, compare the nutrient profile of the complete meals and check each against the requirements that apply to the school program. A label such as “plant-based” or “meat-based” is not a substitute for that analysis.

Cost: the available figures are not a menu-type comparison
The USDA study covers school meal costs and revenues, but its overview does not establish whether a nutritionally comparable plant-based meal or meat-based meal is cheaper to produce. A reported lunch price is also not a production-cost figure: it does not tell you what a particular menu costs in ingredients, labor, preparation, or waste.
In SY 2022–23, the average paid lunch price reported for the surveyed school food authorities was $2.99, compared with $2.49 in SY 2015–16, a 20% increase. These are prices charged for paid lunches in the survey context, not costs for either type of menu. USDA school food authority operations study

To compare production costs locally, schools would need to assess both meals on the same basis: comparable serving sizes and nutritional requirements, ingredient purchasing, staff time, preparation, and food waste. Without that matched comparison, it is not sound to assume plant-based meals always cost less because some ingredients are inexpensive—or more because a particular meat substitute is costly.
Are students more likely to eat one type?
What one cafeteria study found
Eckart, Strong, Moppert, and Barnard studied elementary and middle school cafeterias in one demographically diverse district. For four weeks, the cafeterias offered vegan items once a week. On study days, those options accounted for more than half the average meals sold per school. The researchers reported that students were willing to purchase the options offered, and managers said the tested items were easy to prepare. Eckart, Strong, Moppert, and Barnard, 2010

What national menu data can—and cannot—tell you
In SY 2022–23, 43% of surveyed school food authorities said they offered a breakfast menu without animal-based proteins at least weekly, and 27% said they did so for lunch. These figures describe operator-reported menu frequency. They are not the share of meals students chose or ate, and they do not measure preference. USDA school food authority operations study

USDA’s national study includes satisfaction and plate waste among its research areas, but the overview does not report those outcomes as a plant-based versus meat-based comparison. For a particular school, sales, student feedback, and plate waste are more useful measures of how well specific meals are working.

Schools considering menu changes can use the same evaluation approach for both kinds of meals:
- Check meal-pattern fit: Analyze the full recipe and serving against the applicable standards, rather than relying on the meal’s label.
- Calculate comparable production costs: Include ingredients, labor, preparation, purchasing scale, and waste on the same basis for each option.
- Measure acceptance: Track sales, ask students for feedback, and assess plate waste for the meals actually served. Account for familiarity and the school’s context.
- Assess operations: Consider staffing and preparation needs. The managers in the 2010 study found their tested vegan items easy to prepare, but that does not establish feasibility for every district.
- Consider choice and access: Where practical, offer options that reflect community preferences and gather input from students and parents.
CDC guidance identifies appealing meals, student and parent input, and enough time to eat as participation considerations. It recommends at least 10 minutes for breakfast and 20 minutes for lunch. Those considerations apply to plant-based and meat-based menus alike. CDC strategies to improve school meal consumption

Plant-based meals are part of school food-service practice, and USDA guidance allows menu flexibility within applicable requirements. A single, limited cafeteria study found favorable sales for the vegan items tested. The available sources do not identify a cost winner or establish a general student-preference winner, so those questions are best answered with comparable cost data and acceptance measures from the school serving the menus.
