Press F to cycle Photoshop through its screen modes until the standard workspace returns. For a direct selection, choose View > Screen Mode > Standard Screen Mode. These instructions apply to Photoshop desktop on Windows and macOS.
Exit full screen with the keyboard

Press F. Photoshop cycles forward through Standard Screen Mode, Full Screen Mode with Menu Bar, and Full Screen Mode. If the standard workspace does not appear after the first press, press F again. Adobe lists this shortcut for both Windows and macOS: Default keyboard shortcuts in Adobe Photoshop.

To move through the modes in reverse order, press Shift+F. Adobe lists this shortcut for Windows and macOS as well.
Select Standard Screen Mode from the menu
To skip cycling through modes, choose View > Screen Mode > Standard Screen Mode. Standard Screen Mode is Photoshop’s default presentation, with the menu bar and scroll bars. See Adobe’s guide to viewing images in Photoshop.
If the tools or panels are still missing
Screen mode and panel visibility are separate controls. If the document is no longer full screen but the toolbar or panels remain hidden, press Tab to toggle all panels back on. Press Shift+Tab to toggle panels other than the Tools panel and Options bar. These shortcuts change panel visibility; they do not change screen mode. Adobe documents them in its keyboard shortcut reference.

If the F shortcut does not work

Make sure Photoshop has keyboard focus by clicking the document or application first.

Check whether the shortcut was customized: open Edit > Keyboard Shortcuts and review the assignment. Adobe documents this dialog for desktop Photoshop in its keyboard shortcut customization guide.

If your installed shortcut assignment differs, use the menu route to select Standard Screen Mode directly.
