Percentage rollouts decide how much of an eligible audience sees a checkout change; segment targeting decides which users are eligible. For checkout, you can use either control alone or combine them: define who may participate, choose a stable assignment unit that keeps a shared checkout experience consistent, then allocate exposure. A gradual rollout helps manage release risk; it is not automatically a controlled experiment or a reliable estimate of the change’s impact.
What percentage rollout and segment targeting mean
These controls answer different questions. A percentage rule allocates a share of the population that has already met the applicable conditions. A segment rule determines eligibility based on attributes such as market, plan, group, account, or user identity. Cloudflare describes a rollout as requiring both the targeting rules and a matching rollout bucket; Azure documents percentage, group, user, schedule, and custom-attribute conditions.

That distinction matters in checkout: “show the new flow to 10%” does not, by itself, say whether those users come from every market or only one market. “Show it to enterprise accounts” identifies an audience, but does not say whether every eligible account receives it.

| Typical use | Staged exposure or traffic allocation | Beta cohorts, markets, plans, or allow/exclude rules | Gradual exposure within a selected audience |
| Key implementation concern | Use a stable bucketing key if repeat visits should keep the same assignment. | Ensure targeting attributes are accurate and available when the rule is evaluated. | Make rule order and fallback behavior clear. |
| Checkout concern | Choose a user, account, or site key that fits the shared checkout state. | Specify market and audience eligibility, including exclusions. | Avoid splitting people who need a consistent checkout experience. |
| What it establishes | Exposure and release progress; not, by itself, a controlled impact estimate. | Audience eligibility; not, by itself, a controlled impact estimate. | A controlled comparison only if variants, assignment, and outcome measurement are designed for that purpose. |
The controls can be composed: first apply eligibility rules, then allocate a percentage within the eligible group. Cloudflare documents percentage rollouts alongside targeting conditions, and GO Feature Flag describes combining targeting and rollout rules. Choose an assignment unit that matches the checkout experience
The bucketing key determines who stays together. If a person can return to checkout from another device or session, a stable user identifier may be appropriate. If checkout behavior or state is shared at account or organization level, assigning at that level can prevent people in the same group from receiving conflicting experiences. For a site-wide experience, site-level targeting keeps users at that site together; user-level targeting can give users at the same site different behavior, as Atlassian’s guide explains.
Cloudflare recommends a stable user or account identifier for sticky percentage assignment. If the key is missing or changes, assignment may not remain consistent across evaluations, depending on the system’s bucketing behavior. Choose a key deliberately rather than assuming that a percentage setting alone makes assignment persistent. [Atlassian percentage rollouts] [Cloudflare percentage rollouts]
Set eligibility before deciding the allocation
List the markets, plans, accounts, or other attributes that should qualify, along with any exclusions. Check that each attribute is populated and available at the point the checkout flag is evaluated; otherwise, eligible users may fall through to a default experience. Rollout eligibility can also depend on market configuration: Shopify notes that eligible visitors depend on both configured traffic allocation and the markets to which changes apply. If the goal is a safety-oriented release, begin with a limited share of the eligible audience and increase it as operational evidence supports expansion. Cloudflare illustrates a ramp of 5%, 25%, 50%, and 100%; these are example settings, not a universal schedule or evidence about checkout performance. The appropriate pace depends on your risk tolerance and the signals you monitor. [Cloudflare percentage rollouts]

A gradual rollout is primarily a way to manage exposure. To compare a changed checkout with its control, define explicit control and treatment variants, allocate eligible traffic between them, and record both assignment and outcomes. Azure’s feature-management documentation discusses A/B testing and evaluation telemetry; Google Cloud’s experimentation guide describes percentage allocation and named variants. The Google Cloud pages are marked Preview and subject to pre-GA terms in the retrieved documentation, so verify current product availability and status before relying on them for implementation.

For either approach, make the observed signals match the objective. A safety ramp calls for operational monitoring such as checkout errors and latency alongside checkout outcomes. An experiment calls for checking the actual assignment distribution and analyzing outcomes defined in advance. Telemetry showing a traffic split is useful, but does not on its own establish that a particular checkout metric or statistical method is sufficient. A practical decision path
- Set the goal. For gradual release and risk management, use a percentage ramp. For estimating impact, define a controlled experiment with explicit variants and outcome telemetry.
- Choose the shared-experience boundary. Decide whether assignment belongs to a user, account, organization, or site, and use a stable key appropriate to that boundary.
- Define eligibility. Specify markets, plans, groups, or other required attributes and exclusions; verify those attributes are available when checkout evaluates the rule.
- Set allocation inside the eligible audience. Use a limited initial share for a cautious launch, or allocate traffic between control and treatment for an experiment.
- Verify behavior and monitor. Confirm that the intended audience and assignment unit receive the expected variants. Watch operational health during a ramp; for an experiment, inspect assignment distribution and predefined outcomes.
Common mistakes to avoid
- Treating a percentage as an audience definition. A percentage only allocates within the population admitted by the applicable rules.
- Using a changing or inappropriate assignment key. This can undermine sticky assignment or split a shared checkout experience.
- Calling a rollout an A/B test. A staged release does not automatically provide a controlled comparison or an unbiased estimate of broad user impact.
- Assuming a selected segment represents everyone. Results from one market, plan, or account group may not describe the wider audience.
- Ignoring market rules or missing attributes. Both can affect who actually qualifies, regardless of the intended percentage.
