PhotoImpact file inventories include PEComm.dll in the application directory. The file is associated with older Ulead PhotoImpact releases and later Corel PhotoImpact product records.

That means Windows Update, System File Checker, Visual C++ Redistributables, DirectX, and .NET do not normally provide pecomm.dll. A repair of the owning application is the correct starting point.

Public file databases disagree about the DLL’s version and size. Treat those records as unreliable for choosing a replacement file. There is no authoritative standalone pecomm.dll redistributable that should be installed separately.
Why PhotoImpact reports that pecomm.dll is missing
Common messages include:
- “The program can’t start because pecomm.dll is missing from your computer.”
- “This application failed to start because pecomm.dll was not found.”
- “Error loading pecomm.dll. The specified module could not be found.”
- “The procedure entry point could not be located.”
- “pecomm.dll is not designed to run on Windows.”
The first two messages usually mean the file is absent from the PhotoImpact installation or the program is starting from the wrong folder. “The specified module could not be found” can also mean that pecomm.dll exists but one of its dependent files is missing.
Typical causes include:
- An incomplete PhotoImpact installation.
- A failed update or copied installation folder.
- Antivirus software quarantining the file.
- PhotoImpact being moved to another drive.
- A damaged disk or application file.
- Conflicting DLL copies in system directories.
- PhotoImpact being removed while a startup shortcut remained.
- An incompatible or damaged DLL from another release.
Fix 1: Repair PhotoImpact from Windows
Use this method first if PhotoImpact is still listed as an installed application.
Windows 11
- Select Start > Settings.
- Open Apps > Installed apps.
- Find PhotoImpact.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair.
- Restart Windows.
- Launch PhotoImpact from its normal shortcut.
The repair option is not available for every traditional desktop program. If you do not see it, use the installer-based repair method below.
Windows 10
- Select Start > Settings.
- Open Apps > Apps & features.
- Select PhotoImpact.
- Choose Advanced options, if shown.
- Select Repair.
- Restart the computer.
- Open PhotoImpact again.
A successful repair should restore the application’s private DLLs without requiring a file to be copied into a Windows system folder.
Repair through Programs and Features
Older desktop installers often expose their repair controls through Control Panel:
- Press Windows key + R.
- Enter
appwiz.cpl. - Press Enter.
- Select PhotoImpact in the installed-program list.
- Select Change, Repair, or Modify.
- Follow the installer prompts.
- Restart Windows when the process finishes.
If the installer asks for the original disc or setup files, use the legitimate installation media for the same PhotoImpact edition. Avoid mixing files from different PhotoImpact releases.

Fix 2: Reinstall PhotoImpact from legitimate media
Reinstall PhotoImpact when repair is unavailable, the installation folder was deleted, or the file remains missing after repair.
- Save any PhotoImpact projects and custom assets.
- Open Settings > Apps.
- Locate PhotoImpact and select Uninstall.
- Restart Windows.
- Run the original PhotoImpact installer as an administrator.
- Install the same edition you previously used.
- Apply only patches intended for that edition.
- Restart Windows.
- Launch PhotoImpact using the newly created shortcut.
If PhotoImpact is not listed in Settings, check Control Panel > Programs and Features. If it is absent there as well, reinstall from the original legitimate disc, backup, or installer supplied by the software publisher.

Do not restore an old application by copying only its executable and a few DLLs from another computer. PhotoImpact may also require configuration files, supporting libraries, registry entries, and the correct directory structure.

After reinstalling:
- Right-click the PhotoImpact shortcut.
- Select Properties.
- Open the Shortcut tab.
- Note the path shown in Target.
- Select Open File Location.
- Look for
pecomm.dllbeside the PhotoImpact program files.
The file should remain with the application. Do not move it to C:WindowsSystem32, C:WindowsSysWOW64, or another directory on the system PATH.
Fix 3: Check Windows Security quarantine
Security software can remove or quarantine a legitimate application file. The filename alone does not prove that a file is safe, so do not immediately restore it.
- Open Start.
- Search for Windows Security.
- Open Virus & threat protection.
- Select Protection history.
- Review recent detections involving PhotoImpact or
pecomm.dll. - Confirm the original file path, detection name, and date shown by Windows Security.
- Scan the original PhotoImpact installer and installation folder.
- If the security product identifies the installer or DLL as malicious, remove the installation instead of restoring the file.
- If a trusted security product confirms a false positive, reinstall from clean original media rather than restoring an isolated DLL from an unknown source.

If the file repeatedly disappears after reinstalling, update the security product, scan the installer, and contact the security vendor about the detection. Do not create a broad antivirus exclusion just to force PhotoImpact to start.

A moved or partially copied application can produce a missing-DLL error even when a copy of pecomm.dll exists somewhere on the disk.
- Right-click the PhotoImpact shortcut.
- Select Properties.
- Check the Target field.
- Select Open File Location.
- Confirm that the executable and
pecomm.dllare in the same PhotoImpact installation directory. - If the shortcut points to an old drive or backup folder, delete it.
- Start PhotoImpact from the repaired installation folder.
- Create a new shortcut if necessary.
Windows normally searches the executable’s directory when loading private application DLLs. A copy placed in System32, SysWOW64, or another folder may be ignored, or it may create a version conflict.
If PhotoImpact was copied from another computer, uninstall that copy and perform a complete installation from legitimate media.
Fix 5: Diagnose a missing dependency
If pecomm.dll is present but Windows still says “the specified module could not be found,” the missing item may be a dependency of pecomm.dll, not the file itself.
A clean reinstall is safer than downloading individual dependency files. Before reinstalling, record:

- The exact error text.
- The PhotoImpact edition.
- The Windows version.
- The PhotoImpact installation path.
- Whether
pecomm.dllexists in that path. - Any antivirus detection.
- Whether the error appears only when opening a particular project.
A trusted dependency-analysis utility can help an administrator identify which library the loader cannot resolve. Use it for diagnosis only. Do not use search results from the tool to download arbitrary replacement DLLs.
Check the architecture
PhotoImpact is a legacy 32-bit application, and public records identify pecomm.dll as Win32. The DLL loaded by PhotoImpact must match the architecture of the PhotoImpact process.
A 64-bit edition of Windows can run many 32-bit applications, but that does not make a 64-bit replacement DLL suitable. Do not substitute a 64-bit file for the application’s original 32-bit library.

- A corrupted DLL.
- A file from the wrong PhotoImpact release.
- A wrong-architecture replacement.
- A missing or incompatible dependency.
- Damage to the application installation.
Reinstall the complete application instead of trying to convert or register the file.
Fix 6: Repair Windows components as a secondary step
Windows repair commands are useful when other programs also fail, Windows files are damaged, or the problem began after a system failure. They are not the normal way to restore a missing PhotoImpact DLL.
First open an administrator Command Prompt:
- Select Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
Run DISM first:
DISM.exe /Online /Cleanup-image /Restorehealth
Wait for it to finish. Then run System File Checker:
sfc /scannow
Restart Windows after both commands complete and test PhotoImpact again.
DISM repairs the Windows component store, while SFC checks protected Windows system files. Neither command is guaranteed to recreate pecomm.dll, because the file belongs to PhotoImpact rather than Windows. Microsoft documents these commands in its DISM repair guidance and System File Checker documentation.

Fix 7: Update drivers only when the evidence points there
A graphics or storage driver is not established as the source of pecomm.dll. Do not update every driver simply because PhotoImpact fails to start.
Consider a driver check only when:
- Other graphics applications also crash.
- Device Manager reports a device error.
- The problem started after a driver change.
- PhotoImpact opens but fails during graphics hardware initialization.
To inspect devices:
- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Look for a warning icon.
- Right-click the affected device.
- Select Properties.
- Review the General and Driver tabs.
- Use Update driver only when the device or manufacturer identifies a compatible update.
- Restart Windows and test PhotoImpact.
Do not replace pecomm.dll with a driver file. They are separate components.

Fix 8: Remove a leftover startup entry
If the error appears during Windows startup but PhotoImpact was already removed, a stale startup entry may still be launching an old executable.

- Open Settings.
- Select Apps.
- Select Startup.
- Look for PhotoImpact or an entry pointing to its old installation folder.
- Turn off the entry.
- Restart Windows.
Use Task Manager
- Press Ctrl + Shift + Esc.
- Select Startup apps.
- Find the PhotoImpact entry.
- Right-click it.
- Select Disable.
- Restart Windows.
If the entry is not visible, use the original PhotoImpact uninstaller or inspect the startup location only after identifying the exact executable. Do not delete random registry entries. Back up the registry before making manual changes.
What not to do
Do not download pecomm.dll from a random DLL site
An internet copy may be:
- Modified or malicious.
- From the wrong PhotoImpact release.
- The wrong architecture.
- Missing required dependencies.
- Incompatible with the installed executable.
- Unable to fix a damaged installation or configuration.
Conflicting public records about the file’s version and size make them especially unsuitable for selecting a replacement.
Use the original PhotoImpact installation media, a verified backup, or a legitimate installer supplied by the software publisher.
Do not copy it to System32 or SysWOW64
Those folders are not general-purpose storage for application DLLs. Copying pecomm.dll there may have no effect, create search-order problems, or cause another program to load an incompatible file.
Keep the application’s DLL beside the PhotoImpact executable that requires it.
Do not use regsvr32 by default
regsvr32 is intended for DLLs that provide COM registration functions such as DllRegisterServer. A private runtime DLL does not become usable merely because it was registered.
Registering pecomm.dll may produce an entry-point error and will not restore a missing dependency or repair PhotoImpact. Use regsvr32 only when the software’s official documentation specifically says that the DLL is a COM server and provides the correct registration procedure.

Do not install runtimes blindly
Visual C++, DirectX, and .NET may be required by some applications, but there is no evidence that installing one of those packages directly supplies pecomm.dll.
