PDF vs. WARC for Long-Term Webpage Archiving

WARC preserves captured web resources and context; PDF or PDF/A is for a fixed-page rendition. Here’s how to choose and why an archive may need both.

For long-term preservation of a captured website, use WARC as the primary archive format. Use PDF or PDF/A when you also need a stable, document-like version for reading, printing, or document management. They preserve different things: a PDF is a fixed-page rendition; WARC packages captured web resources and can carry capture records and context. An institution may keep both, with the PDF serving as a convenient access copy rather than a substitute for the web capture.

What PDF and WARC preserve

WARC: a package of captured web resources

WARC is an aggregate format for digital resources, specified by ISO 28500. It stores records with headers and content blocks; records can describe harvested content and include information such as record type and date. The Library of Congress identifies WARC as its preferred format for web archives in its 2025–2026 Recommended Formats Statement. Its format description highlights capture context, bulk harvesting, indexing by URL and date, compression, and stewardship.

A WARC capture can support replay through the Wayback Machine or equivalent software. Replay depends on suitable access tools and does not guarantee a perfect reproduction of the live site.

PDF and PDF/A: a fixed-page rendition

PDF represents content as a fixed-page document. PDF/A is a preservation-oriented profile within the PDF family. The Library of Congress lists PDF and PDF/A among preferred formats for textual works, while addressing web archives separately. That distinction makes PDF or PDF/A appropriate for a document-like version of a page, not a container for a website crawl and its associated capture records.

#1 Best Overall

Which format should you choose?

Need Better fit Reason
Preserve a set of harvested web resources and capture records WARC Designed to aggregate digital resources in records and carry capture-related context.
Keep a stable page layout for reading, printing, or document workflows PDF or PDF/A Provides a fixed-page document rendition.
Support replay and indexing of archived web content WARC, with access software WARC captures can be replayed and indexed by tools designed for web archives; fidelity is not guaranteed.
Offer both a web archive and a convenient reading copy WARC plus PDF/PDF-A The formats serve complementary preservation and access purposes.

For institutional web archiving, retain WARC as the primary capture when the goal is to preserve harvested resources and their context. Create a PDF derivative when readers need a simpler fixed-view copy. Label the derivative as a rendition, not as the complete archived website.

What a capture may leave out

Neither choosing WARC nor saving a PDF proves that every part of a site was captured. The Library of Congress notes that currently available tools cannot capture all web content; examples include multimedia-rich content, streaming media, deep-web content, and databases. A PDF may also omit linked resources and behavior that are not part of the rendered pages saved into it.

Document the scope of the capture and its limitations. When displaying archived material, identify the archiving institution, capture date and time, and differences in functionality from the live site, as advised by the Library of Congress’s Recommended Formats Statement.

How to plan a durable archive

  1. Define the preservation target. Decide whether you need a readable rendition, a replayable web capture, or both.
  2. Capture and record scope. For web preservation, use a WARC-capable harvesting workflow and document what it could reach, including known omissions.
  3. Create access derivatives when useful. Produce PDF or PDF/A for fixed-page reading or printing without treating it as a replacement for the WARC capture.
  4. Preserve context and manage the archive. Keep relevant capture metadata and provide access to suitable replay or reading tools. Long-term preservation also requires ongoing management of metadata, fixity, redundancy, storage, access tooling, and format stewardship; a file extension alone cannot guarantee it.
  5. Describe archived displays. Show the responsible institution, capture date and time, and any important differences from the live website.

Where screenshot tools fit—and where they do not

A screenshot or PDF capture can create a useful visual record of a page, but it is not a substitute for a WARC harvest when the goal is to preserve a website’s captured resources and harvest context. ScreenshotNeo is a website screenshot API and MCP server, useful for creating visual captures and PDF renditions—not for replacing a WARC archive. See ScreenshotNeo for its capture service.

For a visual record, ScreenshotNeo can capture a page as an image or PDF and offers an MCP server for AI agents. It does not turn that output into a WARC web archive; use an appropriate web-archiving workflow for that preservation target.

Or skip the browser setup

One GET request can return a screenshot or PDF; see the ScreenshotNeo API documentation.

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://example.com -o shot.webp

ScreenshotNeo removes cookie banners, newsletter popups, and chat widgets before capture; bot checks, blank pages, and failed loads are never billed. Its MCP server lets AI agents take screenshots. The free plan includes 1,000 screenshots a month with no card; paid plans start at $5 for 3,000.
