Pay Stub Generator vs. Payroll Software: Which Does a Small Business Need?

A pay stub generator creates a wage statement after payroll is run; payroll software or a service may handle recurring calculations, deposits, filings, and records. The right choice depends on the work you need covered—not a universal employee-count threshold.

Use a pay stub generator only when payroll has already been calculated and paid and you need to create an itemized wage statement. Choose payroll software or a payroll service when you also need help calculating recurring payroll, handling tax deposits or filings, preparing year-end forms, or maintaining ongoing payroll records. A generated stub documents pay information; it does not prove that taxes were calculated, paid, or filed correctly. This guide is about U.S. employers, whose state and local requirements can differ.

What is the difference?

Need Pay stub generator Payroll software or service
Create an itemized wage statement Yes. It creates a document from information entered, typically after payroll has been run. The tool does not establish that the figures are correct. Often, as part of a broader payroll workflow; confirm the provider’s features and service terms.
Calculate recurring payroll and withholding No. A document generator is not payroll administration. May be included. Confirm how calculations are made and which worker, location, and pay situations are supported.
Deposit employment taxes and prepare or file returns No. A provider may perform specified tasks, but services vary. The IRS lists possible tasks such as preparing paychecks, preparing or filing Forms 940 and 941, and making federal tax deposits and payments. Check the IRS description of third-party payer arrangements and the provider’s agreement.
Maintain an ongoing payroll process Not by itself. A generated statement is not a complete payroll record system. May offer recurring records and employee access. Confirm which data, reports, and records are retained and how you can retrieve them.

For example, PaymentStub describes its own tool as producing itemized statements for pay already run and says it is not a replacement for payroll service when tax deposits need handling. That is the vendor’s description, not independent confirmation of the tool’s accuracy or legal compliance. See PaymentStub’s description.

When a pay stub generator may be enough

A generator can fit a narrow, document-only need: you have already determined the worker’s gross pay, deductions, withholding, net pay, and payment details, and the payroll has been paid. You then enter the information to produce an itemized statement. The employer—not the document—must ensure the underlying figures are accurate and meet applicable requirements.

  • Payroll is already calculated and paid through a separate process.
  • You need a wage statement, not payroll calculations, tax deposits, filings, or year-end forms.
  • You can retain the underlying payroll and hours records required for your workers.
  • You have checked whether the employee’s state or locality requires particular wage-statement details or delivery practices.

Do not use a generated stub to make unpaid wages appear paid, or to imply that tax deposits or returns were completed. A document is not evidence that those separate obligations were met.

When to evaluate payroll software or a service

Look at a recurring payroll product or provider if you need help with payroll calculations, withholding, tax deposits, employment tax returns, year-end forms, or an ongoing recordkeeping workflow. The IRS says payroll service providers may perform tasks including paycheck preparation; preparation of Forms 940 and 941; filing certain returns; making federal tax deposits and payments; and preparing or filing Forms W-2 and W-3. Those are possible services, not a guarantee that every provider performs all of them. Review the IRS guidance on payroll service providers and reporting agents.

Before signing, ask for a written description of the provider’s responsibilities and your own. Check which jurisdictions and worker situations it supports; who reviews payroll inputs and exceptions; how tax authorizations and payments work; what records you can access; and how errors, missed deadlines, or agency notices are handled. Compare current quotes only after you have matched the services included—no universal price or employee-count threshold establishes which option is right.

Outsourcing does not usually remove employer responsibility

Employers generally have federal duties to withhold federal income tax and Social Security and Medicare taxes, pay the employer share of Social Security and Medicare taxes, deposit employment taxes, report wages, and prepare employee Forms W-2. Deposit schedules depend on the employer’s circumstances; use current tax-year IRS instructions for applicable rates, thresholds, and deadlines rather than relying on old figures. See the IRS overview of employment taxes.

The IRS states: “Many employers outsource some of their payroll and related tax duties to third-party payroll service providers.” It also cautions: “But remember, employers are ultimately responsible for the payment of income tax withheld and both the employer and employee portions of social security and Medicare taxes.” The details can depend on the type of third-party arrangement; the IRS describes limited circumstances involving Certified Professional Employer Organizations (CPEOs). Ordinary payroll software or a payroll service should not be assumed to take on all legal responsibility. Read the IRS outsourcing guidance.

Responsibility for year-end forms also needs explicit attention. The IRS says using a reporting agent or another third-party payroll service does not relieve an employer of responsibility to ensure Forms W-2 are furnished and Forms W-2 and W-3 are filed correctly and on time. Consult the IRS General Instructions for Forms W-2 and W-3 for 2026.

Keep records beyond the pay statement

For workers covered by the Fair Labor Standards Act (FLSA), the Department of Labor calls for accurate records that include identifying information, hours worked, wage basis and rates, additions and deductions, wages paid, payment date, and the pay period covered. Its fact sheet describes retaining payroll records for at least three years and records used to compute wages for two years. A pay stub alone does not necessarily satisfy every recordkeeping duty; determine how federal and state rules apply to your workforce. See DOL Fact Sheet #21.

Check the rules where each employee works

Pay frequency and payday rules differ by state and may have exceptions by occupation or circumstance. The DOL’s state payday table is dated January 1, 2023, and advises employers to verify official information with the relevant state labor office; treat it as an illustration of variation, not a current legal determination. Separately check wage-statement content and delivery rules for each applicable state or locality. See the DOL State Payday Requirements table.

Which rules apply can depend on where an employee works, the worker’s classification and circumstances, and the employer’s operations. Confirm employee-versus-contractor classification and the locations involved before choosing a workflow. The federal sources cited here do not provide a complete, current state-by-state wage-statement checklist.

Make the choice by workload, not headcount alone

  1. List the work you need done. Separate producing statements from calculating payroll, withholding, deposits, filings, year-end forms, and records.
  2. Map your workforce and locations. Identify worker classifications, work states and localities, pay frequency, and any circumstances that affect requirements.
  3. Decide what your team can reliably handle. If you keep payroll in-house, assign responsibility for calculations, deadlines, deposits, filings, employee statements, and records.
  4. Compare provider scope and cost. Get current quotes and verify inclusions, service locations, authorizations, retained employer duties, record access, and error-resolution procedures.
  5. Use a generator only for the remaining document task. If payroll has already been correctly run and paid, a generator may address statement creation; it does not replace the underlying process.

The sources do not establish a universal employee-count point at which a business should switch from a generator or in-house workflow to payroll software. The more useful test is whether the business needs recurring administration and can meet its obligations consistently with its current process.
