What happened to Pavel Durov?
French authorities arrested Durov at Le Bourget Airport outside Paris on August 24, 2024, after he arrived by private jet. The Paris prosecutor’s office later confirmed the arrest and described the investigation into alleged offenses involving Telegram and its executives in an official release dated August 26, 2024.
The arrest was not a conviction. On August 28, 2024, French investigating judges placed Durov under formal investigation and released him subject to judicial supervision. In July 2026, Russia announced a separate case. The dates and legal actions matter: France arrested him in 2024; Russia’s 2026 announcement of charges and a wanted notice is not evidence of a new arrest.

Why France arrested him
The French investigation concerned suspected offenses associated with Telegram and alleged failures to cooperate with legally authorized requests. The prosecutor’s list included suspicions of complicity in managing an online platform to enable illicit transactions by an organized group; refusing to provide information or documents requested by authorized authorities; complicity involving child sexual-abuse material, drug trafficking and organized fraud; criminal conspiracy; organized-group money laundering; and offenses related to cryptology services and technical tools. These were allegations under investigation, not findings that Durov personally committed the underlying crimes. The case targeted him personally while examining conduct connected to Telegram; it should not be described as a conviction of Telegram itself. Nor is it accurate to reduce the French arrest to a demand for encryption keys. Encryption-related allegations appeared among a broader set of claims about platform activity and cooperation with authorities.
What release under judicial supervision meant
After more than 80 hours in police custody, Durov was released under judicial supervision when he was placed under formal investigation. The reported conditions included a €5 million bond, reporting to police twice a week and, initially, a prohibition on leaving France. A bond being imposed does not by itself establish that it was paid. Later reporting said he was able to travel to Dubai while the French inquiry remained open; that did not end the case.

In this context, “placed under formal investigation” describes a stage of French proceedings, not a verdict. The available reporting establishes no final judgment finding Durov guilty. Arrest, formal investigation, release under supervision and conviction are different legal outcomes.
What Russia alleges in 2026
On July 29, 2026, Russia’s Federal Security Service said Durov had been charged with facilitating terrorist activities and that authorities had issued an international arrest or wanted notice. Russian authorities alleged that Ukrainian intelligence agencies and terrorist or extremist organizations used Telegram channels, chats and bots to coordinate attacks, mass killings, sabotage and cyberfraud in Russia. Those claims remain allegations, not adjudicated facts.

The Russian action is distinct from the French investigation: it comes from a different government, concerns separate accusations and operates under a different legal system. The available reporting does not establish that France, Interpol or another country has accepted or enforced Russia’s request. It also does not establish an Interpol Red Notice or that Durov was arrested as a result of the announcement. The careful description is that Russia sought his arrest or announced an international wanted notice.

After the French arrest, Telegram said it complied with European Union laws, that its moderation was improving, and that it was absurd to hold a platform or its owner responsible for abuses committed by users. Telegram’s press information identifies Durov as the company’s founder, owner and CEO.

Durov has framed Russia’s earlier investigation as an attempt to restrict Telegram and suppress privacy and free speech. Reporting on the July 2026 announcement did not include a detailed formal response from him or Telegram. A Telegram-associated obscene-gesture image reported by Al Jazeera is not a legal rebuttal.

Why the cases matter beyond Durov
- Executive liability: The French proceedings raise the question of when a platform’s leaders can face criminal allegations over illegal conduct by users or a company’s response to lawful requests. The allegations themselves do not settle that legal question.
- Moderation and cooperation: Governments may seek information or action from platforms, while services must decide how to handle those demands under applicable law. The French case includes alleged non-cooperation as well as claims about illicit activity on the service.
- Privacy and encryption: The dispute has been portrayed by Durov and supporters as a privacy and free-speech issue, but the French prosecutor’s stated concerns were broader than encryption. Telegram’s encryption also requires precision: end-to-end encryption is available in Secret Chats, while ordinary cloud chats are not end-to-end encrypted by default.
- Cross-border reach: Russia’s announcement illustrates that a wanted notice from one state does not, by itself, prove that another jurisdiction has enforced it. The legal effect depends on actions by relevant authorities, which the available reporting does not establish.
