Microsoft released Windows 11 Insider Preview Build 25921 to the Canary Channel on August 4, 2023, bringing several features previously seen in Dev builds: HDR desktop backgrounds, richer previews for some cloud files in Start, Microsoft Teams – Free in place of the built-in Chat experience, and labels when switching virtual desktops. The build also made Cortana uninstallable and included a DHCP client change. It was an experimental 2023 Insider flight—not a current Windows 11 release or a promise that these features would ship in a public update.
What Build 25921 added
The correct build number is 25921. A secondary report used “26921” in one passage, but Microsoft’s announcement identifies the Canary release as Windows 11 Insider Preview Build 25921.
Microsoft described the update as part of the August 2023 Bug Bash, which ran from August 2 through August 7, ending at 11:59 p.m. Pacific Time. Some features were being rolled out gradually, so their absence on an individual Canary PC did not necessarily mean the build had failed to install.
Four visible changes carried over from Dev testing
HDR desktop backgrounds from .JXR images
Build 25921 let users choose an HDR-capable .JXR image as a desktop background. To try it, the PC needs a built-in or connected HDR-capable display, HDR must be enabled under Settings > System > Display, and the image must be in the supported format. Then right-click the desktop, choose Personalize > Background, and select the image in the background controls.

On a multi-monitor setup, the same background could render in HDR on a capable display and SDR on another. A standard SDR monitor cannot show the full HDR effect. Microsoft recommended using the HDR Calibration app with external displays for the best image quality, while warning that HDR backgrounds might not display correctly on some HDR laptops in this build.
Richer previews in Start’s Recommended section
Some cloud files in Start’s Recommended section could show richer thumbnail previews, including certain Word documents. The initial scope was limited: Microsoft said the richer previews targeted users signed in with an Azure Active Directory account (now called Microsoft Entra ID) on Windows 11 Pro or Enterprise. Not every cloud file was supported. Local-account and Microsoft-account users could see an updated tooltip experience, but not necessarily the same rich thumbnail preview. Microsoft said it planned broader file support and Microsoft-account support in a later update. Right-clicking a cloud-file recommendation also gained a quick-share option.

Chat began giving way to Microsoft Teams – Free
Microsoft began gradually replacing Windows’ consumer-oriented taskbar Chat experience with Microsoft Teams – Free. The free Teams app was pinned to the taskbar by default and could be unpinned like other apps. Clicking it opened a compact interface for chats, calls, and meetings designed to stay visible while using other applications. Microsoft said Phone Link integration was planned for a later update.
This change concerned the built-in consumer Chat entry point; it should not be read as removal of the separate enterprise Teams client. The gradual rollout also meant Canary users might not all see it at once.

Virtual desktops gained switch labels
When changing virtual desktops in Task View, Windows could display a label identifying the destination desktop and add a sliding transition. The labels could appear when switching with Win + Ctrl + Left Arrow, Win + Ctrl + Right Arrow, trackpad or touch gestures, or the Task View flyout.
Other changes: Cortana and DHCP renewal
Cortana became uninstallable
Build 25921 allowed Cortana to be uninstalled. This followed Microsoft’s previously announced deprecation of Cortana; it was a removal and cleanup step, not the arrival of a new assistant feature.

DHCP renewals could be faster in ideal conditions
Microsoft added asynchronous error handling to the DHCP client service. It said some ipconfig /renew operations could fall from approximately 4.1 seconds to 0.1 seconds in ideal conditions. Those figures are Microsoft’s example, not a guaranteed result: actual timing varies with the system and network.
Mobile-broadband users faced an APN problem
Microsoft warned that some devices using mobile broadband could lose their Access Point Name (APN) configuration after upgrading, leaving them unable to connect to a wireless network. The suggested workarounds were to add the APN configuration manually or avoid installing the build until the issue was resolved. Microsoft later said Canary Build 25926 fixed the problem: Microsoft’s Build 25926 announcement.

Why Dev features appeared in Canary
Canary is for very early platform work, including long-lead changes, kernel work, and new APIs. Its builds are not tied to a particular Windows release, receive limited validation and documentation, and can contain serious problems. Features can be tested in Dev, moved to Canary, changed, delayed, or never appear in a public release.
This was not an isolated channel transfer. Canary Build 25915, released July 27, 2023, had already brought over Dev features including modernized File Explorer areas, passkey improvements, and never-combined taskbar behavior: Microsoft’s Build 25915 announcement. Canary receiving a Dev-tested feature does not mean Canary always gets every feature first or that a public launch is assured.
What developers needed to know
Microsoft published a Windows Insider SDK for the latest preview, with SDK NuGet packages including .NET targeting-framework packages and C++/Win32 development tools. SDK flights were available for Canary and Dev. Because preview APIs can change, Microsoft advised developers—especially those targeting Dev SDKs—to use adaptive code and feature detection rather than relying on OS-version checks. Canary APIs should not be treated as stable production contracts.
Should you install Build 25921?
It made sense chiefly for enthusiasts with spare hardware, developers testing platform behavior, and Insiders prepared to report bugs and recover a system. Microsoft warned that Canary builds were lightly validated, could have serious issues, and in rare cases might require Windows reinstallation. A primary work PC, a device dependent on mobile broadband, or a system that needs dependable driver, game, VPN, or peripheral compatibility was a poor fit. For feedback, Windows Insider users could open Feedback Hub with Win + F.
For a current Windows 11 user, the practical takeaway is historical: Build 25921 was a channel-test bundle with several visible Dev-to-Canary transfers, plus a consequential mobile-broadband risk. Its features were experiments, not a checklist of changes guaranteed for a later Windows release. Microsoft’s original announcement and full release notes are at Windows Insider Preview Build 25921.
