Passkeys vs. Authenticator Apps: Which Offers Stronger Phishing Protection?

Passkeys provide stronger phishing protection than authenticator-app TOTP codes because their credentials are bound to the genuine site, not entered as relayable codes.

Passkeys offer stronger phishing protection than the codes commonly generated by authenticator apps. A time-based one-time password (TOTP) can be copied from a fake sign-in page and relayed to the real service while it is still valid. A passkey uses a cryptographic credential bound to the site’s domain, so a lookalike site cannot simply collect a code that works at the genuine service.

The distinction is about the authentication method, not whether you use an app: some apps store passkeys, while an app-generated OTP remains vulnerable to real-time relay.

Why passkeys resist phishing better

NIST defines phishing resistance as an authentication protocol preventing secrets or valid authentication outputs from being disclosed to an impostor verifier, without relying on the user to spot the deception. The key difference is whether the authentication response is tied to the real site.

Authenticator-app codes can be relayed

A TOTP app displays a short-lived code. If a fake site asks for the code, an attacker can pass it to the legitimate service during the same sign-in session. The code expires, but its limited lifetime does not stop this real-time relay. NIST classifies smartphone TOTP apps as replay-resistant, but not phishing-resistant: manually entering a code does not bind it to the particular session being authenticated.

Passkeys are bound to the site

WebAuthn/FIDO2 passkeys use verifier name binding: the authenticator selects a credential based on the authenticated domain name. A passkey response for the real site is therefore not a reusable code that a fake domain can collect and replay. NIST identifies WebAuthn as an example of phishing resistance through verifier name binding. NIST SP 800-63B Revision 4, §3.2.5 explains the standard’s requirements.

NIST recognizes both verifier name binding and channel binding as forms of phishing resistance. Channel binding ties the authentication result cryptographically to the protected communications channel; NIST describes it as more secure because it is not vulnerable to misissuance or misappropriation of verifier certificates. Both approaches meet the standard’s phishing-resistance requirements.

What the comparison does—and does not—mean

Method Phishing and relay protection What the user does
TOTP from an authenticator app Replay-resistant, but not phishing-resistant under NIST’s classification; a current code can be relayed to the real service. Reads and manually enters a code.
FIDO2 passkey with user verification Replay-resistant and phishing-resistant; the credential is selected based on the authenticated domain. Approves use of the credential, often with a device PIN or biometric.

These classifications come from NIST’s living Authenticator Examples resource, accessed October 4, 2026. The device PIN or biometric helps unlock or authorize the cryptographic credential; it is not, by itself, the reason a passkey resists phishing. NIST describes passkeys with user verification as multi-factor cryptographic authenticators.

Authenticator apps may hold either kind of credential

“Authenticator app” can mean different things. One app may generate TOTP codes; another may store or sync passkeys; some may offer both. An app-based interface or approval prompt does not automatically make sign-in phishing-resistant. NIST excludes manually presented OTP and out-of-band outputs from its phishing-resistant category. Check the actual sign-in method the service is using, rather than judging protection by the app’s name or icon.

What passkeys do not protect against

A passkey addresses credential phishing and relay; it does not prevent every form of account compromise. Malware, an insecure device, social engineering, or weak account-recovery controls can still put an account at risk. NIST cautions that phishing-resistant authenticators address only one focus of phishing attacks. NIST’s phishing-resistance explainer discusses the role and limits of this protection.

Also examine the alternatives the service leaves enabled. If an attacker can still use a phished password, SMS code, or manually entered OTP to get in or reset access, enrolling a passkey does not make those routes phishing-resistant. The passkey protects the flow in which it is actually used.

Recovery, portability, and support

Confirm the service and your devices support passkeys

You can use a passkey only where the service supports it, and cross-device use depends on your device and credential provider. A separate FIDO2 security key is another option when the service supports WebAuthn/FIDO2; passkeys may also be built into phones and computers, so buying a key is not necessarily required. NIST outlines these options in its phishing-resistance guidance.

Understand how a lost device is handled

Syncable passkeys can make access from multiple devices and recovery easier, but the exact process depends on the platform or provider’s account and recovery controls. Syncing also creates dependence on that provider’s ecosystem. NIST advises weighing the security, privacy, and usability trade-offs of syncable authenticators. Its 2024 supplement on syncable authenticators explains the approach; the detailed guidance is in SP 800-63B Revision 4.

  • Check whether the service supports passkeys and whether your devices or credential provider can use them.
  • Before relying on a passkey, understand how you will regain access if a device is lost or unavailable.
  • Review fallback and account-recovery methods separately; a weaker alternative can remain a phishing target.

Which should you choose?

Use a passkey where the service and your devices support it if your priority is resisting fake sign-in pages and real-time credential relay. If passkeys are unavailable, an authenticator-app TOTP code can still provide an additional factor, but treat it as a code that a convincing fake site may relay—not as phishing-resistant protection. Where supported, a FIDO2 security key is a hardware-based WebAuthn option; a built-in or syncable passkey may be more convenient, depending on your devices and recovery needs.
