Passkeys generally protect better against account takeover than authenticator-app codes or ordinary push approvals because passkeys use phishing-resistant FIDO/WebAuthn authentication. Authenticator apps remain a useful second choice when a service does not support passkeys, but your account’s recovery and fallback options matter too.
How do passkeys and authenticator apps differ?
A passkey is a FIDO credential used through a service and device platform that support passkeys. Depending on how it is implemented, it may sync across devices or remain bound to one device. With a passkey, the authentication protocol is tied to the legitimate site or service context, which blocks common fake-site phishing attempts. CISA describes FIDO authentication as the strongest form of MFA and says it is effective against MFA bypass techniques; its guidance calls hardware-based FIDO keys most effective where feasible and passkeys an acceptable alternative. “Authenticator app” can mean different sign-in methods. An app may generate a one-time password (OTP) that you enter, or send a push request asking you to approve a sign-in. Both can add protection beyond a password, but neither is phishing-resistant: a criminal can trick you into sharing an OTP or approving a fraudulent request. CISA’s Implementing Phishing-Resistant MFA fact sheet distinguishes these methods from FIDO/WebAuthn.

| Sign-in method | Main protection | Important limitation |
|---|---|---|
| Passkey (FIDO/WebAuthn) | Phishing-resistant authentication tied to the legitimate site or service context. | Requires service and platform support; security and recovery depend partly on whether the credential syncs or is device-bound. CISA’s SCuBA Hybrid Identity Solutions Guidance |
| Authenticator-app OTP | Provides an additional sign-in factor; CISA says authenticator codes are better than SMS. | A phisher can capture and relay a code in real time. CISA guidance |
| Standard push approval | Prompts you to respond to a sign-in request. | A user may approve a fraudulent prompt, including after repeated requests or by mistake. CISA’s fact sheet |
| Number-matching push | Requires matching a displayed number, reducing some push-bombing risk. | Still not phishing-resistant and does not equal FIDO/WebAuthn. CISA’s fact sheet |
So, if a service offers passkeys, they are generally the stronger choice against phishing-based account takeover. There is no supported percentage by which they reduce takeover risk compared with app codes or push; the practical difference is the attack path, not a universal numeric guarantee.

Can passkeys be phished?
FIDO/WebAuthn is classified as phishing-resistant because the credential is bound to the authentication context, unlike an OTP that a victim can type into a convincing fake site. That does not mean every account takeover scenario disappears: an attacker could still target account recovery, a weaker sign-in fallback, or the account used to sync a passkey. Keep the claim specific: passkeys defend against common credential-phishing attacks, not every possible way into an account.
What happens if you lose your phone?
The answer depends on the passkey’s deployment model. A syncable passkey may be available on another device through the relevant platform or account, improving resilience after a device is lost. That convenience means the account or service protecting the synced key material becomes important. A device-bound passkey avoids that sync model but may be harder to recover if the device is lost, unless you registered another authenticator or have a usable recovery route. CISA recommends evaluating the risks and resilience trade-offs; its guidance advises against syncable authenticators for AAL3 deployments. CISA SCuBA guidance

Authenticator-app recovery is also service- and app-dependent. App backup or transfer behavior and the website’s reset procedure vary; there is no single recovery process to rely on across services. Before removing an old device, confirm that you can still sign in and that you have another recovery method where appropriate.

How to choose and set up the strongest option
- Use a passkey on high-value accounts when offered. Prioritize accounts that can expose other services or sensitive information, such as your primary email, where the service supports FIDO/passkeys. CISA advises using FIDO where feasible. CISA guidance
- Plan recovery before relying on a single device. Add another supported authenticator or establish the service’s recovery process, and understand whether your passkey is syncable or device-bound.
- If passkeys are unavailable, use an authenticator app rather than SMS when possible. OTP codes are better than SMS according to CISA, but remain vulnerable to phishing. For push MFA, prefer number matching over a basic approve-or-deny prompt if the service offers it.
- Review every fallback route. Check the account’s sign-in and recovery settings for SMS, email, or other weaker methods. App enrollment does not necessarily turn SMS off. CISA recommends disabling weaker MFA methods when feasible after FIDO enrollment. CISA guidance
Do you need to buy a hardware security key?
No. A separate key is one way to use phishing-resistant FIDO authentication, but it is not required to use passkeys. CISA names YubiKey and Google Titan as examples of hardware-based FIDO security keys. Before buying or relying on one, check that the account and your devices support it and decide how you will recover access if the key is lost. CISA guidance
